EBS를 찾은 중앙아프리카공화국 대통령의 교육에 대한 관심

5월 11일 갑자기 포스탱 아르상제 투아데라 중앙아프리카공화국 대통령이 EBS를 찾았다. 포스탱 아르상제 투아데라 대통령은 5월 10일 윤석열 대통령 취임식에 참석하기 위해 방한했다. 수학과 교수이면서 국립대학 방기(Bangui) 대학교 총장 출신인 대통령은 교육에 관심이 남달랐다. 머나먼 아프리카에서도 EBS에 대해 알고 있었다. 이날 EBS와 교육협력에 대해 협의하고 만찬을 같이하며 교육 이외에도 많은 의견을 나눴다. 

 

중앙아프리카공화국은 아프리카 최빈국 중 하나다. 학자 출신인 포스탱 아르상제 투아데라 대통령은 교육이 최빈국에서 탈출하는 유일한 방법이라 생각하는 했다. 교육 때문에 대한민국이 고도 성장할 수 있었다고 생각하고 있었다. EBS와 국가 교육, 코로나 시대의 EBS의 역할, 글로벌로 나가는 EBS 등 EBS 현황을 설명할 때 너무 정곡을 읽고 있었다. 방송, 인터넷, 모바일, 원격시스템, 글로벌 OTT 등 설명에 대해 마치 한국 IT 전문가처럼 이해하고 있었다. 학교도 거의 없고 국토 면적이 한반도 전체의 3배 가까이 되는 중앙아프리카 공화국에서 가장 효율적인 방법이 방송과 기술을 통한 교육시스템이라고 생각하고 있었다. 일일이 학교를 세워서 교육시키는 것은 불가능에 가까웠다. 

 

1980년에 고등학교 1학년이었던 내게 과외 없이 KBS 제3TV로 대학입시를 준비했던 기억이 떠올랐다. 제3TV가 아니었다면 아마 대학을 못 갔을 것이다. 먼 나라 이야기기 아니라 내 시대의 내 역사처럼 다가왔다. 가능한 한 최대한 돕고 싶은 마음이 절로 났다. 기아선상에서 신음하는 아이들을 구할 방법은 당장의 빵과 그리고 교육일 것이다. 대통령의 맘도 간절했다. 협의회가 끝나고 만찬장에서 대통령은 한국정부와 EBS의 도움에 대해 절실했다. 

 

대한민국과 중앙아프리카공화국과는 1963년에 수교가 되어 1971년 대사관이 설치되었지만 1989년 중앙아프리카공화국에서 대사관을 철수한 이후 현재 서로 대사관도 없는 상태로 명맥만 유지하고 있는 상태이다. 그나마 카메룬 대한민국 대사관을 통해 중앙아프리카공화국과 외교 업무를 교류하고 있는 실정이다. 이런 만큼 포스탱 아르상제 투아데라 대통령은 만찬 중에도 교류협력을 현실화할 수 있는 방법에 대해 질문이 끊이지 않았다. EBS가 뭐라도 할 수 있으면 하고 싶다는 맘이 절로 생겼다. 

 

중앙아프리카공화국은 우리에게 생소한 나라다. 인구가 550만명, 수도는 방기(Bangui). 100만명의 인구가 수도 방기에 모여 산다. 아프리카 최빈국 중 하나다. 방송은 공영 방송 하나. 민영방송 하나. 모두 위성방송이다. 방송, 통신 시설이 아주 열악하다. 포스탱 아르상제 투아데라 대통령에 따르면, 그래도 수도 방기에 사는 사람들의 스마트 폰 보급율은 최근에 계속 올라가고 있다고 한다. UN의 도움을 받아 광케이블 네트워크 구축도 한창 진행 중이다. 

 

그러나 EBS 힘만으로 중앙아프리카공화국의 교육방송시스템을 구축하는 것은 불가능하다. IT와 방송 인프라가 태부족한 상태에서 EBS가 모든 걸 할 수는 없어 보였다. 그런데 지금 캄보디아에 한국정부 과기정통부와 EBS가 공통으로 추진하는 프로젝트가 생각났다. 캄보디아 교육방송, EBC를 한국 정부의 ODA 차관으로 설립하고 있다. 2022년 말이면 EBC가 캄보디아 학생, 공무원을 위해 교육방송을 실시한다. 중앙아프리카공화국 포스탱 아르상제 투아데라 대통령께 캄보디아 모델을 소개하고, 같은 모델로 가는 방법을 찾아보겠다고 약속했다. 아프리카 아이들에게 새로운 교육 서광의 빛이 비추어질 수 있으면 좋겠다.

 

포스탱 아르상제 투아데라 대통령은 EBS가 추진하고 있는 세계 학 동영상 글로벌 서비스 “그레이트 마인즈 닷 컴”에 대해서도 지대한 관심을 보였다. 방송보다 스마트 폰 보급율이 높은 중앙아프리카 공화국에서 마이클 샌덜, 폴 쿠루그먼 등 세계 석학의 강의를 스마트폰으로 들을 수 있길 희망했다. 최대한 협력할 생각이다. 지식은 나누면 두 배가 된다.

중앙아프리카공화국은 현재 최빈국의 지위에 있지만 아주 절망적이지는 않다. 개발되지는 않았지만 방문단에 따르면 중앙아프리카공화국에는 상당한 우라늄, 원유, 금, 다이아몬드, 코발트 등이 매장되어 있다. 수력발전도 가능하며 상당한 정도의 개발 가능한 경작지도 있다. 국토 사방에 이웃나라와 육지로 둘러싸여 있어 외부와 연결이 쉽지 않은 것이 큰 약점이다. 외국에서 아프라카 연안까지 해상물류비용 보다 아프라카 내 육로 물류 비용이 훨씬 크다고 한다. 포스탱 아르상제 투아데라 중앙아프리카공화국 대통령은 한국을 비롯해 서방이 중앙공의 광물자원개발에 관심을 가져 주길 간절히 원하고 있었다. 선진국의 관심이 생겨나고 대통령의 교육에 대한 열정이 식지 않는다면 현재는 절망적이지만 중앙아프리카공화국의 미래는 밝아질 거란 믿음을 생기는 자리였다.
