— Lee Je-hang, Senior Reporter/Poet, Break News
On October 2, the party leadership, including Party Chairman Jang Dong-hyuk and Floor Leader Jeong Jeom-sik, strongly criticized the Lee Jae-myung administration's total failure in state administration management—including the abolition of the Prosecutor's Office, the dismantling of the judicial system, the inadequate response to the DMZ landmine provocation, and the crisis in the people's livelihood economy—and [regarding] the upcoming parliamentary audit They declared that they would proceed with a "public audit."
On this day, the leadership pointed out that the dismantling of the prosecution and the stripping of supplementary investigation powers neutralize investigations into power-related corruption and threaten public safety, expressing their determination to push for the "Supplemental Investigation Restoration Act." Furthermore, while criticizing the security perception that characterized North Korea's landmine provocations as "unforeseeable accidents" and the diplomatic discord between the U.S. and China, they targeted ten major policy failures, including real estate and fiscal collapse, and foreshadowed a strong struggle against the government, such as holding a "National Action Rally" in front of Sungnyemun on October 3.
Remarks and Message by People Power Party Leader Jang Dong-hyuk
Criticism of the Abolition of the Prosecution and Declaration of a "Public Audit"
First, Party Leader Jang Dong-hyuk strongly criticized the situation in which the Prosecutor's Office is closing its doors for the first time in 78 years, stating, "Public security has closed its doors, and the people's livelihood has taken down its signboard." Representative Jang stated, "The entity that truly needs to close its doors and take down its signboard is the Lee Jae-myung administration," pointing out that since the administration's inauguration, a national crisis has been brought about across all sectors, including real estate, prices, jobs, public safety, and national security.
He then raised his voice toward President Lee Jae-myung, saying, "He has abandoned state affairs while neglecting national security and the people's livelihoods," asserting that the President has become a "time bomb" for national security. Referring to the upcoming parliamentary audit, Representative Jang appealed for public interest and participation, stating, "This audit will be the last chance to defuse the time bomb and will be a 'people's audit' fighting alongside the people."
Message regarding foreign policy and historical awareness
Representative Jang also sharply criticized the circumstances surrounding President Lee Jae-myung's demand for a public apology from Ukraine. He pointed out, "It is not reasonable to remain silent regarding Iran, which attacked our ships, or North Korea, which harmed our military through landmine provocations, while raising his voice only against Ukraine." At the same time, Representative Jang suggested that there may be undisclosed reasons behind this response, such as issues regarding remittances to North Korea or relations with allies, and asserted that the truth would soon be revealed.
Meanwhile, attending the 30th Senior Citizens' Day ceremony, Representative Jang stated, "The sacrifices of the older generation and the dedication of the younger generation are the roots that protect the Republic of Korea," emphasizing that it is the nation's top priority to repay their devotion. Furthermore, referring to the letter from former President Park Chung-hee disclosed by Representative Yoo Young-ha, he criticized the conspiratorial views held by some in the opposition party and called for reflection and an apology.
Meeting with the New Deputy Prime Minister and Criticism of Government Economic Policy
Meanwhile, during a meeting with the newly appointed Deputy Prime Minister and Minister of Finance and Economy, Representative Jang Dong-hyuk pointed out the government's populist fiscal management and economic mismanagement. Representative Jang demanded a complete re-examination, stating, "Despite the efforts made by Ministry of Finance officials to maintain fiscal soundness, the administration intends to establish an unchecked 'Future Response Fund' and spend it like pocket money." He also emphasized that the overall economic policy stance of the Lee Jae-myung administration must be fundamentally re-examined, citing the failure of real estate taxation and market policies, rising prices, and a shortage of quality jobs.
At the same time, Representative Jang suggested, "Legislation of fiscal rules is absolutely necessary for the mid-to-long-term sustainability of national finances," adding that it is "a task that must be pursued regardless of the administration." Finally, he urged the administration to maintain the sense of duty they had during their early days in public office and called for principled economic administration for the people.
Remarks and Message by People Power Party Floor Leader Jeong Jeom-sik
Judicial and Security Issues and Criticism of Double Standards
First, Floor Leader Jeong Jeom-sik condemned the double standards regarding the refusal to nominate a Supreme Court Justice candidate, using President Lee Jae-myung's remarks concerning Kim Ji-yong, the nominee for the head of the Serious Crimes Investigation Agency, as a starting point. Floor Leader Chung demanded the disclosure of the grounds for verification, stating, "It is difficult to understand why the nomination power of the Chief Justice—one of the three branches of government—is respected, while the right to nominate and the opportunity for a confirmation hearing for Supreme Court Justice nominee Son Bong-gi are being deprived."
Furthermore, regarding the President’s Armed Forces Day address, which characterized North Korea’s landmine provocation in the DMZ as an "unforeseeable accident" during a meeting on countermeasures for the parliamentary audit, he sharply criticized it as a "cowardly mindset attempting to downplay and conceal a clear act of aggression." He also criticized Minister Chung Dong-young’s submissive attitude toward North Korea, urging that "security posture must be strengthened by abandoning an ineffective and subservient policy toward North Korea."
Criticism of the progress of prosecution reform and promotion of the ‘Supplemental Investigation Restoration Act’
Next, Floor Leader Chung expressed strong concern regarding the measures to abolish the Prosecutors' Office and strip the power of supplementary investigations. He pointed out, "Since the Moon Jae-in administration, the processing time for criminal cases has been significantly delayed, and issues regarding the cover-up of investigations and inadequate investigations into power-related corruption have accumulated," adding that "the dismantling of the prosecution and the abolition of supplementary investigations are acts that neutralize the criminal investigation system." Floor Leader Jeong stated, "To prevent the dysfunction of the criminal justice system that threatens public safety, we will push for the 'Supplementary Investigation Restoration Act' to reinstate prosecutors' authority for supplementary investigations."
At the subsequent seminar on establishing a safety net for victims of relational crimes, he added, "Practical protective measures are urgently needed to prevent the exposure of victims' personal information regarding domestic violence and stalking, and to fill gaps in judicial procedures."
Discussion on CPTPP Membership and Response to External Relations
Finally, Floor Leader Jeong Jeom-sik, who attended a forum analyzing the impact of CPTPP membership, conveyed the concerns of farmers, livestock breeders, and fishermen suffering from the double burden of high water temperatures and market liberalization. Floor Leader Chung urged, "As the CTPP entails a high level of market opening, the government must proactively prepare practical support measures based on transparent information disclosure and sufficient communication with the field."
Meanwhile, during a meeting with Japanese Ambassador to Korea Koichi Mizushima, he actively raised the need to expand exchanges between the Korean and Japanese parliaments and political parties. Referring to the increasing regional security uncertainty, Floor Leader Chung stated, "We will solidify security and economic cooperation among Korea and Japan, as well as among the trilateral Korea-US-Japan alliance, and develop bilateral relations steadfastly through strengthened ties between political parties."
Remarks by the leadership of the People Power Party at the National Audit Countermeasures Meeting
Policy Committee Chair Lim I-ja (Targeting the Lee administration's top 10 policy failures and criticizing the collapse of diplomacy and security)
First, Policy Committee Chair Lim I-ja stated that during this National Audit, they would target the Lee Jae-myung administration's top 10 policy failures to hold them accountable and ensure a shift in policy direction. Lim I-ja, Chairperson of the Policy Committee, criticized the government, stating, “What the people want from the government is simple and clear. They want to ease their worries about grocery prices, secure jobs, nurture their dreams of owning a home, and ensure their families live safely.” She continued, “Every policy released by the Lee Jae-myung administration has brought back nothing but extreme suffering and deep despair for the people. Why must innocent citizens bear the burden of these policy failures with tears of blood?” Furthermore, she emphasized, “We will target the ten major policy failures, including real estate mismanagement, the stock market turning into a gambling den fueled by leveraged ETFs, the ‘sword dance’ of the full-scale farmland survey, national security disasters, the dismantling of the judicial system, the fiscally bankrupt Future Response Fund, the collapse of people’s livelihoods, the collapse of youth employment, the ‘Yellow Envelope Law,’ and the ‘betrayal’ scandal regarding college admissions.” She added, “The People Power Party will make this parliamentary audit a process of restoring people’s livelihoods by holding the Lee Jae-myung administration accountable for its policy failures and setting the lives of the people right.” At the same time, Chairman Lim criticized President Lee Jae-myung, stating, “Even though our soldiers shed blood due to landmine provocations by North Korean forces in the DMZ, the Commander-in-Chief of the Armed Forces was quick to shield North Korea by calling a clear act of hostility an ‘unforeseeable accident.’” She further pointed out, “How can our military defend the country under a president who disguises the enemy’s clear provocations as accidental incidents?” In addition, referring to U.S. President Trump’s surprise announcement of a $200 billion investment in the U.S. and the Alaska LNG project, he urged, “You showed a submissive attitude toward North Korea, calling it an ‘unforeseeable accident’ even after being provoked, while being hit with a unilateral bill from the U.S. without coordinating a single word beforehand. Negotiate the Alaska LNG project by thoroughly assessing its feasibility and economic viability, and placing our national interests at the top of your priority.”
Secretary General Jung Hee-yong (Condemning the Destruction of the Judicial System and Holding of the National Action Rally on October 3)
Secretary General Jung Hee-yong pointed out that he would fight to the end to restore the judicial system in opposition to the destruction of the judicial system by the Democratic Party and the Lee Jae-myung administration. Secretary General Jeong Hee-yong criticized, “The hardships of the people’s livelihood economy have been exacerbated by the Lee Jae-myung administration’s failed real estate policies, the unreasonable introduction of single-stock leverage ETFs, and the unfair full-scale survey of farmland, while the response to the landmine explosion in the Demilitarized Zone has exposed the unstable state of national security.” He added, “Even in the face of a comprehensive crisis regarding people’s livelihoods and national security, this administration and the Democratic Party are solely focused on erasing the President’s guilt and are dismantling the judicial system.” He continued, “Taking public sentiment seriously, the People Power Party will hold the ‘National Action Rally for Judging the Lee Jae-myung Administration, Restoring Livelihoods, and Defending National Security’ in front of Sungnyemun Gate at 3 p.m. tomorrow, October 3.” He appealed, “We will convey the will of the people to restore people’s livelihoods, protect national security, stop the reckless actions of this administration and the Democratic Party, and normalize state affairs. I ask the people and fellow party members to join forces with us.” Referring to yesterday’s Armed Forces Day commemorative address, he criticized the President, stating, “Despite soldiers being injured by a landmine explosion strongly suspected of being planted by North Korea, the President merely described it as an ‘unforeseeable accident.’” He added, “Failing to mention North Korea’s responsibility or utter a single word of condemnation constitutes a betrayal of his fundamental duties as Commander-in-Chief and is no different from condoning North Korea’s provocation.” Furthermore, he asserted, “Kim Yo-jong’s brazenly threatening statement stems from our government’s lukewarm and submissive attitude,” and urged, “President Lee Jae-myung must clarify his stance on North Korea’s landmine provocation and retaliatory threats, even now, and demonstrate his firm resolve as Commander-in-Chief through action.”
Kim Seung-soo, Senior Deputy Floor Leader (Criticism of the ruling party's obstruction of the parliamentary audit and double standards regarding the movie distorting history)
Kim Seung-soo, Senior Deputy Floor Leader, argued that the parliamentary audit approaching next week is a crucial opportunity to uncover the Lee Jae-myung administration's total failure in state administration and to rectify its mistakes.
Kim Seung-soo stated, "The people are currently suffering from the Lee Jae-myung administration's governance, which is akin to an unlicensed drunk driver," and pointed out, "There is an overflow of suspicions that people are curious about, such as skyrocketing real estate prices, a gambling-like stock market, incompetent diplomacy, and the North Korean landmine disaster." He also criticized, "The attendance of key witnesses was thwarted in committees such as the Land, Infrastructure and Transport Committee and the Political Affairs Committee due to opposition from the Democratic Party," asking, "What on earth is the Democratic Party afraid of that it is now systematically obstructing the parliamentary audit that reveals the truth, when they used to unilaterally approve witnesses and reference persons during the Yoon Suk-yeol administration?" He added, “Starting today, we will operate a comprehensive situation room for the parliamentary audit and a tip-off center to listen to the voices of the people and rigorously verify wrongful policies and corruption.”
He then addressed the government and ruling party’s attitude toward the film *Assassination(s)*, which distorts history regarding North Korea’s landmine provocations in the DMZ and the assassination of First Lady Yuk Young-soo. He remarked, “The DNA of subservience to the North, the DNA of manipulation, and double standards are all evident in this,” and criticized them, stating, “Even though an officer’s ankle was severed by a North Korean landmine, they are desperate to shield North Korea by calling it an ‘unfortunate accident’ and claiming it was for defensive purposes.” Furthermore, he pointed out, “The fact that Democratic Party lawmakers encouraged the director of the film *Assassination(s)* and proposed a group viewing is an appalling double standard when compared to their past criticism of the film *The War of National Foundation*.” He asked rhetorically, “Stop inciting the public with cunning political motives. How about we all watch the films *Asura* and *The War of National Foundation* together?”
Kim Mi-ae, Senior Deputy Floor Leader for Policy (Urging the Abolition of the Prosecutor's Office and a Reinvestigation of Rep. Kim Seung-won's Case; Amending the National Pension Reciprocity Bill)
Senior Deputy Floor Leader for Policy Kim Mi-ae strongly condemned the fact that crimes committed by those in power cannot be erased even if the Prosecutor's Office is abolished.
Kim Mi-ae criticized, stating, "In the appellate ruling regarding Mr. Kang Se-chan of Genencell, the solicitation for clinical trial approval through Rep. Kim Seung-won and the quid pro quo nature of the 600 million won were recognized." She continued, "Is Representative Kim Min-seok still considered a good appointment the more I look at it? Did he promise that he would grant future power if one remained loyal to the President, even to the point of deceiving the public?" She further raised her voice, saying, "The Democratic Party must immediately initiate disciplinary proceedings against Rep. Kim Seung-won, and investigative agencies must thoroughly reinvestigate him." She added, "If the Prosecutor's Office merely changes its signboard to the Serious Crimes Investigation Agency and investigations stall in the face of power, it is nothing more than a bulletproof shield exclusively for the Democratic Party. I strongly urge that today not be recorded as a commemorative day for the immunity of corruption involving those in power." Kim Mi-ae, Senior Deputy Floor Leader for Policy, referred to the amendment to the National Pension Act passed by the National Assembly plenary session, stating, “The expansion of military service credits and childbirth credits, as well as the introduction of the principle of reciprocity for the retroactive payment system for foreign national pensions, have been achieved.” She emphasized, “It is in line with equity to recognize corresponding rights for citizens of countries that acknowledge these systems for our own citizens.” She added, “I request the Democratic Party’s forward-looking cooperation to ensure that improvement measures aimed at expanding sustainability, such as the application of reciprocity to foreign subscribers in health insurance, are passed during this regular session through the amendment to the National Health Insurance Act that I have already proposed.”
Bae Jun-young, Secretary of the Finance and Economy Committee (Verification of the reality of the Lee administration’s tax and fiscal planning and investment in the U.S.)
Bae Jun-young, Secretary of the Finance and Economy Committee, opened fire by declaring that he would expose the true nature of the Lee Jae-myung administration’s centralized exploitative policies and cash-rationing-style livelihood policies through this parliamentary audit. Secretary Bae Jun-young argued, “The Lee Jae-myung administration is attempting to implement the worst tax reform in history, collecting an additional 3.4 trillion won over five years and overhauling 115 tax expenditures.” He asserted, “Although they claim to utilize excess tax revenue by creating a pseudo-general account called the ‘Future Response Fund’ and a counterfeit reserve fund, this is a fraudulent fiscal policy that violates the National Finance Act, resulting in a 106 trillion won increase in national debt.” He further stated, “The slogan of ‘region-led growth’ was an empty promise, as evidenced by the nationwide consolidation of public institutions that has caused inter-regional conflict,” adding, “I will listen directly to the grievances from the field during the National Assembly Finance and Economy Committee’s audit.”
Regarding U.S. President Trump’s announcement of investment in South Korea, he emphasized, “It differs from the details reported to the National Assembly Finance and Economy Committee, and it is difficult to trust the commercial rationality, such as the recovery of the principal for the $200 billion investment.” He added, “I hear our government has already remitted $2.3 billion to the U.S., and I will thoroughly monitor whether there are any actions that harm national interests or jeopardize the ROK-U.S. alliance.” In addition, he stated, “Appointing the Senior Secretary for Economic Growth as the Chief of Policy is a declaration that there will be no change in policy. I will uncover the truth and present alternatives during the National Assembly audit of the Finance and Economy Committee.”
Cho Eun-hee, Secretary of the Culture, Sports and Tourism Committee (Controversy over the privatization of personnel authority and budget at the National Heritage Agency and demands for the Director’s resignation)
Cho Eun-hee, Secretary of the Culture, Sports and Tourism Committee, criticized the privatization of personnel authority and the misappropriation of the budget that occurred at the National Heritage Agency.
Secretary Cho pointed out, “Last August, the Director of the National Heritage Agency privatized personnel authority for the first time in its 26-year history by giving an unprecedented promotion to Grade 4 just five years after his initial promotion, and by promoting a candidate ranked 34th in the multi-faceted performance evaluation.” She added, “As employee backlash intensified, the personnel committee reconvened and unilaterally dismissed three announced promotees, leading to warnings of administrative litigation.” Furthermore, she criticized the privatization of taxpayer money, noting, “It has also been confirmed that the budget for national heritage preservation and safety management was diverted to cover the Director’s overseas travel expenses.”
Secretary Cho then mentioned the inspection investigation by the Blue House Office of the Senior Secretary for Civil Affairs, stating, “What was investigated and what measures were taken must be transparently disclosed to the public.” She demanded that “Heo Min, Head of the National Heritage Administration, must take responsibility for the privatization of personnel and budget and resign immediately, and President Lee Jae-myung must dismiss the head.” Furthermore, he raised his voice, declaring, “A head who has lost the trust of the National Heritage Administration cannot remain in office. During this parliamentary audit, we will thoroughly investigate the full details and the results of the inspection.”
Kim Dae-sik, Secretary of the Foreign Affairs and Unification Committee (Condemnation of inadequate diplomatic and security response to DMZ landmine provocation and three demands)
Kim Dae-sik, Secretary of the Foreign Affairs and Unification Committee, set out to hold President Lee Jae-myung accountable for referring to the North Korean landmine provocation as an “unforeseen accident” in his Armed Forces Day commemorative speech. Secretary Kim Dae-sik warned, “Investigations by the Joint Chiefs of Staff and the United Nations Command clearly revealed that the incident was a violation of the Armistice Agreement caused by North Korean landmines, yet Kim Yo-jong claimed it was a self-inflicted incident.” He continued, “Despite this, the President neither acknowledged the North Korean landmines nor held anyone accountable, which could send the wrong signal to the international community.” He sharply asserted, “This is not an accidental mishap, but a clear provocation by North Korea.”
He then demanded of the Lee Jae-myung administration: “First, the President must personally demand an apology and measures to prevent recurrence regarding North Korea’s violation of the Armistice Agreement. Second, the Ministry of Foreign Affairs must inform the international community of the UN Command’s assessment and secure cooperation. Third, the Ministry of Unification must officially refute North Korea’s claim of a self-inflicted incident.” He added, “During this parliamentary audit, we will thoroughly examine the Ministry of Foreign Affairs and the Ministry of Unification’s response to North Korea and follow-up consultations to protect the safety of the people and soldiers.”
Choi Hyung-doo, Secretary of the Science, ICT, Broadcasting and Communications Committee (Reaffirming 60 Years of Science and Technology Achievements and Presenting Directions for the National Assembly Audit)
Choi Hyung-doo, Secretary of the Science, ICT, Broadcasting and Communications Committee, presented "A Great Leap Forward in Science and Technology, Information and Communications, and AI" as the core theme for the National Assembly audit this year, marking the 60th and 50th anniversaries of Korea's science and technology development.
Secretary Choi stated, "The power that propelled Korea to become a trillion-dollar export nation was thanks to the determination of scientists and technologists, as well as political and economic giants." He assessed that "the dedication of the senior generation, exemplified by the 60th anniversary of the founding of KIST and the 50th anniversary of the commencement of major national research institutes and TDX development, has become the foundation for current semiconductors and global competitiveness."
He continued, "During the National Assembly audit, I will listen attentively to voices from the field to ensure that excess tax revenue leads to a quantum leap in research and development (R&D)." He emphasized, "I will firmly safeguard the great monuments of science and technology and information and communications so that they do not crumble due to misjudgments by political forces."
Baek Jong-heon, Secretary of the Health and Welfare Committee (Condemning the Refusal to Select Witnesses Regarding Genencell and the National Pension Service)
Baek Jong-heon, Secretary of the Health and Welfare Committee, criticized the Democratic Party's refusal to select witnesses during the committee's parliamentary audit.
Secretary Baek explained the situation, stating, "The Democratic Party is refusing to accept a single key witness regarding the allegations surrounding the approval of Genencell's COVID-19 treatment clinical trials and the National Pension Service's rebalancing." He added, "After visiting the headquarters of the Ministry of Food and Drug Safety in Osong to protest, we managed to secure the attendance of the employees in charge of the relevant duties at the time for the parliamentary audit."
He further stated, "We will thoroughly verify the grounds for the clinical trial approval and the circumstances surrounding the refusal to submit data with the institutional witnesses and their associates." He declared, "We will continue to demand the selection of additional witnesses related to the National Pension Service before the comprehensive audit to ensure that this audit protects the public's right to know and their retirement funds."
Yoo Young-ha, Secretary of the Intelligence Committee (Announcement of Plans for Parliamentary Audit to Verify NIS and Security/Technology Leaks)
Yoo Young-ha, Secretary of the Intelligence Committee, announced the key inspection items for the parliamentary audit targeting the National Intelligence Service (NIS) and other agencies, which will begin on October 28.
Secretary Yoo stated, “We will intensively inspect North Korea’s intentions to evade responsibility regarding the DMZ landmine explosion incident and the field communication systems of our intelligence authorities in light of the transition to a hostile two-state system.” He also said, “We will closely monitor security threats, such as the movements of the 9,000 North Korean combat troops deployed to Kursk, Russia, and the dissemination of modern warfare experience to the North Korean military.”
He continued, “We will verify the prevention of technology leaks and the status of information sharing among intelligence agencies, similar to the cases where attempts to leak blueprints for a new nuclear reactor and photographs of Surion helicopter engines were blocked,” adding, “We will conduct thorough verification to ensure that the intelligence agency becomes an accurate and rapid entity independent from politics.”
Seo Il-jun, Secretary of the Political Affairs Committee (Criticism of the failure to select witnesses for the leveraged ETF case and personnel appointments to avoid appointing Vice Minister Kwon Dae-young)
Seo Il-jun, Secretary of the Political Affairs Committee, rebuked the ruling party and the government for personnel appointments that are obstructing the investigation into the truth behind the single-stock leveraged ETF scandal.
Seo stated, "Despite the fact that the incident resulted in losses of approximately 54 trillion won, key officials were excluded from the list of witnesses due to opposition from the Democratic Party." He condemned the appointment of Kwon Dae-young, a key figure and Vice Chairman of the Financial Services Commission, as the First Vice Minister of the Ministry of Finance and Economy just days before the parliamentary audit, calling it a "diversionary move" intended to avoid appearing at the audit.
He added, "We will demand Vice Minister Kwon Dae-young again as a general witness to verify the policy-making process," and urged the ruling party to "consider the tears of the people and cooperate in selecting key officials as witnesses."
Lee In-sun, Secretary of the Education Committee (Request for Data on Group Viewings of the Movie 'Assassination(s)' and Criticism of the KTU and the Ruling Party)
Lee In-sun, Secretary of the Education Committee, criticized the refusal of provincial and city education offices to submit data on the status of group viewings of the movie 'Assassination(s)', which had been requested.
Secretary Lee stated, "Verifying whether a movie controversial for historical distortion was watched by groups in public schools is a legitimate constitutional authority of the National Assembly and a check on the political neutrality of education." She pointed out, "Compared to the attitude shown by the KTU and the Democratic Party during the past 'Battle of Yeonpyeong' and 'Ode to My Father', this is a blatant case of double standards."
She further raised her voice, declaring, "I will not be swayed by external pressure or obstruction tactics; I will restore the collapsed political neutrality of classrooms and uncover the truth to the very end."
Kwak Kyu-taek, Member of the Legislation and Judiciary Committee (Warning of Disruption in the Abolition of Prosecutors' Offices and Launch of the Indictment Agency and Serious Crimes Investigation Agency)
Kwak Kyu-taek, a member of the Legislation and Judiciary Committee, criticized the situation in which the signs of Prosecutors' Offices nationwide have been taken down and the Indictment Agency and the Serious Crimes Investigation Agency have been launched in a distorted manner.
Member Kwak explained, "With the authority for supplementary investigations stripped away, the reality is that statements and materials from cases handed over by investigative agencies are not even recognized as admissible evidence in court." He added, "The Serious Crimes Investigation Agency is also suffering from dysfunction, resembling a 'parked-in-the-open gate,' due to a workforce amounting to only 66% of its authorized quota and an inadequate computer network."
He continued by warning, "The damage caused by the paralysis of the Criminal Justice Information System (KICS) will fall on the people," and stated, "The price for neutralizing the investigative capabilities that were uncovering major power-related corruption will boomerang back on the Lee Jae-myung administration and the Democratic Party."
Koo Ja-keun, Ranking Member of the Trade, Industry, and Energy Committee (Demands Disclosure of Summit Details and Discord over Alaska LNG Investment Announcement)
Koo Ja-keun, Ranking Member of the Trade, Industry, and Energy Committee, pointed out the disparity in stance between South Korea and the U.S. regarding investment negotiations with the U.S. and the Alaska LNG development project.
Koo stated, "President Trump announced the Alaska project as a $50 billion firm investment, but there is a significant discrepancy with our government's announcement." He added, "Public doubts are growing regarding what was discussed during the summit, such as the deployment to the Strait of Hormuz or pressure on semiconductor investment."
He continued, "Anxiety is mounting due to diplomacy where statements change daily," and demanded, "President Lee Jae-myung must clearly explain to the public the reasons for the discord with the U.S. and the details of the summit discussions."
Lim Jong-deuk, Ranking Member of the National Defense Committee (Criticism of Security Awareness in Armed Forces Day Speech and Verification of Military Academy Integration and Wartime Operational Control)
Finally, Lim Jong-deuk, Ranking Member of the National Defense Committee, announced that he would scrutinize the government's complacent security awareness ahead of the upcoming parliamentary audit of the Ministry of National Defense. Secretary Lim Jong-deuk stated, “Despite confirmation that it was a North Korean landmine provocation, the President’s characterization of it as an ‘unforeseeable accident’ in his Armed Forces Day address is an attempt to erase the perpetrator and dilute North Korea’s responsibility.” He argued, “True peace is only possible when the principles of a firm response and holding those responsible accountable are established.”
He further emphasized, “During the parliamentary audit, we will thoroughly scrutinize the military conditions and security impacts of policies that shake the foundation of the ROK Armed Forces, such as the transfer of wartime operational control, the establishment of the ROK Armed Forces Academy, and the temporary deployment of military airports in Gwangju.”
Current issues regarding the People Power Party committees, special committees, etc.
Rep. Yoo Young-ha and Representative Jang Dong-hyuk (Controversy over historical distortion in the movie 'Assassination(s)' and disclosure of former President Park Chung-hee's handwritten letter)
First, People Power Party Rep. Yoo Young-ha and Representative Jang Dong-hyuk strongly pointed out the controversy over historical distortion in the movie 'Assassination(s)', which deals with the shooting death of the late First Lady Yuk Young-soo, and suddenly disclosed a handwritten letter sent by former President Park Chung-hee to former President Park Geun-hye at the time.
Rep. Yoo Young-ha criticized, "Former President Park kept this letter in his possession without ever releasing it to the world. If the movie hadn't existed, the letter wouldn't have been disclosed either," adding, "This letter will serve as a stick to correct the historical distortion by the leftists who want to spread biased conspiracy theories to the world like an epidemic." Representative Yoo then urged the director and production team of the film *The Assassin(s)* to "apologize for defaming the late President Park Chung-hee by distorting history, and publicly apologize to the bereaved family and the public who have been hurt." He further warned, "Show a responsible attitude, such as by halting the screening of the film," adding, "The director and production team must comply with my demands. I am exploring every legally possible method."
According to Representative Yoo, in a letter dated August 17, 1974—immediately after the shooting of First Lady Yuk on August 15—former President Park Chung-hee wrote to former President Park Geun-hye, who was returning home from studying in France at the time, "Mother took the bullet meant for Father in my place. I think time and time again about how wonderful it would have been if I had taken it and Mother had lived." He continued, "Mother took the beating in my place, entrusting Father with all responsibility for you and for this country before she passed away." He urged, "Father, too, felt as if the sky were falling and truly could not control his emotions at first. However, he decided that he must be the first to summon courage and resolved to endure everything from now on, so you must also steel your heart and bear it for as long as you can." Former President Park concluded by saying to his daughter, who was 22 years old at the time, "Now, you must stand in for Mother. I may not be able to play even a fraction of Mother's role, but I will make any sacrifice necessary to become a good father." He added, "Thinking that Geun-hye will return in just 10 hours makes the wait feel like an eternity, yet the thought of Father having to greet you alone at the front door makes the future look bleak." In addition, Representative Jang Dong-hyuk also shared his thoughts on his social media, stating, "Every single line is filled with deep love and longing for Mrs. Yuk," and adding, "My eyes well up with tears at the sentence, 'How wonderful it would have been if I had been beaten and my mother had lived.'" Representative Jang criticized, "Will you still insist on the 'Park Chung-hee conspiracy theory' even after this? Will you still insist that they are 'assassins'?" He urged, "This has already surpassed the level where it can be brushed aside as 'cinematic imagination.' You must stop the screening of the film yourself and apologize to the public."
All members of the People Power Party's National Assembly Science, Technology, Information and Communications Committee (Statement Condemning the Court's Decision to Dismiss KBS President Park Jang-beom's Injunction)
All members of the People Power Party's National Assembly Science, Technology, Information and Communications Committee expressed regret and strongly criticized the judiciary's decision regarding the Seoul Southern District Court's dismissal of KBS President Park Jang-beom's application for an injunction to suspend the validity of the board resolution. All People Power Party lawmakers on the Science, Technology, Information and Communications Committee pointed out, "Due to the court's decision, the process to appoint a KBS president—aimed at ousting the incumbent president whose term has not yet expired—is now proceeding without any brakes." They further noted, "Today's dismissal is a deplorable decision in which the judiciary has abandoned its very reason for existence and its responsibilities."
The lawmakers emphasized, "The term of office for the president of a public broadcasting station is strictly guaranteed for three years in accordance with the Broadcasting Act, and it cannot be revoked without justifiable grounds and legal procedures." They continued by criticizing, "The supplementary provisions of the amended Broadcasting Act, pushed through by the Democratic Party, borrow the form of legislation but, in reality, contain unconstitutional toxic clauses that unilaterally strip public broadcasting presidents of their legally mandated terms." They argued, "The Democratic Party is using a single toxic supplementary clause as a weapon to forcibly remove the head of a public broadcasting station who has more than a year left in his term," adding, "The relevant supplementary provision infringes upon the freedom of occupational choice guaranteed by Article 15 of the Constitution and directly violates the principles of proportionality, equality, and protection of legitimate expectations." Furthermore, they pointed out, "Using legislative power to oust a public broadcasting president who has committed no official misconduct and lacks any justifiable grounds for dismissal is a retroactive deprivation of rights and a barbaric act unthinkable in a civilized nation." They continued, "If there were grounds for dismissal, it would simply be a matter of following proper legal procedures," and raised their voice, asking, "How is taking away a position with a single supplementary provision of the law, without any grounds or procedures, any different from a political 'purge'?"
They further noted, "The revised Broadcasting Act not only undermines constitutional values but also defies our society's long-standing consensus that 'public broadcasting belongs to the people, not to a specific regime.' It also runs directly against the public's aspiration to put an end to the backward political retaliation of brutally ousting broadcasting heads whenever the administration changes." Furthermore, they sarcastically directed their criticism at the judiciary, stating, "It was the 'last bastion' capable of putting the brakes on the Democratic Party's outrageous legislative tyranny, but today the court evaded a substantive judgment by hiding behind the formal logic that 'there is no problem as long as a majority of the board members are filled.'" Finally, the lawmakers collectively declared, "Forcibly removing the head of the public broadcasting station while disregarding both the Constitution and the mandate of the people is a clear takeover of broadcasting and suppression of the press," adding, "We will fight to the end to return public broadcasting to the embrace of the people, standing against the Democratic Party's fake democracy and ambition to seize control of broadcasting.“
Rep. Song Eon-seok (Concerns over Surge in Foreign Investment in Chinese Films and Video Production and History Distortion)
Rep. Song Eon-seok of the People Power Party urged a national-level inspection, stating that an analysis of foreign investment by country in the film and video production and distribution sectors over the past five years revealed a massive surge in Chinese capital investment since the launch of the Lee Jae-myung administration.
Based on data submitted by the Ministry of Trade, Industry and Energy, Rep. Song stated, "The reported investment by China in the film and video production and distribution sector for 2025 has been tallied at $50 million (approximately 69.7 billion KRW)." He added, "This figure is a staggering 192 times the cumulative reported amount of $260,000 (approximately 362 million KRW) from China over the four years from 2021 to 2024."
Rep. Song pointed out, "As of 2025, Chinese capital accounts for 91.4% of the total reported foreign investment of $54.72 million." He continued, "While U.S. investment, which had ranked first by accounting for over 90% annually for the previous four years, plummeted by 99.4% from $86.65 million in 2024 to $489,980 in 2025, China, which had previously had no or minimal investment records, rose to the overwhelming top spot."
At the same time, Representative Song expressed caution regarding the influence of Chinese capital, citing the recent controversy over historical distortion surrounding the film *The Assassin(s)*. He pointed out, "Amidst the controversy sparked by the film *The Assassin(s)* implying the possibility that former President Park Chung-hee's side or the Central Intelligence Agency was involved behind the shooting of First Lady Yuk Young-soo, suspicions are being raised that a subsidiary of the Chinese state-owned enterprise CITIC Group invested in the film's production company." Representative Song continued by emphasizing, "As the controversy over historical distortion in the movie 'The Assassin(ies)' intensifies and the reported amount of Chinese investment in the domestic film and video sectors surges, it is necessary to closely examine whether the issue of historical distortion is being exacerbated by the influence of capital." He further urged, "The government must closely inspect the investment structure and production and distribution processes of films, and devise measures to ensure that the history of the Republic of Korea is not distorted by the influence of foreign capital."
Representative Park Soo-young (Condemning the Mismanagement of the 'Samsungnix' ETF and Neglect of Investor Protection)
Representative Park Soo-young (Busan Nam-gu) of the People Power Party, a member of the National Assembly's Finance, Economy, and Planning Committee, released meeting materials between the Korea Financial Investment Association and asset management companies regarding the launch of the so-called 'Samsungnix' single-stock ETF. He strongly criticized the financial authorities for neglecting investor protection and being solely focused on market expansion. Representative Park Soo-young, after analyzing meeting materials between the Korea Financial Investment Association (KFIFA) and asset management companies, pointed out that "discussions surrounding the launch of the Samsung Electronics and Nix single-stock ETF were focused solely on market expansion rather than consumer protection." Representative Park stated, "During the CEO meeting on May 28, the day after the product launch, concerns about overheating grew as a massive 10 trillion won in funds poured in on the first day alone; yet the meeting materials contained absolutely no warnings regarding market monitoring or investor losses." He added, "Instead, they were only focused on expanding the size of the fund, such as exempting it from securities transaction tax, resolving issues hindering operational efficiency, and expanding the range and types of underlying assets."
Representative Park continued, "Even in the meeting materials from May 26, the day before the product launch, there was a complete lack of mention regarding anticipated risks, such as investor losses." He criticized, "Doesn't this suggest that financial authorities, including the Financial Services Commission and the Financial Supervisory Service, lacked even the slightest interest in preventing increased market volatility and investor losses?" He went on to remark, "It is appalling that before and after the launch of the 'Samjeonnix' ETF, which turned the South Korean stock market into a gambling den, the only thought was to increase volatility through measures such as tax exemptions." He pointed out, "It has been proven that the financial authorities, who went 'all-in' on boosting stock prices before the local elections, neglected market risks."
Furthermore, Rep. Park urged, "The financial authorities should have prepared active warnings and preventive measures before and after the product launch." He added, "We must thoroughly uncover the truth through this parliamentary audit regarding the role played by the Blue House and others in the background of the hasty push for the 'Samjeonnix' ETF, which caused the people to shed tears of blood."
Rep. Yoo Sang-bum (Exposing Hundreds of Billions of Won in Losses and Odd-Mouthed Management Practices of Ministry of Land, Infrastructure and Transport’s PIS Fund)
Rep. Yoo Sang-bum of the People Power Party, a member of the National Assembly’s Land, Infrastructure and Transport Committee, exposed the government’s irresponsible management practices, pointing out that massive losses amounting to 45 billion won have occurred in the "Plant, Infrastructure, and Smart City (PIS) Fund," which was established by the Ministry of Land, Infrastructure and Transport to support overseas infrastructure orders.
Citing data submitted by the Ministry, Rep. Yoo stated, "Among the Phase 1 PIS Fund established in 2019 with a scale of 1.5 trillion won, 34.6 billion won from one infrastructure fund project invested in roads and telecommunications was fully written off (determined loss) due to deteriorating financial conditions." He further pointed out, "In the proposal-type fund as well, losses totaling 44.9 billion won have surfaced, including an impairment loss of 10.3 billion won resulting from a sharp decline in the value of an investment project for crude oil transportation facilities."
Representative Yoo raised concerns about further failures, stating, "The Ministry of Land, Infrastructure and Transport has been promoting its impressive outward achievement of securing $2.2 billion in orders, but in reality, the entire principal has been lost, and six out of the 29 Phase 1 projects have not even broken ground yet." He continued to criticize the ministry, saying, "When we requested the submission of data regarding the causes of the losses and reasons for the non-start of construction, the Ministry is consistently evading responsibility by claiming 'no data due to confidentiality obligations.'"
Representative Yoo further pointed out, "The Phase 2 PIS Fund, which was pushed forward without clarifying the failures of Phase 1, has achieved a project fund target of only 18.4%, and 109 billion won in public funds remains frozen in bank accounts."
In addition, Representative Yoo strongly demanded, "We will thoroughly investigate the causes of the failures in overseas infrastructure assets into which taxpayers' money has been invested during this parliamentary audit," and called for a "complete overhaul of the execution measures and management system for the unstarted projects and the sluggish Phase 2 fund." hang5247@hanmail.net
