Kwangju Bank Launches ‘Jeonnam-Gwangju Integrated Support Center for Low-Income Finance’… Establishing a Public-Private Collaborative One-Stop Support System

- Second community-focused low-income finance model in the nation, following Busan - Linking finance, debt restructuring, employment, and welfare; launching the specialized ‘Jeonnam-Gwangju Hope Ladder’ product - Managing 500 billion won in special funds for small business owners and expanding special contributions to guarantee institutions

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = Kwangju Bank has officially opened the ‘Jeonnam-Gwangju Integrated Support Center for Low-Income Finance’ in Gwangsan-gu, Jeonnam-Gwangju Integrated Metropolitan City. The bank has launched a comprehensive financial support system designed to assist local low-income residents, vulnerable groups, and small business owners struggling with high interest rates and inflation.

The opening ceremony, held on September 30, was attended by key officials from the government, local municipalities, and related agencies—including Lee Eok-won (Vice Chairman of the Financial Services Commission), Hwang Ki-yeon (Administrative Vice Mayor of Jeonnam-Gwangju Integrated Metropolitan City), Kim Eun-kyung (Head of the Korea Inclusive Finance Agency and Credit Recovery Committee), and Jung Il-sun (President of Kwangju Bank). They celebrated the center’s official launch and reaffirmed their commitment to mutual cooperation.

The newly opened ‘Jeonnam-Gwangju Integrated Support Center for Low-Income Finance’ is the nation’s second community-based, public-private collaborative hub for low-income finance, following the Busan center opened last July. By establishing an advanced cooperative framework involving the central government, local governments, related agencies, and private financial institutions, the center provides a ‘one-stop total solution.’ This allows local residents facing complex, multifaceted crises to access financial, employment, and welfare services through a single visit. The center houses a host of key institutions dedicated to financial support for the general public, including the Korea Inclusive Finance Agency, the Credit Counseling & Recovery Service, Kwangju Bank, and Miso Finance. These organizations provide a comprehensive range of services—from policy-based financial products and debt restructuring to tailored employment connections and consultations on welfare benefits—all under one roof.

In particular, Kwangju Bank, which operates a dedicated financial counseling desk, plans to serve as an on-site guide. It will precisely assess the situations of ordinary citizens and small business owners struggling with excessive debt or financial hardship and swiftly connect them with the most suitable mainstream financial services.

Coinciding with the center's opening, the "Jeonnam-Gwangju Hope Ladder" savings and loan products—tailored specifically to the region—were launched. These products were developed to help customers currently utilizing policy-based financial support successfully transition to mainstream banking and to assist financially vulnerable groups in achieving genuine self-reliance and economic recovery.

The "Jeonnam-Gwangju Hope Ladder Loan" offers an additional preferential interest rate of up to 0.5%p to sole proprietors with an annual reported income of 50 million won or less who operate businesses within the Jeonnam-Gwangju region. In addition to interest rate benefits, subscribers receive a package that includes free consulting services for small business owners, featuring on-site business assessments by professional consultants.

Furthermore, a "mobile integrated support" program—conducted jointly with relevant agencies—is being launched to reach individuals with limited mobility or residents in outlying areas who cannot easily visit the center. This initiative aims to bridge the gap in financial accessibility by overcoming physical and time-related barriers. Building on its track record of fostering mutually beneficial finance within the region, Kwangju Bank is implementing enhanced support measures to mark the opening of this new center.

To ensure business stability for local SMEs and small business owners, Kwangju Bank has seamlessly provided approximately 4 trillion won in new loans between 2024 and August of this year. Beyond mere financial aid, the bank has contributed to boosting the competitiveness of small business owners by offering 1,182 free, tailored consulting sessions across four key areas: marketing, business diagnosis, tax and legal affairs, and store operations. Furthermore, it has solidified the foundation for special guarantee programs and business recovery support by making annual special contributions of 8.2 billion won to regional credit guarantee foundations, such as those in Gwangju and Jeonnam.

Moving forward, Kwangju Bank plans to significantly expand its special loan program exclusively for small business owners, raising the annual limit to 500 billion won. In tandem, the bank intends to actively implement measures such as special interest rate reductions and loan maturity extensions to substantially alleviate the financial burden on these business owners. It will also increase the scale of its special contributions to regional guarantee institutions, thereby continuously driving business stability and recovery for local self-employed individuals.

Kwangju Bank President Jung Il-sun emphasized, "As the region's leading financial institution, we will concentrate all our capabilities on ensuring that 'warm finance that revitalizes lives' takes deep root in the Gwangju-Jeonnam area—a region that symbolizes administrative integration." He added, "Through the newly opened Gwangju-Jeonnam Integrated Support Center for Affordable Finance, we are committed to practicing a form of finance that stands closest to local residents when they need it most and serves as a reliable pillar of support when they are getting back on their feet."
