Interest Burden on Relocation Loans for Public Redevelopment to Ease... Savings of Up to 18 Million Won for 3-Year Residents

The government is significantly expanding the scope of support for public redevelopment projects to accelerate progress and alleviate the financial burden on residents. Moving forward, the Housing and Urban Fund will provide support not only for project costs but also for interest payments on relocation loans taken out by residents.

On the 1st, the Ministry of Land, Infrastructure and Transport announced that it had revised the "Memorandum of Understanding on Interest Rate Subsidies for Public Redevelopment Projects" in collaboration with the Korea Housing & Urban Guarantee Corporation (HUG), Korea Land and Housing Corporation (LH), Seoul Housing & Communities Corporation (SH), and Gyeonggi Housing & Urban Development Corporation (GH). This measure follows the "Plan for Rapid Housing Supply" announced last August.

The interest rate subsidy program for public redevelopment—which uses the Housing and Urban Fund to cover a portion of loan interest for project costs—was introduced in May 2023 and is currently applied to 35 project sites nationwide. The program subsidizes up to 2 percentage points of the interest rate for the portion exceeding 1.8%.

With this revision, new project sites—including three locations recently selected as public redevelopment candidates in addition to the existing 35—are now eligible for these interest rate subsidies.

The most notable change is the expansion of support to include "relocation costs." Previously, support was limited to loans for project costs; now, it extends to interest on relocation loans taken out by owner-occupiers to move to a new residence or to return rental deposits to tenants.

In line with the program's objective of easing the relocation burden for owner-occupiers, eligibility is restricted to single-home owners, while loans for multi-home owners seeking speculative investment are excluded. The specific scope of support covers basic relocation loans—capped at 300 million KRW or 70% of the security deposit (such as *jeonse*) held by the rights holder—provided by any financial institution handling HUG loan guarantees, including commercial banks, regional banks, the Korea Development Bank (KDB), NongHyup, and Suhyup. The support period extends from the time the loan is executed until the end of the designated move-in period (plus a 60-day grace period).

With this amendment, a single-home owner who takes out a basic relocation loan of 300 million KRW at an annual interest rate of 4.8% is expected to save approximately 6 million KRW in annual interest costs. Assuming a typical three-year span from relocation to move-in, this amounts to a total financial cost saving of around 18 million KRW.

Information regarding application methods and specific procedures for the interest rate subsidy can be obtained from the project developers: LH, SH, and GH.

Yoon Young-joong, Director of Housing Redevelopment Policy at the Ministry of Land, Infrastructure and Transport, stated, "This amendment to the agreement establishes a foundation for residents involved in public redevelopment projects to relocate with a reduced interest burden." He added, "We will continue to actively support these projects in collaboration with relevant agencies to accelerate their progress and ensure that the supply of housing in urban centers becomes a reality sooner."
