Investment in the U.S. to Proceed Based on Principles; Minister Kim Jung-kwan Raises "Strong Objection" to U.S. Claims

Although the U.S. officially designated the Alaska liquefied natural gas (LNG) pipeline project as a target for strategic investment between South Korea and the U.S., the South Korean government has drawn a line, stating that a final decision on the investment has not yet been made.

On the 1st, Minister Kim Jung-kwan of the Ministry of Trade, Industry and Energy held a briefing at the Government Complex Sejong regarding investments in the U.S. He stated that he had "raised a strong objection" to U.S. Commerce Secretary Howard Lutnick regarding the U.S. side's definitive announcement that the Alaska LNG project was a confirmed investment for South Korea.

Minister Kim explained, "The agreement between the two nations consisted of only three sentences; the U.S. announcement went far beyond what was agreed upon by citing specific investment amounts and using definitive language." He added, "Secretary Lutnick acknowledged South Korea's concerns and pledged to do his best to ensure the project proceeds properly."

According to the joint U.S.-Korea fact sheet, the parties agreed to begin reviewing the Alaska LNG project, contingent upon commercial viability and compliance with domestic legal requirements. The U.S. agreed to support the participation of South Korean companies and to pursue measures such as granting South Korea preferential access through LNG purchase contracts at economically viable price points.

Minister Kim emphasized, "The three sentences in the joint fact sheet represent the entirety of the agreement regarding the Alaska LNG project," adding, "Commercial viability is a key factor, and we are optimistic because the U.S. has promised to take measures to enhance the project's commercial appeal."

Regarding the initial review of the project late last year, Minister Kim noted, "The fundamental assessment at the time was that it was difficult to justify the project based on commercial viability." However, with the U.S. federal government subsequently becoming directly involved in the project, the likelihood of resolving existing obstacles—such as permitting and workforce procurement—has increased.

This is interpreted to mean that if U.S. government intervention establishes commercial viability, the South Korean government could then naturally proceed with an investment.

The Alaska LNG project involves constructing a gas pipeline spanning approximately 1,300 km from oil and gas fields in northern Alaska to Anchorage and Nikiski in the south.

Meanwhile, the construction of the gas-fired combined-cycle power plant in Texas—an investment confirmed by the South Korean government—has entered the full-scale implementation phase.

The Encinal gas-fired combined-cycle power plant in Texas, the first project under the South Korea-U.S. strategic investment initiative, will be built with a capacity of 6,472 MW at a cost of $22.3 billion. An initial remittance of $2.4 billion was also made today.
