At the 9th state council meeting on the 2nd, the government voted for the “2021 Supplementary Compensation Budget,” and organized the 4th customized damage support measure of 1.95 trillion won. It consisted of an additional 15 trillion won and a fixed budget of 4.5 trillion won.

In particular, the additional 15 trillion won was composed of three areas: △Support for the victims of 8,100 billion won, △2.8 trillion won for employment shock response, and △4.1 trillion won for quarantine such as vaccines. Among them, the ‘subsidy for the victims’ amounting to 8,100 billion won is about twice the amount of the 4,100 billion won in the last 3rd support fund.

Hong Nam-ki, Deputy Prime Minister of Economy and Ministry of Strategy and Finance, held a joint briefing for the '4th Customized Damage Support Countermeasures' at the Seoul Government Complex on the same day and said, “Through the support of 19.500 billion won in total countermeasures, the beneficiaries are about 2 million people than the third damage support countermeasure A total of 6.9 million people, who have increased more than this, will receive support benefits.”

Deputy Prime Minister Hong said, “A total of 3.85 million companies will receive support benefits, an increase of 1.05 million units compared to the previous year, and the social insurance premiums and electricity and electricity that were announced on February 24 to further relieve the management burden of small business owners. In addition to the three-month delay in paying city gas, the electricity bill for 1.15 million small businesses subject to quarantine measures will be reduced by 50% for the collective prohibited business and 30% for the restricted business for 3 months. In this case, depending on the case of the collective prohibited industry, there will be cases where the maximum reduction in benefits will be given up to 1.8 million won.”

The “employment stabilization subsidy” of 600 billion won is also provided to the underprivileged. Deputy Prime Minister Hong said, “First of all, by investing 460 billion won, we will provide emergency employment stabilization support to 800,000 freelancers. A loan of 91 billion won worth of living expenses (1~1.5%) is also extended.

Meanwhile, in the “damage support package,” worth 4.5 trillion won, prepared by utilizing the fixed budget project in 2021, a financial support plan worth 3.2 trillion won was prepared to support urgent management funds for SMEs and small business owners.

In order to support employment holding companies, a “conditional ultra-low interest loan” will be established, which lowers the interest rate from the 2% level to 1% if the job is maintained for one year after the loan. Small business owners who hired young people are provided with a maximum of 100 million won in “youth employment special funds,” and the interest rate is given preferential treatment (0.4%p) when maintaining employment for one year.
