논산국방산단 예타통과, 사업추진 본격화

논산 국방산업단지 조성이 탄력을 받을 것으로 보인다.

충남 논산 국방국가산업단지가 기획재정부 예비타당성조사를 통과하며, 전국 최초 전력지원체계 중심의 국가산업단지 조성에 속도가 실릴 것으로 보인다.

논산시는 한국개발연구원(KDI)에서 실시한 공공기관 예비타당성조사 결과 논산 국방국가산업단지가 비용대비 편익, 수익성 등의 지수에서 기준보다 월등히 높은 평가를 받아 경제성·재무성을 확보하며, 지난 4일 예비타당성조사를 최종 통과했다고 전했다.

논산은 국토의 중심에 위치한 것은 물론 육·해·공 3군본부를 비롯해 육군훈련소, 국방대학교 등 주요 군기관이 위치하고 있어 국방국가산업단지의 최적지로 손꼽혀왔으며, 국가균형발전과 군 전력지원체계 육성이라는 당위성을 바탕으로 충청남도와 논산시가 함께 손을 잡고 추진해온 역점사업이다.

2017년 7월 현 정부의 공약사업에 반영된 이듬해 국가산단 최종후보지로 선정된 바 있으며, 이후 황명선 논산시장과 양승조 충남도지사가 함께 힘을 모아 충남 국방벤처센터 개소, 충청남도 국방산업 육성 및 논산 국방국가산업단지 조성을 위한 충청남도-육군 군수사령부-논산시 간 MOU를 체결하는 등 노력을 기울여 왔다.

또한, 적극적으로 국방 관련 기관 및 기업 유치에 나서 210개 기업의 입주의향을 확보하는 등 국방산업 활성화를 위한 핵심 기지로 자리하기 위한 만반의 준비를 한 결과 예비타당성조사 통과라는 성과를 거두게 되었다. 
 
논산시는 향후 충청남도, LH와 긴밀한 협력관계를 구축하고, 국가산단지정 승인신청 및 토지보상, 조기 착공 등을 바탕으로 2029년 준공예정인 사업기간을 최대한 단축할 수 있도록 사업추진에  만전을 기한다는 방침이다.

[Nonsan Defense Industrial Complex passed the preliminary passage, and the business started in earnest]

 
The National Defense National Industrial Complex in Nonsan, South Chungcheong Province, passed the preliminary feasibility study by the Ministry of Strategy and Finance, and it is expected that the speed of the construction of the national industrial complex centered on the nation's first power support system will be accelerated.

As a result of the preliminary feasibility study of public institutions conducted by the Korea Development Institute (KDI), Nonsan City secured economic feasibility and financial performance by receiving a far higher evaluation than the standard in the index of cost-benefit and profitability. He said that it has finally passed the feasibility study.

Nonsan is not only located in the center of the country, but also has the headquarters of the Army, Navy, and Air Forces, as well as major military institutions such as the Army Training Center and National Defense University, and has been regarded as the best place for the National Defense National Industrial Complex. It is an emphasis project that Chungcheongnam-do and Nonsan City have been promoting together with the justification of fostering.

In July 2017, it was selected as the final candidate for the national industrial complex the following year, which was reflected in the current government's pledge project.Afterwards, Mayor Hwang Myung-seon and Chungnam Governor Yang Seung-jo joined forces to open the Chungnam Defense Venture Center, fostering the defense industry in Chungcheongnam-do, and the National Defense Industry in Nonsan. Efforts have been made to create the complex by signing an MOU between Chungcheongnam-do, the Army Logistics Command, and Nonsan City.

In addition, as a result of actively preparing for the position as a core base for revitalizing the defense industry, such as actively attracting defense-related institutions and companies, securing the orientation of 210 companies, the result of passing a preliminary feasibility study was achieved.
 
The city plans to establish a close cooperative relationship with Chungcheongnam-do and LH in the future, and make every effort to promote the project to shorten the project period scheduled for completion in 2029 based on the application for approval for national industrial complex designation, land compensation, and early start of construction. .
