동해시의회, 제313회 동해시의회 제2차 정례회 제4차 예산결산특별위원회 개최

[김현우 기자 = 경기북부/강원] 12월 2일 동해시의회는 제313회 동해시의회 제2차 정례회 제4차 예산결산특별위원회를 개최했다고 밝혔다.

 

이날 개최된 제4차 예산결산특별위원회에서는 문화체육과, 민원과, 세무과, 회계과, 행정과 등 5개 부서 소관 2022년도 세입·세출예산안을 심의했다고 했다.

 

이창수 의원은 “그루터기 생활문화센터 조성사업은 향후 운영될 프로그램 성격 등을 종합적으로 파악하여 문화시설의 기능적인 면과 공간적인 면에서 노후된 건물의 활용가치를 높일 수 있는 방향으로 리모델링을 실시하여 예산이 낭비되지 않도록 철저를 기해야한다”고 촉구했다.

 

박주현 의원 또한 “그루터기 생활문화센터에는 아동·영유아 시설을 포함시키는 등 지역 주민들의 욕구와 여론을 충분히 수렴하여 우리시에 있는 생활문화센터에 각각 특화된 공간을 조성하여 지역문화 거점으로 활용하는 방안을 강구해야한다”고 강조했다.

 

최석찬 의원은“타 지역 사례를 보면 재단이 생기면서 그 동안 사명감을 갖고 지역에서 고군분투하던 단체가 고사되거나 설자리를 위협받기도 했다. 예상되는 조직간 갈등요인을 사전에 해소하여, 문화관광재단 설립에 따른 문화관련 사업 확대가, 문화원과 예총, 민예총 등의 사업도 확대되는 유기적 시너지 효과를 창출할 수 있도록 노력해달라”고 요청했다.

이정학 의원은, 공공체육시설 확충사업이 증액된 것을 지적하면서 “주민 활용도가 낮거나, 노후화로 방치되어 있는 체육시설이 많은 것으로 알고 있다. 전수조사 및 주민여론 수렴 등을 통하여 신규로 필요로 한 시설은 확충하고, 활용도가 낮은 시설은 다른 용도로 활용하는 등 다각적인 정밀 검토가 필요하다”고 요구했다.

 

박남순 의원은 “용산서원 활용사업이나 부곡 구상수시설 생생사업 등 행사성 사업에 많은 예산이 책정되어 있는 반면, 동해망상농악보존회 전승지원, 수륙재 문화행사 등 역사적으로 의미 있는 전통문화 계승사업은 예산이 빈약하다. 문화사업 예산 배분 시, 사업내용 검토 등에 신중을 기해달라”고 촉구했다.

 

임응택 의원은 “올해 세 번째 진행되는 스파르탄레이스 코리아 동해대회는 지역사회에 미치는 경제적 효과가 미미하다고 판단되며, 국·도비가 지원되는 사업이라 할지라도 시비도 함께 투입되는 만큼 실효성에 대한 세밀한 검토가 필요하다”고 지적했다.
