Gwangju City Accelerates Realization of 2045 Energy Independent City
1 year after the declaration of ‘2045 Energy Independent City’, the achievements of each sector become visible… Expansion of new and renewable energy, spurring new industry development through corporate RE100 support

(Gwangju = Break News) Reporter Lee Hak-soo = Since Gwangju Metropolitan City declared a very challenging goal of achieving '2045 carbon-neutral, energy-independent city' five years earlier than the international community and government policy in July last year, it has attracted citizens' participation. Efforts to 'switch to eco-friendly energy' such as incorporating artificial intelligence are gradually bearing fruit.

Building governance in which the Gwangju community participates together

Gwangju City, together with the Gwangju City Council, Gwangju City Office of Education, and civil society including five autonomous districts, announced the 'Gwangju Community Climate Crisis Emergency Joint Declaration' in August 2020 to respond responsibly to the climate crisis and to convert to carbon-neutral and eco-friendly energy. promised to try.

A month later, in September of that year, the Gwangju City Council formed the Green New Deal Special Committee to actively support policies and budgets for carbon neutrality and energy independence. The 'Carbon Neutral Promotion Committee', a public-private cooperative governance with the participation of others, was launched to establish a cooperative system in which the Gwangju community makes and inspects policies together.

Green energy conversion made by citizens themselves

What sets the Gwangju Green New Deal apart from other regional Green New Deals is that 1.5 million citizens participate voluntarily, and citizens lead the energy transition.

Under the slogan of 'I use the electricity I use, I make and use it', citizens create their own energy cooperatives to create solar power plants, raise awareness of 'carbon neutrality and energy independence' in the village, and voluntarily 'RE100 (renewable energy 100)'. %) Citizen's Club' campaign.

Last April, a 274kW citizen solar power plant started operation on the rooftop of Bitnyeoulchae Apartment in Nongseong-dong, Seo-gu. It is the first power plant built in collaboration with citizens and public institutions.

The cooperative raised 200 million won through citizen funding, and Gwangju Techno Park and Gwangju City Corporation invested a total of 400 million won for the project. The annual power generation reaches 360 MWh, and the power generation revenue is reinvested in the construction of citizen solar power plants to build a sustainable renewable energy expansion ecosystem.

Gwangju City is supporting the installation of a citizen solar power plant with a total capacity of 1200kW this year through a public offering.

The ‘Energy Conversion Village Base Center’, which promotes the energy conversion movement in the lives of citizens, was also opened. This year, support centers were established in Pungam, Yangrim, Ilgok, and Cheomdan villages, one for each autonomous district.

At the base center, new and renewable energy promotion and education for residents, as well as a campaign to install photovoltaic generators in each household, are promoted, and a project to establish citizen solar power plants by forming cooperatives in each village is also promoted.

Citizens are also actively joining the RE100 Citizens' Club, which aims to use 100% of the energy in their daily life as renewable energy just like businesses. The ‘RE100 Citizens Club’ is a civic movement that induces voluntary participation in responding to climate and environmental issues by granting RE100 certification to ordinary citizens who have promised to use a certain amount of renewable energy.

In particular, the ‘Gwangju-Daegu RE100 Citizens Club Joint Launch Ceremony’ was held in August with the mayors of Gwangju and Daegu and citizens of both cities to further strengthen the Moonlight Alliance in the private sector through energy conversion.

Establishment of foundation for energy convergence industry linked with artificial intelligence

Taking advantage of the strengths of Gwangju, the artificial intelligence center, it is also laying the groundwork for an energy convergence industry that links artificial intelligence and electricity trading.

Since November last year, Gwangju City has been developing a power trading model that directly sells electricity produced through solar power to automobiles or buildings through an energy storage system (ESS) in a 2.5 square kilometer high-tech science industrial complex through the designation of a special regulation-free zone.

In addition, through the 'Future Smart Grid Demonstration' project in which 6,240 households in 7 apartment complexes participate, new electricity production and sales systems such as the green rate system and virtual power plants are being tested on the ground.

Chosun University is developing a business model that uses blockchain encryption technology to trade electricity generated from rooftops between university buildings and automobiles.

Expand the supply of new and renewable energy throughout the city

Gwangju City is also expanding the supply of solar and hydrogen energy to accelerate the transition from fossil fuels to renewable energy.

Through the new and renewable energy convergence support project, the city is actively promoting energy conversion projects such as supplying 8390kW of solar power and 1,143m2 of solar power to 2,222 places including houses and buildings this year alone, and installing solar power on verandas in 820 apartments.

In addition, we are developing solar module and system technology suitable for soundproof walls and soundproof tunnels on the 2nd Ring Road for a total of 16.4 billion won by 2024 by securing 9 billion won from the government. (BIPV) civilian distribution is also supported.

To expand the supply of future energy hydrogen, the construction of the ‘Bitgoeul Fuel Cell Power Plant’ started in February, and a base-type medium-scale hydrogen production base is also being built with the goal of completion in 2022.

Fostering the energy industry through corporate RE100 support

In January, the city formed the 2030 Corporate RE100 Promotion Council with 13 companies and institutions. Participating companies and institutions will voluntarily install renewable energy in factories or buildings, or cover 100% of the electricity used with renewable energy by 2030 through energy use efficiency improvement.

By creating an energy convergence complex, supporting energy-specialized companies, and attracting energy companies, it is also focusing on preoccupying future food.

The Nam-gu Urban High-tech Industrial Complex has completed the complex development and is in the process of finalizing it, including approval from the Ministry of Land, Infrastructure and Transport. Three companies, including the Korea Electric Research Institute, have moved into the industrial complex, and a total of 69 institutions and companies, including LSIS and Incell, will move in.

In February, 17 companies in Gwangju were designated as energy-specialized companies, allowing them to receive benefits such as local tax reductions and subsidies.

Gwangju Mayor Lee Yong-seop said, “The Gwangju community has made great progress in the transition to eco-friendly energy in a short period of over a year despite the adverse conditions of the spread of COVID-19. We will make the city a 'carbon-neutral, energy-independent city'," he said.
