-Reporter Moon Hong-cheol

It was found that the number of disciplinary actions against unfair employees in public institutions has decreased sharply over the past two years.

The number of cases in the Moon Jae-in administration decreased from 1,400 cases in 2017, the first year of the Moon administration, to 1,900 cases in 2018, and then declined for two consecutive years. Last year, the number of cases decreased by almost 20% compared to 2018. It is pointed out that the management and supervision of employees of public institutions has become more relaxed as they move toward the latter half of the Moon administration.

By institution, three companies, including Korea Railroad Corporation, Korea Electric Power Corporation, and KORAIL Tech, were listed as “Top 3” disgraced institutions with more than 50 disciplinary dispositions.

The most common reasons for disciplinary disposition by public institutions were'faithfulness and duty violations' with 66.3%, followed by'dignity violations' including sexual assault, sexual harassment, and assault, followed by 21.8%, accounting for 88.1% of the total. .

According to the CEO score on the 14th, as a result of a total survey of the status of disciplinary dispositions for employees of 338 public institutions in Korea, the total number of disciplinary actions increased from 1404 in 2017 to 1603 last year, up 14.2% (199) over three years.

Last year, the number of disciplinary actions by public institutions increased compared to the first year of the Moon administration, but it has decreased for the last two years in a row, and it is interpreted that the will to fight corruption is getting weaker.

In fact, the number of disciplinary actions by public institutions was 1913 cases in 2018, an increase from the previous year, but decreased to 1818 cases in 2019 and 1603 cases in 2020.

Among public institutions, the number of disciplinary dispositions of 36 public enterprises (market and quasi-market type) last year was 537, down 7.6% (44 cases) from 2017 (581 cases). On the other hand, the number of disciplinary actions at 96 quasi-governmental organizations (fund management and entrusted execution type) increased by 55.6% (230 cases) to 422 cases, 3.2% (13 cases), and 206 other public institutions, to 644 cases.

While the number of disciplinary dispositions by public enterprises for the three years of the Moon administration has decreased alone, the proportion of accusations compared to the number of disciplinary dispositions by public corporations also plunged 5.44%p from 6.37% in 2017 to 0.93% last year. During the same period, the proportion of accusations against the number of disciplinary actions by quasi-governmental organizations decreased by 2.28%p from 7.33% to 4.03%, respectively, by 3.31%p and for other public institutions from 5.07% to 2.8%.

The proportion of disciplinary cases to the number of employees has increased by 0.07%p in the three years from 0.39% in 2017 to 0.46% last year only for other public institutions. The proportion of disciplinary action against employees of public corporations decreased by 0.08%p and 0.06%p, respectively, from 0.44% in 2017 to 0.36% in 2020, and from 0.41% to 0.35% for quasi-governmental organizations.

The Korea Railroad Corporation (96 cases) was surveyed where the most disciplinary measures occurred last year by public institution. Following △ Korea Electric Power Corporation (91 cases) △ KORAIL Tech (53 cases) △ KEPCO KPS (48 cases) △ Korea Veterans Welfare and Medical Service (48 cases) △ Korea Hydro & Nuclear Power (37 cases) △ Seoul National University Hospital (35 cases) △Korea Land and Housing Corporation (34 cases) △ Defense Science Research Institute (33 cases) △ Gangwon Land (31 cases) ranked in the top 10 in terms of discipline.

Although disciplinary measures occurred, the number of public institutions that did not lead to any accusations increased 9.1% (19) from 208 in 2019 to 227 last year. Among the 227 sites were LH, which was recently suspicious of land speculation, Korea Railroad Corporation, Korea Electric Power Corporation, KORAIL Tech, KEPCO KPS, Korea Veterans Welfare and Medical Service, Defense Science Research Institute, Kangwon Land, and Korea Gas Technology Corporation.

Last year's disciplinary actions by public institutions accounted for the most reasons, including negligence of duty and misconduct of accounting, and'faithfulness of duty', accounting for 66.3% (1063 cases) of the total. Following △ 21.8% (349 cases)'Dignity maintenance violations' including sexual harassment, drunk driving, harassment, etc. △'Integrity obligation violation' 3.4% (54 cases) such as money and entertainment △'Submission obligation violation' 2.6 % (41 cases), etc.
