인류사회가 영원히 추구해야 할 궁극적인 두 가치는 자유와 평등이다. 자유 못지않게 ‘평 등’이 중요하다.
그러나 자유와 평등 못지않게 ‘평화’도 중요하다. 평화가 사라지면 자유도 평등도 없다는 것이 역사의 교훈이다.
그렇다면 평화를 지키는 데 왕도가 있을까? 역사의 경험을 살펴보면 힘이 중요한데 힘만으로도 충분하지 않다. 때때로 힘은 괴멸적 파괴를 초래하기도 한다.
그러므로 평화를 지키는 데서 힘은 기본이되 국가 간 상호 의존성, 협력, 협의 등 다양한 변수가 작동하고 군사적 요인 외에도 정치적, 외교적, 경제적 변수와 민간교류 등도 종합적으로 작동한다. 즉 평화는 가장 복잡한 종합예술이다.
이런 상황을 이해하는 것을 전제로 평화를 위한 세심한 대책을 수립해야 하는데, 느닷없이 힘에 의한 평화를 천명하면 자칫 감당할 수 없는 파국적 상황을 자초할 수도 있다.
