경주시 다양한 귀농 인센티브 ‘슬기’로운 귀농생활 지원

■ 귀농지원상담센터, 귀농인 정착 지원 전문적 상담

 

지난해 5월 민선7기 공약사항 중 하나로 경주시농업기술센터 내에 문을 연 ‘귀농지원상담센터’는 전문상담요원을 고용해 귀농정책·지원사업 안내와 더불어 재배기술, 지역 내 선도 농가 정보, 귀농 예정지에 대한 현지 정보 등 다방면에 걸쳐 전문적인 상담을 하고 있으며, 한번의 상담으로 귀농·귀촌인의 다양한 궁금증을 해소할 수 있도록 원스톱 서비스 제공으로 귀농·귀촌인이 정보를 습득함에 있어 불편함이 없도록 지원하고 있다.

 

개소 이후 약 700건의 상담을 소화했고 상담을 받은 귀농·귀촌인과 농업인의 만족도가 매우 높았다.

 

■경주시 귀농인 지원 조례」개정, 지역 내 귀농인도 지원…

 

경주시는 지난해 말「경주시 귀농인 지원 조례」개정을 완료함으로써 귀농사업 신청 자격 기준을 완화했다. 기존에는 경주 외 타 도시지역에서 경주의 농촌지역으로 전입하는 귀농인만 지원했으나, 개정 후에는 경주의 도시지역에서 경주 내 농촌지역으로 전입하는 귀농인도 지원이 가능해져 올해부터는 지역의 귀농인에게도 지원 혜택을 줄 수 있게 됐다.

올해는 코로나19로 귀농귀촌 유치 상담 및 홍보 여건이 좋지 않았지만, 연기됐던 귀농귀촌 박람회가 지난 5월부터 속속 재개해 서울, 부산 등지에서 열린 ‘귀농귀촌 청년 박람회’, ‘대한민국 귀농귀촌 행복 박람회’ 등 박람회와 귀농 희망 도시민을 대상으로 진행된 서울 aT센터의 ‘지자체 설명회’ 등에 참가해 1:1 심층 상담을 진행하고 경주시 대표 농·특산물을 전시하는 등 귀농·귀촌 홍보활동을 활발히 진행했다.

 

■ 귀농인을 위한 다양한 지원사업

 

경주시는 인구감소로 어려움을 겪는 농촌지역에 도시민의 농촌 유입을 위한 농림축산식품부의 공모사업 ‘도시민 농촌유치 지원사업’ 에 선정됨에 따라 확보한 국비 예산(3년간 8.2억원)을 활용해 보다 다양하고 실용적인 지원사업과 교육을 추진하고 있다.

 

먼저 주거와 관련해, ‘귀농인 이사비용 지원사업’ 은 전입 1년 이내의 귀농인에게 이사비용으로 100만원을 지원하며, ‘임시거주지 임차비 지원사업’ 은 임시거주지에 정착한 경우 임대비용을 50%(최대 15만원/월)까지 지원한다. 또한 ‘주택수리비 지원사업’ 은 600만 원을 지원해 농가 주택의 불편한 부분을 수리하는 사업도 추진하고 있다.

 

영농 기반 조성을 돕는 정착지원 사업으로는 영농에 필수적인 관리기 등 소형농기계를 구입할 수 있는 ‘소형농기계 구입지원’ 사업이 있고, 2천만 원의 사업비로 과원 조성과 비닐하우스 설치 등을 지원하는 ‘귀농인영농정착 지원사업’ 이 있다 이 두 지원사업은 자부담 비용이 30%이다.

 

올해 처음 추진한 신규사업으로 ‘농업경영활성화사업 이자지원사업’은 경주시와 농협중앙회 경주시지부, 지역 농·축협 등의 협력으로 추진되는 사업으로 비닐하우스 설치와 개보수, 과수원 확대, 축사 확충·개보수 등 영농기반 확충을 위한 비용에 대해 1천만 원~최대 1억 원까지 대출이 가능하며, 사업이 완료되면 최대 5년까지 이자를 지원한다. 모종, 비료 등 소모성 농업자재도 2천만원 까지 대출신청이 가능하며, 이자는 경주시에서 80%, 농협에서 20%를 각각 부담한다.

 

■ 귀농인의 정착을 위한 교육 실시영농과 농촌 적응을 돕기 위한 귀농귀촌 교육도 병행한다. 경주시농업기술센터의 경주농업대학 ‘귀농귀촌과정’은 지난 2012년부터 매년 개설되어 경주시민과 인근 도시민을 대상으로 교육을 실시하고 있다. 매년 모집 정원 보다 더 많은 인원이 신청하는 인기 과정 중 하나이며 농업에 대한 전반적인 지식과 기초적인 작물 재배법 등을 배울 수 있다.

귀농·귀촌은 단지 농사를 잘 짓는 것만으로는 성공하기 힘들다. 지역주민과 융합되지 못하고 갈등이 생겨 마을에 적응하지 못하고 다시 도시로 되돌아가는 경우가 종종 있다.

 

이런 문제를 예방하고 농촌 정착율을 높이기 위해 ‘귀농귀촌인 환영행사’ 와 ‘마을단위 찾아가는 융화교육’ 등도 지원한다.
