인류의 생명을 위협하는 일본 후쿠시마 원전 오염수 방류

지난 13일, 일본 정부는 후쿠시마 원전 부지에 보관 중인 오염수를 해양에 방류한다는 계획을 담은 ‘처리수 처분에 관한 기본 방침’을 결정했다. 이에 따라 후쿠시마 원전 오염수는 2년 후인 2023년부터 최소 30년간 해양으로 방류될 예정이다.

 

2011년 동일본 대지진으로 후쿠시마 원전의 일부 원자로가 손상되어 후쿠시마 원전에서는 매일 수백t의 방사능 오염수가 발생하고 있다. 일본 정부와 도쿄전력은 그간 발생한 오염수를 원전 부지 내 탱크에 저장했다. 그들은 오염물질이 제거했다는 명목으로 이를 ‘처리수’라고 부른다.

 

하지만 그들의 주장과는 달리 오염수의 70%가량이 방사능 안전기준을 충족하지 못하고, 삼중수소 등 일부 물질은 걸러내지 못한다. 일본 정부는 오염수 배출 전 바닷물을 100~1700배까지 섞어 농도를 낮추기로 했지만 이 역시도 완벽한 해결책이 될 수는 없다.

 

일본 정부의 이 같은 움직임에 후쿠시마현 인근 어민 등 일본 내에서도 반발이 이어졌다. 일본 전국어업협동조합연합은 “전국의 어업자들을 짓밟는 행위”라며 일본 정부를 강력히 비판했다. 일본 시민들도 총리 관저와 후쿠시마현청 앞에서 오염수 방류를 반대하는 시위를 벌였다.

 

우리 정부는 일본의 오염수 방류 결정과 관련해 “강한 유감을 표하며 우리 국민의 안전을 위해 필요한 모든 조치를 다해 나갈 것”이라고 밝혔다. 또 “이번 결정은 주변 국가의 안전과 해양환경에 위험을 초래할 뿐만 아니라 특히 최인접국인 우리나라와 충분한 협의 및 양해 과정 없이 이루어진 일방적 조치”라고 비판했다.

 

문재인 대통령은 일본 정부의 후쿠시마 원전 오염수 해양 방류 결정과 관련하여, 아이보시 고이치(相星孝一) 주한 일본대사에게 "지리적으로 가장 가깝고 바다를 공유한 한국의 우려가 매우 크다"면서 "한국 정부와 국민의 이런 우려를 잘 알 것이다. 본국에 잘 전달해 주기 바란다"고 말하기도 했다.

 

중국 외교부는 담화문을 통해 “지극히 무책임하고 국제 건강 안전과 주변국 국민의 이익에 심각한 손해를 끼칠 것”이라고 비판했다. 반면 미국과 IAEA는 “국제적 안전기준에 따른 것”이라며 일본 결정을 지지했다.

 

원희룡(元喜龍) 제주특별자치도지사는 일본 정부를 향해 “바다를 공유한 인접국과 국민들에 대한 폭거로 엄중히 규탄한다”며 제주 주재 일본 총영사를 통해 항의 메시지를 전달하는 것은 물론 법적 조치를 취할 것임을 분명히 했다.

 

원 지사는 “이미 지난해부터 한일해협 연안 시도지사 회의 등을 통해 후쿠시마 오염수 방류와 관련된 정보의 투명한 공개와 공유를 주장해 왔다”며 “그러나 일본 정부는 어떠한 노력도 하지 않은 채 모든 필요 절차를 생략하고 방류를 결정했다”고 비판했다. 또 “제주를 비롯한 부산과 경남·울산·전남까지 5개 지자체가 ‘오염수 저지 대책위원회’를 구성해 대응을 시작할 것이며, 내일부터 당장 전문가들과 논의해 국제법과 국내법 상 대응 방안을 마련할 것"이라고 밝혔다. 원 지사는 이에 따라 민·형사소송과 국제재판소 소송을 진행하기 위해 한국 정부와 한일연안 주민들을 대표할 주민 원고단을 모집 방안을 고려하고 있다.

 

일본의 오염수 방류는 비단 일본만의 문제가 아니다. 일본의 무책임한 행위로 인해 방사성 물질이 전 세계 바다로 확산할 것이 분명하다. 이로 인해 인류의 생명은 크게 위협받을 것이며, 나아가 지구 생태계까지 교란될 우려도 존재한다.

 

우리는 일본의 이러한 행태에 주저하지 말고 외교적인 전략과 고도화된 협상 능력을 통해, 더 이상 일본이 인류의 생명을 위협하지 못하도록 적극적으로 나서야 할 것이다. 우리 인류에게는 생명의 혜택을 누릴 권리 외에도 미래의 생명을 지켜야 할 책임까지도 지니고 있다는 것을, 일본은 명심해야 할 것이다.
