국가 재난관리 시스템의 강화...재난관리자 양성위한 생태기반 조성방안

우리 인류생활뿐만 아니라 지구환경에서 생태계 유지는 중요하다. 이러한 생태계의 정확한 개념은 ‘생물 군집과 그 군집이 접한 비생물적 환경의 유기적 집합’을 말한다. 각각의 구성원들이 상호 의존하면서 그들만의 관계로서 하나의 완결성을 갖는 집단을 의미한다고 볼 수 있다.

 

예를 들면 어떤 특정 습지대를 터전으로 하는 동식물들이 상호 의존성을 갖고 서식하면서 그들만의 관계를 통하여 하나의 완결된 생명의 터전을 이루고 있다면 습지대를 중심으로 하는 자연 생태계가 형성되었다고 말할 수 있을 것이다. 

이러한 생태게는 비단 자연계에서만 존재하는 것은 아니다. 비즈니스에도 생태계가 있다. 원료 공급자, 유통업자, 기술력을 갖춘 제조업자들이 상호 의존적인 네트워크를 통하여 그들만의 사업영역을 창출하고 독립된 경제 주체로서 그들만의 완결성을 갖춘 생태계를 구축한다고 보야야 할 것이다.

 

7. 재난관리자 양성을 위한 생태기반 조성방안

 

그런 의미에서 본다면, 재난관리 분야도 생태계의 예외가 될 수 없다. 재난관리 전문가를 양성하고 그들이 일할 수 있는 일자리를 제공하게 되면 하나의 선순환 고리가 형성될 것이다. 이를 통해 재난관리의 생태계 조성되어 나가면서 국민의 생명과 재산을 보호할 수 있는 안전한 사회 구현의 프로세스가 작동될 수 있다고 생각할 수 있다. 재난관리자의 양성을 공급적인 측면으로 보고, 그들의 일자리를 수요적 측면에서 볼 때 미국 등 선진국에서는 체계적인 프로그램으로 생태기반 조성 교육이 체계적으로 운영되고 있지만 현재 우리나라의 재난관리 분야 생태기반은 어떠한 상태일까? 궁금해지기도 한다. 

 

2020년 행정안전부에서 실시한「재난관리 전문 인력 양성체계 구축방안」에 관한 정책용역 보고서에 따르면 우리나라는 이미 재난관리 분야에 12,000여개의 일자리가 존재하고 있다는 것을 알 수 있다. 일자리가 존재한다는 것은 그 업무의 필요성과 더불어 이미 사회적 인력수요에 대한 공감대가 형성되어 있다는 것을 말한다. 그러나 그 자리가 요구하는 전문성에 대한 인식부족으로 전문 인력 확보를 위한 인력 양성의 발판이 마련되지 못한 심각한 결과에 대하여는 앞서 언급한 바 있다. 이에 대한 대책 마련이 시급하게 요구되고 있는바, 문제에 대한 대안으로서 몇 가지를 들어본다.

 

첫째, 수요적인 측면에서 정부 및 공공 기관의 재난관리 부서에 대한 적절한 칸막이를 도입할 필요가 있다고 보여 진다. 중앙의 소방청이나 지방자치단체의 소방관서는 소방직 공무원이 아니면 근무하는 것이 사실상 불가하다. 또한 기상청은 기상직 공무원이, 국세청은 세무직 공무원이 해당 부처 인력의 대다수를 점하고 그 부처의 업무를 주도하게 된다. 

 

따라서 현재 12,000여개의 재난관련 업무의 일자리를 확보하고 있는 정부 및 공공기관에서도 이를 벤치마킹하여 적어도 50% 이상은 재난관리 역량을 갖춘 전문인력이  배치될 수 있도록 적절한 수준의 칸막이를 해주는 것이 시급한 과제라고 보여 진다. 더 나아가 각급 기관별로 현재의 총 정원 대비 재난관리 부서의 인력이 적정한지에 대해 조직진단을 실시하고 부족 정원을 확충하는 방안을 강구하는 것도 시급한 일 중의  하나이다. 

 

두 번째, 정부 및 공공기관에 안정된 수요가 창출된다면 공급적인 측면에서 해결책은 쉽게 정리될 수 있다고 보여 진다. 안정된 취업이 보장된다면 인력 양성기관인 대학들의 자발적 참여를 유도해 나갈 수 있기 때문이다. 대학들이 가시적인 성과를 만들어 내도록하기 위해서는 행정안전부 등 정부 기관의 정책적인 배려와 지원이 필요하다. 교육부에서는 ⌜학점인정 등에 관한 법률 시행령 제17조⌟의 규정에 의거하여 교양과목 및 학위의 종류에 따른 전공별 전공과목과 해당학점, 전공별 학위수여의 요건 등에 관한 기준으로서 표준교육과정을 제시하고 있다.

 

표준 교육과정에 포함된 학위 종류별 전공은 공학사, 행정학사, 경영학사 등 26개 유형으로 구분되며, 이를 다시 전공별로 세분화하면 116개의 전공(학사)이 있으나 재난. 안전과 관련하여서는 공학사 영역에 소방학, 안전공학 2종류의 전공만 존재할 뿐 재난, 또는 방재 분야의 전공학사는 찾아볼 수 없다. 

 

2018년 1월에 국가과학기술분류체계가 개정되면서 안전관리 및 통합적 재난관리에 대한 중분류가 신설되었다. 재난. 안전 분야가 새로운 융. 복합 분야로 시작되는 계기가 마련된 것이다. 그러나 이에 대한 후속조치로서 재난관리 분야의 표준교과정은 아직도 마련되지 못하고 있는 실정이다. 따라서 행정안전부에서는 2020년에 시행했던 용역과제「재난관리 전문 인력 양성체계 구축방안」에서 제시하고 있는 ‘대학 재난관리 표준 교육과정(안)’을 교육부와 협력하여 고시되도록 하는 일이 급선무로 보여 진다. 이러한 표준 교육과정이 공무원(방재 안전직), 공기업 등의 채용시험 출제 기준으로 정착되면 대학들이 취업과 연계하여 적극적으로 재난관리 표준 교육과정(안)을 채택할 것으로 예상된다.    

 

더 나아가 이러한 지식들은 행정안전부를 비롯한 각급 재난관리 책임기관들이  재난관리 정책을 수립하고 시행하는 데에 있어 요긴하게 활용될 수 있을 것이다. 학습 활동을 통해 습득한 지식은 지식 그 자체만으로는 큰 의미가 없다. 전문지식의 가치는 주어진 업무를 성공적으로 수행하고 소기(所期)의 성과를 낼 수 있는 직무능력 (Competence)의 기반으로 활용될 때 비로소 빛을 발하게 되는 것이다.

 

정부에서는 이를 위해 2007년도에 이미 국가자격기본법 제5조에 국가직무능력표준을 정의하고 법제화하였다. 교육을 통한 전문지식과 현장의 직무를 연계시켜나갈 수 있는 연결고리를 보다 구체화한 것이다. 다시 말해, 국가직무능력표준(National Competence Standard)은 산업현장에서 직무를 수행하기 위하여 요구되는 지식·기술·태도 등의 내용을 국가가 체계화한 것이다. 

 

국가직무능력표준(NCS)은 기업체, 교육훈련기관, 자격시험기관에 동시에 적용되기 때문에 분야별 전문 인력 양성에 그 실효성이 매우 크다고 할 수 있다. 따라서 재난관리 표준 교육과정을 확산시켜나가기 위해서는 국가직무능력표준(NCS)체계와 접목시켜나가는 것은 너무나 당연한 수순이라고 보여 진다. 

 

재난관리 분야의 전문지식이 교육부의 표준교육과정에 포함되어 법적, 제도적으로 공인되고 ,국가직무능력표준(NCS) 운영 시스템에 포함된 다면  적지  않은 변화가 예상된다. 우선 공무원 시험, 공/사기업의 채용시험 등에 대한 출제 가이드라인으로 자리 잡게 될 것임은 물론 산업현장에서 요구하는 인재 양성교육훈련 과정 및 교재의 기준이 되며, 자격종목 개발 및 출제기준에 활용 될 것은 자명한 사실로 여겨진다. 

 

더 나아가 국제재난관리사(International Association of Emergency Manager) 협회에서 시행하고 있는 국제 재난관리사(Certified Emergency Manager) 자격제도의 도입도 함께  검토해야 할 것으로 판단된다. 국제재난관리자협회(IAEM)는 재난관리자 자격 기준을 정립하고 유지하기 위해 인증된 재난관리자 프로그램을 운영하고 있으며, 이를 토대로 재난관리 분야에 대한 국제 자격증을 발급하고 있다. 

 

재난관리 업무를 수행하는 두 가지 종류의 대표적 집단 중 현장대응자(First Responder)그룹은 전문성과 그 역할을 인정받는 반면, 재난관리자(Emergency Manager)들의 업무는 전문성과는 무관하게 누구도 할 수 있는 일이라는 그릇된 인식과 문제점에 대하여는 앞서 언급한 바 있다.

 

이러한 현상을 타파하기 위해서는 재난관리자(Emergency Manager)의 전문성을 인정하고 이러한 전문가 양성의 시급성과 함께 교육인프라 구축의 필요성에 대한 사회적 동의를 이끌어 내는 것이 중요한 과제이다. 국제 재난관리사(Certified Emergency Manager)자격증의 도입은 재난관리자에 대한 국내적 인식을 전환해 주는 촉매제 역할을 할 것으로 보인다. 

 지금까지 인식 부재였던 재난관리자의 직무 능력에 대한 새로운 척도가 되어 줄 수 있고 방재안전직 공무원 시험, 공사기업 등의 재난관련부서의 채용 자격 기준으로서 역할을 할 수 있게 될 것이다. 또한 재난관리 자격증은 장기화 되는 코로나 사태와 같이 위험에  상시 노출되고 있는 뉴 노멀 시대에 재난관리 분야를 전문 직업군으로 자리 매김하는 촉매제가 되어 줄 수도 있을 것이다. 

 

재난관리 표준교육과정 이수자에 대한 인센티브제도를 도입하는 것도 대학교육의 활성화에 도움을 줄 수 있을 것이다. 재난관리 표준교과정을 수료한 학생들은 재난관리사 자격증 1차 시험을 면제해줌과 동시에  공무원 임용시험 등에 자격증 가점을 부여토록 할 필요가 있다. 이러한 조치가 이루어진다면 관련 분야에 대한 취업 시 유리한 고지를 점할 수 있기 때문에 대학들마다 자진해서 재난관리 표준교육과정 도입에 나설 것으로 예상된다.

지금까지 우리나라 재난관리 조직의 변천 과정을 돌아보면서 그 안에 내재된 문제점들을 분석해 보았다. 

 

더 나아가 향후 우리나라의 재난관리의 발전방향과 해외의 재난관리자 전문인력 양성사례를 두루 살펴보았으며, 제4부에서는 생태적 관점에서 재난관리자 양성을 위한 수요 창출과 공급 방안을 모색해 앞으로 재난관리의 안정화, 향상을 위해서는 생태 적합형 안전관리 분야에도 만전을 기해야 함은 당연한 것이라 하겠다. <5편 계속>
