In the last five years, 22,000 electric breaches, amounting to KRW 109.9 billion

According to the 'Status of Electricity Penalties and Related Litigations' received from Korea Electric Power Corporation, Rep. Kim Jeong-jae (Pohang Buk-gu, Industrial, Trade, and Resources Small and Medium Venture Business Committee) received 109.9 billion won in electricity penalties from Korea Electric Power Corporation over the past five years. On the 12th, it was announced that 72 cases related to placebo were also filed, and the value of the lawsuit was about 56.3 billion won.

A total of 21,952 cases of electric violations occurred from 2016 to 2020, such as category violations and unauthorized expansion, and the total amount of penalty was 109.941 billion.

By type, the most common type of violation was 15,479 cases. ‘Classification violation’ is when a customer uses electricity for a purpose other than the contract type, such as residential, industrial, or agricultural use contracted with KEPCO. From 2016 to 2020, a penalty of 54.462 billion won was claimed for ‘class violation’.

Following 'class violation', 'unauthorized use', in which electricity is connected and used without permission without applying to KEPCO, was followed by 3,264 cases in the past five years, with 5.78 billion won.

In addition, it appears that lawsuits related to electric breaches continue to occur. According to the data submitted by the Korea Electric Power Corporation, a total of 72 lawsuits related to electric violations have occurred since 2016, and the amount of the lawsuit is 56.363 billion won.

Lawsuits related to electric breach also occurred the most with 45 cases due to category violation, and the related litigation value was found to be 16.645 billion won.

Currently, KEPCO is applying different selling unit prices of electricity rates by dividing it into industrial, residential, general, educational, and agricultural use by contract type. For example, as of the second quarter of 2021, the unit price of electricity for agriculture is 46.19 won, which is about 47% cheaper than that for industrial use (99.02 won).

The problem is that cases of evading electricity bills by abusing it and cases of applying the wrong contract type by mistake by KEPCO employees continue to occur. In addition, KEPCO has been criticized several times by internal and external audits for classification violations.

In the 'Institutional Operation Audit' conducted by the Board of Audit and Inspection in November 2019, the Board of Audit and Inspection discovered and pointed out cases of 'inappropriate signing of contracts for agricultural electricity use'. In this case, the contractor was less charged for electricity by 630 million won.

Although KEPCO suggested that it would prevent similar cases from occurring, it was found that similar cases continued to occur. In the first and second quarters of 2021, KEPCO's self-audit found 4 cases of breach of contract type, and a penalty was charged.

Rep. Kim Jeong-jae emphasized, “Before KEPCO announces an electricity rate increase for reasons such as nuclear denuclearization, oil price increase, carbon neutrality, etc. I will urge KEPCO to come up with countermeasures,” he said.
