Lee Jae-myung Administration Faces Kim Seung-won & Yong Hye-in Controversy: Is It Heading Toward a "Second Cho Kuk Scandal"?
- Kim Seong-ho, Former National Assembly Member
Gallup polls show signs of a public backlash mirroring the "Cho Kuk scandal" of the Moon Jae-in administration. Numbers do not lie; it is the human desire to deny those numbers that deceives. While an administration does not collapse immediately due to a single incident, one that is already in a gradual decline can find itself floundering in a deep quagmire of public alienation following a pivotal event. This ultimately leads to a failure to retain power. A prime example is the Moon Jae-in administration's "Cho Kuk scandal" in August 2019. Having enjoyed soaring approval ratings exceeding 80% early in his term, Moon saw the scandal serve as a turning point; as negative sentiment overtook positive sentiment—a "dead cross"—the vision of the Democratic Party holding power for 20 years vanished like a mirage.
Triggered by the Cho Kuk scandal, the Moon Jae-in administration faced three critical "dead crosses" in its approval ratings: the initial reversal where negative sentiment overtook positive sentiment; the point where negative sentiment exceeded positive sentiment by more than 10 percentage points; and the moment positive approval ratings fell into the 30% range. Now, the Lee Jae-myung administration is facing these same three "dead crosses" due to the "Kim Seung-won and Yong Hye-in controversy" of August 2026. The situation appears to be evolving into a "second Cho Kuk scandal." The problem is that the pace of public alienation under the Lee Jae-myung administration is far more rapid—occurring a full year earlier in its term—than it was under the Moon Jae-in administration. While the Moon Jae-in administration encountered such a crisis two years and three months into its term, the Lee Jae-myung administration is facing a similar crisis after only one year and three months.
1. Twin "Triple Dead Crosses," Including the Reversal of Presidential Approval and Disapproval Ratings
Launched amidst the momentum following the unprecedented impeachment of President Park Geun-hye, the Moon Jae-in administration initially enjoyed soaring approval ratings of 70–80% driven by high expectations. However, it suffered a direct hit to its approval ratings following the "Cho Kuk scandal," which erupted just over two years into its term. Cho Kuk was nominated as Minister of Justice on August 9, 2019—two years and three months after President Moon took office.
As allegations regarding university admission irregularities involving Cho Kuk’s children surfaced, a "dead cross" occurred in Gallup’s survey for the fourth week of August 2019; for the first time, the disapproval rating (49%) surpassed the approval rating (45%). Despite worsening public sentiment, the administration pushed ahead with Cho Kuk’s appointment on September 9 following a confirmation hearing on September 6. This triggered a backlash reflected in Gallup’s survey for the third week of September, where the disapproval rating exceeded the approval rating by more than 10 percentage points—53% disapproval versus 40% approval (a 13-point gap).
Ultimately, as public sentiment continued to deteriorate, Minister Cho Kuk resigned on October 14, just 35 days after taking office. In Gallup’s survey for the third week of October, President Moon’s approval rating fell into the 30% range for the first time, with 39% approval and 53% disapproval. What is the situation for President Lee Jae-myung? Following the nomination of Rep. Kim Seung-won and Rep. Yong Hye-in as candidates for Minister of Justice and Minister of Gender Equality and Family, respectively, on August 31, controversies regarding the rule of law and fairness—such as allegations of improper solicitations and issues involving their families—emerged.
Subsequently, a "dead cross" occurred in President Lee Jae-myung’s approval ratings during Gallup’s second-week survey of August; for the first time, the negative rating (46%) surpassed the positive rating (44%). As public sentiment toward the two ministerial candidates continued to deteriorate, Gallup’s first-week survey of September showed the negative rating exceeding the positive rating by more than 10 percentage points for the first time—with 51% negative and 40% positive (an 11-point gap). In Gallup’s most recent survey (second week of September), the positive rating fell into the 30% range for the first time, recording 38% positive and 51% negative. What makes Lee Jae-myung’s situation more precarious than Moon Jae-in’s is the timing and speed of this decline. Lee Jae-myung hit this "major dead cross" a full year earlier than Moon Jae-in, and the pace of the decline was far more rapid. While Moon Jae-in reached this dead cross relatively gradually over two months, Lee Jae-myung hit it within just one month.
2. Yong Hye-in fares worse than Cho Kuk and Lee Hye-hoon, while Kim Seung-won is on par with Cho Kuk.
How did approval ratings look for Cho Kuk, the nominee during the Moon Jae-in administration? In a Gallup poll conducted in the fifth week of August 2019—following his nomination—27% of respondents deemed Cho Kuk suitable for the position, while 57% deemed him unsuitable. Among moderate supporters, 26% deemed the candidate suitable, while 60% deemed them unsuitable. A Gallup poll from the second week of September regarding the nomination of Yong Hye-in as minister showed 13% in favor and 61% opposed; among moderates, the figures were 9% in favor and 65% opposed. Across all polls, negative sentiment toward Yong Hye-in is overwhelmingly higher than it was for Cho Kuk. Yong Hye-in’s numbers also trail those from a Gallup poll conducted in the second week of January regarding the nomination of Lee Hye-hoon as Minister of Planning and Budget; at that time, Lee recorded 16% suitability and 47% unsuitability.
Cho Kuk voluntarily resigned just 35 days after his appointment, unable to withstand public pressure, while Lee Hye-hoon stepped down immediately following her parliamentary confirmation hearing. What about ministerial nominee Kim Seung-won? In the Gallup poll from the second week of September, Kim recorded 22% suitability and 43% unsuitability. Among moderates, the figures were 19% in favor and 45% opposed. Compared to Cho Kuk, Kim’s suitability rating is 5 percentage points lower, but his unsuitability rating is also 14 percentage points lower. Compared to Lee Hye-hoon, his suitability is 6 percentage points higher, and his unsuitability is 4 percentage points lower.
Notably, the proportion of respondents withholding an opinion on Kim Seung-won is overwhelmingly high at 36%, compared to 16% for Cho Kuk. Attention is now focused on how this undecided group—those who reserved judgment—will shift their support in the future.
3. Do not rely on wavering sentiments; follow the unwavering, cold hard numbers.
One must not pin hopes on the whims of wavering sentiment but instead trust the numbers, which do not lie. Those numbers represent the true state of public opinion. The negative public sentiment toward these two nominees reflects an unprecedented level of unpopularity, comparable to that seen with figures like Cho Kuk and Lee Hye-hoon. A Gallup poll from the second week of June 2025 showed that 49% of the public deemed Prime Minister nominee Kim Min-seok suitable, while 23% deemed him unsuitable. Another Gallup poll from the first week of July 2026 regarding Prime Minister nominee Han Seong-sook showed 31% in favor and 23% opposed. The fact that the disapproval ratings for these two recent ministerial nominees are more than double their approval ratings indicates a significant alienation of public opinion. In contrast, the two aforementioned prime ministerial nominees had higher approval than disapproval ratings; notably, Kim Min-seok’s approval rating was double his disapproval rating.
The Blue House argues that ministerial nominees should be given the opportunity to explain themselves during confirmation hearings. While such a statement might be appropriate for a judge in a courtroom, it is not fitting for a politician to say. This is because the ultimate judges of a minister's suitability are the people. Unlike legal judges, the public evaluates a candidate comprehensively—considering not only whether laws were violated but also the official's fairness and qualifications. If the core facts or veracity regarding a political controversy remain unclear, the nominee should naturally be given a chance to clarify matters at a hearing. However, if the public has already formed a negative judgment based on confirmed facts, it is preferable to have the nominee resign before the hearing takes place. Proceeding with a hearing is unlikely to shift public opinion; meanwhile, the president's approval rating would decline, and public trust in the administration would erode.
Furthermore, if a nominee falls short of the standards the public uses to judge ministerial suitability, there is no need for further discussion. Lessons must be learned from the Cho Kuk scandal, which was precipitated by misplaced leniency. The Lee Jae-myung administration is now facing a critical test. I can picture the scene after the 2030 presidential election, where the events of this period are reviewed much like a game of Baduk. Clear your mind and follow the numbers—they do not lie. While we may prefer warm-hearted individuals on a personal level, it is the cool-headed who safeguard an administration. In the context of governance, a cool-headed person is not necessarily a bad person; they may well be the right person. After all, a true "Red Team" must remain dispassionate.
