민생당 이수봉 서울시장 후보는 지난 7일 오전 11시 민생당 중앙당 대회의실에서〈제1호 공약 부동산정책 발표 기자회견〉을 가졌다. 이 후보는 “제1호 공약 부동산정책에서 LH・SH 등 부동산 공기업을 포함해 공공부문 담합비리 색출을 위해 시민조사위원회 설치를 통한 10년 치 전수조사, 공공부문 담합비리에 대한 징벌적 손해배상제 도입”을 으뜸으로 앞세웠다.
이수봉 후보는 “최근 한국토지주택공사(LH) 직원들이 내부정보를 활용하여 맹지인 시흥시 땅 10필지를 지분 쪼개기 방식으로 투기 매입한 것은 부동산 카르텔의 대표적인 담합비리의 예시”라며 “공공부문의 윤리의식을 시궁창에 처박은 채 내부정보를 이용해 자기 잇속을 챙기고 배를 불리려는 기득권 카르텔 세력의 민낯이 드러난 사례로 봐야 한다.”고 강조했다.
또한 “이러한 공공부문 담합비리를 혁파하지 않으면 아무리 주택공급을 확대한다고 하더라도 백약이 무효”라고 설명했다.
이수봉 후보는 “LH는 물론 SH 등 서울시 산하 공공부문에 대해 10년 치 전수조사를 실시해야 한다”고 밝혔다. 정부 당국에 대한 신뢰가 떨어진 만큼 시민단체들과 함께 ‘시민조사위원회’를 구성해 조사에 들어가야 한다고 덧붙였다. LH 내부거래 행위에 대해 ‘직원들의 투자행위’라는 망언을 늘어놓은 변창흠 국토부장관은 “지금 당장 물러나야 한다.”고 사퇴를 요구했다.
이 후보는 이번 사태의 근본적인 해법으로 “공공부문 담합비리에 대한 직위해제는 물론이고 이러한 내부정보를 활용한 토지매입을 범죄로 규정하여 처벌하고 나아가 징벌적 손해배상제도를 도입해야 하는 제도적 장치를 마련해야 한다.”고 밝혔다.
이수봉 후보는 “서울 쓰레기 처리 대응과 무주택 해결, 그리고 교통문제의 통합정책으로‘용산협약’을 제안하고, 무주택자의 주택자금 대출에 대한 서울시 보증, 저층 노후주택 활용, 공실 사무실 등을 적극적으로 활용하여 청년, 자영업자, 무주택자, 서민 천국을 만들겠다. 라는 주택공급 및 부동산 정책의 미래 비전을 제시했다.
