“Up to 19% Return”... What Are the Schedule and Eligibility for the Second Round of ‘Youth Future Savings’ Starting October 7?
The Financial Services Commission and the Korea Inclusive Finance Agency will begin accepting applications for the second round of the "Youth Future Savings Account" (Cheongnyeon Mirae Jeokgeum) on October 7.
This recruitment drive offers existing "Youth Leap Account" (Cheongnyeon Doyak Account) holders the opportunity to switch accounts and significantly enhances tailored support procedures for groups such as military personnel and small business owners.
The Youth Future Savings Account is a three-year, flexible-contribution savings product designed for young adults aged 19 to 34 (born between November 17, 1991, and November 27, 2007; the age limit is extended by up to six years for those who have completed military service).
Account holders can deposit up to 500,000 won per month; the government provides a matching contribution of 6% or 12% and offers tax exemptions on interest income.
The account features a fixed three-year interest rate (a base rate of 5% plus a preferential rate of up to 2–3%). The effective return is comparable to a standard simple-interest savings product yielding 13.2–14.4% (standard type) or 18.2–19.4% (preferential type).
Eligibility is open to young adults with an annual gross income of 75 million won or less, or small business owners with annual sales of 300 million won or less, provided their household income is at or below 200% of the median income. Eligibility screening will be based on confirmed income data from the National Tax Service for 2025.
Criteria for government matching contributions vary based on the subscriber's income and household median income status; for dual-income two-person households, the median income threshold is adjusted upward. Individuals with a gross salary exceeding ₩60 million (or comprehensive income exceeding ₩48 million) but not exceeding ₩75 million (or comprehensive income not exceeding ₩63 million)—provided their household income is at or below 200% of the median (or 250% for dual-income two-person households)—are ineligible for matching contributions and receive only tax benefits.
Regarding matching contributions, the "General Type" applies a 6% matching rate to small business owners with annual sales of ₩300 million or less. The "Preferential Type" offers a higher matching rate of 12% and applies to the following groups: general income earners with a gross salary of ₩60 million (or comprehensive income of ₩48 million) or less; new or incumbent SME employees with a gross salary of ₩36 million (or comprehensive income of ₩26 million) or less whose household income is at or below 150% of the median (or 200% for dual-income two-person households); and small business owners with annual sales of ₩100 million or less.
Small business owners operating multiple business locations may enroll under the "General Income Earner" category if their comprehensive income is ₩63 million or less, even if the combined annual sales of their businesses exceed ₩300 million. Enrollment is restricted for those who have been subject to comprehensive taxation on financial income at least once in the preceding three years; however, individuals receiving tax-exempt income—such as childcare leave benefits or military service pay—are eligible to enroll. The second enrollment period proceeds in the following order: applications are accepted from October 7 to 16 (excluding weekends and public holidays), eligibility is reviewed from October 19 to November 13, and accounts are opened from November 16 to 27.
During the first week of applications (October 7–8), an odd-even system based on the last digit of the applicant's birth year will be in effect to ensure a smooth process; starting October 12, anyone may apply. Enrollment is not based on a first-come, first-served basis, and applications are submitted remotely via the mobile apps of participating financial institutions.
This second recruitment round introduces several key features and changes designed to enhance the program's effectiveness and convenience.
A special early termination provision has been established, allowing existing "Youth Leap Account" (Cheongnyeon Doyak Gyet-jwa) holders—who were previously barred from joining due to restrictions on duplicate subscriptions—to switch to the "Youth Future Savings Account" (Cheongnyeon Mirae Jeokgeum) without financial loss. Consequently, if a user opens a Youth Future Savings Account and then completes the special early termination of their existing Youth Leap Account, they retain the government contributions and tax-exemption benefits on interest income associated with their original Youth Leap Account deposits.
Additionally, the application process has been revamped to allow applicants to select their specific eligibility category—such as general wage earner, SME employee, or small business owner—at the time of application. Notably, those wishing to apply as small business owners must obtain a "Small Business Owner Confirmation Certificate" for all their operating business locations via the SME Status Information System prior to submitting their application.
Transparency in the review process and the procedures for recourse have also been significantly strengthened. Preliminary screening results will be announced provisionally between October 30 and November 2, prior to the finalization of the review process; applicants who wish to contest these preliminary results will be given an opportunity to submit an objection by November 5. Final screening results will be individually notified on November 12 and 13.
Tailored on-site support for military personnel will also continue. Service members—including those currently undergoing basic military training or active duty—will be able to apply for enrollment and open accounts remotely using their mobile phones; simultaneous enrollment with existing products, such as the "Soldier's Tomorrow Preparation Savings" plan, is also permitted.
Meanwhile, among the participating financial institutions, KakaoBank has set a cap of 100,000 accounts for this second round of recruitment (with a daily limit of 50,000 accounts during the initial week's odd-even application schedule), whereas other participating institutions have not set specific limits on the number of accounts.
Detailed interest rate comparisons are available on the Korea Federation of Banks' consumer portal, and inquiries regarding the product can be directed to the Youth Finance Call Center of the Korea Inclusive Finance Agency.
