Korea's youth job issue is serious.. Large corporations and long-lived companies need to increase

-Reporter Moon Hong-cheol

The youth unemployment rate in Korea is 9.0% in 2020, which is 2.3 times higher than the overall average unemployment rate (4.0%).

The Korea Economic Research Institute diagnosed that companies are less able to create jobs due to increased cost burden, and the unexpected COVID-19 pandemic is also making the job situation worse for young people. claimed to do.

In response, the Hankyung-yeon presented five policy directions and ten policy tasks to solve the serious youth unemployment problem.

First, it was found that major companies have steadily increased domestic jobs. Looking at the job trends of 7 companies (Samsung Electronics, Hyundai Motor Company, LG Electronics, SK Hynix, Kia Motors, Hyundai Mobis, and Samsung C&T) where you can check the status of domestic and foreign employees among domestic companies selected for the Fortune Global 500, The number of jobs increased by 8.5% from 276,948 in 2015 to 304,491 in 2020. On the other hand, the number of overseas jobs decreased by 16.8% from 367,722 to 302,554 during the same period.

In particular, even last year, which was difficult due to the spread of COVID-19, domestic jobs increased by 2.0% compared to the previous year, showing that global conglomerates have a great effect on creating domestic jobs.

However, the number of large corporations in Korea is far short of that of major advanced countries. Of the 10,000 companies, 62 in the US, 44 in Germany, and 39 in Japan, but only 9 in Korea.

The reason why there are so few conglomerates is that they are subject to additional regulations as companies grow, such as the Fair Trade Act, the Financial Holding Company Act, and the Commercial Act. A total of 275 regulations are applied in the process of SMEs becoming global conglomerates.

Hankyung-yeon emphasized the need to resolve the system in which regulations are increasing just because companies are getting bigger. To this end, he argued that the establishment of three regulatory principles, such as the introduction of a principle-allowing system, should be selected as the top priority for national affairs.

In addition, the Korea Economic Research Institute diagnosed that the demand for jobs will increase in the era of the 4th industrial revolution, centering on development manpower, and said that support for the creation of high-skilled jobs is needed.

The main reason for the decrease in overseas jobs and the increase in domestic jobs is that the number of overseas-based manufacturing jobs decreases and the number of domestic-based R&D jobs increases as the industrial structure changes from a labor-intensive industry to a technology-intensive industry. In particular, even if we look at the case of Samsung Electronics, which accounts for 44.5% of all jobs in the above seven companies, it can be seen that the number of jobs increases mainly in R&D positions.

In line with this trend, the Hankyung-yeon emphasized the necessity of nurturing talents in new growth industries, and insisted on a full review of key regulations such as the regulation on the increase in the number of admissions at universities in accordance with the Metropolitan Area Reorganization Planning Act. He explained that even for new growth and source technologies and national strategic technologies, which are highly uncertain and require large amounts of money, it is necessary to expand the tax credit rate for small and medium-sized enterprises to the level of small and medium-sized enterprises (SMEs).

In addition, the Korea Economic Research Institute argued that an institutional environment should be created in which many long-lived companies can emerge, like in major advanced countries such as Germany and Japan. Hankyung-yeon said that long-lived companies with a long history can provide stable jobs and have excellent job creation capabilities, so they can serve as job supporters.

One of the biggest difficulties in the process of succession to the family business is concerns about a huge tax burden. The highest rate of inheritance tax in Korea is 50%, and it reaches 60% when evaluating the largest shareholder's stock premium, which is the highest level of inheritance tax in the world.

He pointed out that the family business inheritance deduction is not effective due to difficult conditions. In Japan, the highest inheritance tax rate is high at 55%, but the burden of inheritance tax and gift tax was reduced or exempted through a special business succession system in 2018.

Noting that even stable SMEs are giving up on family businesses, the Korea Economic Daily suggested that the inheritance tax rate from the current maximum of 50% should be reduced to 25%, and the amortization period should be extended from the current 5 to 10 years.

In the case of family business inheritance deduction, he said that the target of taxation should be expanded to medium-sized enterprises with 1 trillion won in sales, the limit of deductions should be doubled, and the effectiveness of the system should be improved by easing follow-up management requirements.

In addition, the Korea Economic Research Institute emphasized the urgent need to improve the current labor regulations so that companies can increase their ability to hire new youth and to establish a labor-management autonomous working environment suitable for the era of the 4th industrial revolution.

For example, the retirement age should be restrained until it reaches the OECD average youth employment rate level (50.8% in 2020, Korea is ranked 31st among 38 OECD countries at 42.2%). The wage system should also be reformed.

He argued that it is necessary to build a flexible labor law system suitable for the 4th industrial revolution by improving the uniform old labor laws based on the manufacturing industry in the era of the industrial revolution. For example, the 52-hour workweek regulation means that companies and workers must be able to operate flexibly in a way that regulates the total amount of working hours, such as setting working hours on an annual basis according to the situation of the workers.

Lastly, Kyungyeon Han emphasized the need to create an environment where young people want to work. It is necessary to shorten the employment grace period for young people and to be able to plan a stable retirement with earned income.

To this end, considering the difficulties in hiring new employees due to the spread of COVID-19, at least until the youth unemployment is resolved, it is suggested that the minimum tax be excluded from the employment increase tax credit to provide prompt employment support for young people.

In order to reduce the burden on young people due to the low birth rate and aging population, a special committee on pension reform for 100 years was formed to publicly discuss the necessity of pension reform and argued that it is urgent to prepare a pension system that young people can enjoy. He emphasized that it would be possible to supplement the national pension system by actively encouraging people to join private pensions through strengthening tax benefits.

Choo Gwang-ho, head of the economic policy department of the Korea Economic Research Institute, said, “There are many young people who are giving up on their job search due to the severe employment difficulties, and many young people are putting off their jobs in order to get better jobs. It is important to nurture long-lived companies that can come out and create sustainable growth and employment,” he said.
