韓 중·고령층 퇴사 후 재취업 딜레마..1년 내 정규직 고작 9%

25일 한국경제연구원에 따르면 OECD 회원국을 대상으로 분석한 결과, 중·고령층으로 연령대가 높아질수록 한국의 고용률 순위가 상승하는 것으로 나타났다. 

 

우리나라의 40~44세, 45~49세 고용률은 OECD 평균보다 낮은 수준이며, OECD 내 순위도 각각 31위, 29위를 기록했다.

 

50~54세 고용률은 76.4%로 OECD 평균(75.7%)을 상회했고, 연령층이 올라갈수록 OECD 내 순위가 지속적으로 상승했다. 한국은 65~69세 고용률이 OECD 중 2위, 70~74세 고용률은 1위를 기록했다. 

 

그러나 한국의 고령층은 높은 고용률에도 불구하고, 빈곤율도 OECD에서 가장 높은 것으로 집계됐다. OECD 국가 간 비교가 가능한 2018년 기준 한국의 고령층 빈곤율은 66~75세(34.6%)와 76세 이상(55.1%) 모두 OECD 조사대상국 가운데 가장 높았다.

 

이는 한국의 고령층이 높은 노동시장 참여율에도 불구하고 퇴사 후 재취업 일자리의 질이 낮은 것으로 분석됐기 때문이다. 

 

한국노동패널을 사용한 분석한 결과, 퇴사 시 연령이 55~74세인 중·고령층의 1년 내 재취업 비율은 45.3%로, 5년 이내 재취업하는 비율은 67.6%인 것으로 조사됐다. 퇴사 시 연령이 65~74세인 경우에도 퇴사자의 절반 이상(55.4%)이 5년 이내 재취업하는 것으로 나타났다.

 

한국의 중·고령층이 퇴사 후 재취업하는 비율은 높지만, 재취업 일자리의 질은 낮은 것으로 분석된다. 퇴사 후 1년 내 재취업 시, 연령별 재취업 일자리를 고용형태별로 분석한 결과, 25~54세는 정규직 재취업률(32.5%)이 비정규직 재취업률(20.8%)보다 높은 것으로 나타났다. 

 

반면, 55~74세는 정규직 재취업률(9.0%)이 비정규직 재취업률(23.8%)에 크게 못 미쳐 재취업 일자리의 질 저하가 심각한 것으로 분석됐다. 55~74세의 퇴사 후 5년 내 재취업률은 정규직 11.5%, 비정규직 39.4%, 자영업 16.7%다. 재취업자 10명 중 정규직 재취업자는 1.7명에 불과한 셈이다.

 

아울러 한경연이 55~74세 중·고령층의 재취업에 영향을 미치는 요인을 분석한 결과, △고학력 △남성 △직업훈련 참여자 △퇴사 시 임금근로자 등으로 일했을수록 정규직으로의 재취업 가능성이 증가하는 것으로 나타났다.

 

정규직 재취업 확률은 초대졸 이상일 경우 고졸 이하보다 65.6%, 직업훈련 참여자는 비참여자보다 약 43.0% 증가하는 것으로 분석됐다. 여성의 경우 남성보다 정규직 재취업 확률이 약 29.4% 감소했다.

 

비정규직으로의 재취업은 상대적으로 △학력수준이 낮을 경우 △자산소득이 없을 경우 △이전 직장에서 임금근로자일 경우 확률이 높은 것으로 분석됐다. 

 

자영업 재취업은 상대적으로 학력수준이 낮고, 자가에 거주하고, 직업훈련 경험이 있는 경우, 전 직업이 비임금근로자였을 경우 확률이 증가하는 것으로 나타났다.

 

부채가 있을 경우에는 정규직, 비정규직, 자영업자 등 모든 재취업 확률이 증가하는 것으로 나타나 부채가 퇴사 후에도 노동시장에 머무르게 하는 요인인 것으로 조사됐다. 

 

연령이 증가할수록 정규직으로의 재취업 확률이 가장 크게 감소하는 것으로 나타나(1세 증가 시 정규직 재취업 확률 17.9% 감소, 비정규직 11.3% 감소, 자영업자 10.6% 감소 등) 고령층으로 갈수록 정규직으로의 재취업 확률은 상대적으로 더욱 낮아지는 것으로 나타났다. 

 

퇴사 시 취업형태는 재취업 시에도 유지되는 경향이 있어 비임금근로자(자영업자)가 임금근로자(정규직, 비정규직)로의 재취업에 어려움이 많은 것으로 분석됐다.

 

한경연의 유진성 연구위원은 “고령층을 위한 양질의 일자리를 늘리기 위해서 정규직에 대한 고용보호를 완화하고 비정규직에 대한 규제도 완화하는 등 고용의 유연성을 제고할 필요가 있다”며 “중·고령층의 양질의 일자리 접근기회를 확대하기 위해서는 상시 직업훈련도 강화할 필요가 있다”고 전했다.
