[김일웅 기자 = 경기북부/강원] 경기도의회 교육기획위원회 위원장 정윤경 의원이 대표발의한 ‘경기도교육청 성폭력 피해 교직원 보호 및 지원 조례안’이 제356회 경기도의회 정례회 제6차 교육기획위원회 심의를 통과했다고 전했다.

 

앞서 정윤경 의원은 성폭력 피해 학생이 정상적인 학교생활로 돌아갈 수 있도록 실질적 지원 방안을 마련하기 위해 지난 2020년 10월, 「경기도교육청 성폭력 피해학생 보호 지원 조례」를 제정했으며, 이번에는 교직원의 성폭력 피해 지원을 위한 법적 체계를 마련하고자 본 조례를 준비했다고 했다.

 

전국교직원노동조합이 실시한 설문조사에 따르면, 최근 3년간 성희롱ㆍ성폭력 피해를 경험한 교사가 62.6%로 나타났으며, 특히 20~30대 여교사 3명 중 2명이 성희롱 또는 성폭력을 경험했다는 결과가 나왔다고 전했다.

 

정 의원은 “교직원 역시 성폭력 범죄로부터 자유로울 수 없다”며 “특히 최근에 벌어진 안양 학교장 몰카 사건, 김포 교사 성추행 사건 등 학교에서 결코 일어나서는 안 되는 가장 비교육적인 사건들이 연이어 발생한 것에 대해 교육기획위원장으로서 마음이 무겁고 참담하다”고 말했다.

 

이날 정 의원은 제안 설명을 통해 “교직원 대상 성폭력 사건이 심각한 수준에 달하였음에도 불구하고 관련 법적 근거가 없어 피해 교직원의 보호 및 지원의 한계가 있었다”며 “성범죄 사각지대에 놓인 교직원들을 보호하고 지원할 수 있는 체계를 마련하고자 본 조례를 제안하게 되었다”며 조례 제정 취지를 말했다.

 

조례안의 주요내용은 성폭력 피해 교직원 보호 및 지원 계획 수립, 교직원 대상 성폭력 예방 교육, 성폭력 피해 교직원을 위한 상담ㆍ법률 지원 등을 담고 있다고 했다.

 

정 의원은 “본 조례를 통해 교직원들이 성폭력의 위험으로부터 벗어나서 안전한 학교생활을 영위할 수 있는데 도움이 되길 바라며, 앞으로도 성 비위 없는 깨끗한 교육 환경을 만들기 위해 노력할 것”이라고 조례 제정 소회를 밝혔다.

 

한편, 교육기획위원회 심의를 통과한 본 조례안은 오는 12월 제356회 정례회 본회의에서 최종 의결될 예정이라고 전했다.
