브레이크뉴스 최애리 기자= 금융당국이 특정금융거래정보법(특금법)에 따라 오는 9월까지 미신고 암호화폐 거래소를 모두 폐쇄(셧다운)하겠다고 밝혔다.
은성수 금융위원장이 22일 국회에 출석해 올해 9월 가상화폐 거래소가 대거 폐쇄될 수 있다고 경고했다. 은성수 위원장은 암호화폐에 대해 "내재가치가 없는 인정할 수 없는 화폐"라며 올해 9월 암호화폐 거래소가 대거 폐쇄될 수 있다고 경고했다.
또한 거래소 폐쇄로 인한 암호화폐 투자자 피해에 대해서도 "사람들이 많이 투자한다고 보호해야 한다 생각하지 않는다. 잘못된 길로 가면, 어른들이 이야기를 해줘야 한다"고 했다.
금융당국 관계자도 암호화폐를 청산할 기회를 1년반 동안 줬다며 미신고 거래소에 대한 셧다운 계획은 바뀌지 않을 것이라고 강경한 입장을 전했다.
금융당국 관계자는 23일 "지난해 3월 23일 특금법이 제정되고 시행일인 올해 3월 25일까지 1년이라는 기간이 있었다. 거래소나 투자자들에게 암호화폐 자산을 청산할 기회를 충분히 준 것"이라며 "올해는 3월부터 오는 9월까지 6개월이라는 실무처리 기간까지 부여했다"고 강조했다.
이에 따라 시장에선 암호화폐 거래소의 연쇄적인 셧다운으로 대규모 투자자의 손실을 발생할 수 있다는 우려가 나오고 있다.
실제로 현재 정부에 신고된 암호화폐 거래소는 아직 한 곳도 없다. 신고 기한인 9월까지 5개월도 채 남지 않았음에도 많은 투자자가 이용하는 상위 거래소마저 신고하지 못한 상황이다.
암호화폐 거래소가 정식 신고를 하지 못하고 있는 이유는 시중은행들이 금융사고 가능성이 크다는 이유로 암호화폐 거래소에 대한 실명계좌 발급을 꺼리고 있기 때문이다. 현행법상 암호화폐 사업자로 정식 신고하기 위해선 은행으로부터 실명 확인이 가능한 입출금 계정을 발급받아야 한다.
아울러 이미 실명계좌를 이용 중인 대형 거래소 역시도 정식 신고는 쉽지만은 않은 상황이다. 실명계좌를 확보하고 있는 거래소는 업비트·빗썸·코인원·코빗 총 4곳. 이들 거래소도 은행들로부터 실명계좌를 '문제 없이 사용하고 있다'는 확인서를 받아야 한다. 하지만 은행들이 이를 발급해주길 부담스러워하고 있다. 정부가 암호화폐 시장을 '불법'으로 보고 있는 상황이어서 대형 거래소마저도 믿을 수 없다는 게 은행들의 공통된 시각이다.
이 때문에 암호화폐 거래소 업계에선 잘해야 5~6곳 정도만 사업자 신고를 할 수 있지 않겠냐는 이야기가 나온다.
투자자들이 쉽게 손을 털고 나오기 어려운 상황 속에 중소거래소들의 연쇄적 셧다운이 실제 벌어진다면, 그 피해는 투자자들이 고스란히 짊어지게 될 것이란 우려도 나오고 있다. 현재 금융당국은 거래소 셧다운으로 인한 투자자의 피해 구제 부분에 대해선 별다른 방안을 내놓지 않은 상황이다. 단지 암호화폐 거래에 대한 위험성을 여러차례 강조했고, 충분한 청산기회를 줬다는 말만 되풀이하고 있는 상태다.

As a result, there are concerns in the market that a series of shutdowns on cryptocurrency exchanges could cause losses for large investors.
In fact, no cryptocurrency exchange has been reported to the government yet. Even the top exchanges used by many investors have not been reported even though less than five months are left until September, the deadline for reporting.
The reason why cryptocurrency exchanges have not been able to make official reports is that commercial banks are reluctant to issue real-name accounts to cryptocurrency exchanges because of the high possibility of financial accidents. Under the current law, in order to officially report as a cryptocurrency operator, a deposit and withdrawal account that can be verified by the bank must be issued.
In addition, it is not easy to officially report large exchanges that already use real-name accounts. There are four exchanges that have real-name accounts: Upbit, Bithumb, Coinone, and Cobit. These exchanges should also receive confirmations from banks that they are "using real-name accounts without problems." However, banks are feeling uncomfortable to issue it. Banks share a common view that even large exchanges cannot be trusted as the government views the cryptocurrency market as "illegal."
For this reason, some in the cryptocurrency exchange industry say that only five to six businesses can be reported at best.
There are concerns that if a series of small and medium-sized exchanges actually shut down amid a situation where investors cannot easily shake off their hands, the damage will be borne by investors. Currently, the financial authorities have not come up with any measures to rescue investors from the shutdown of the exchange. It has repeatedly emphasized the risks of cryptocurrency transactions several times, and given enough opportunities to liquidate them.
