Nonsan City Aims to Become a Hub for South Chungcheong’s Defense Industry by Attracting KIDA

With the government’s second phase of public institution relocation approaching, Nonsan City in South Chungcheong Province is going all-out to attract the Korea Institute for Defense Analyses (KIDA), aiming to establish itself as a key hub for South Korea's defense industry.

On the 10th, Nonsan City held a "Strategy Forum on Attracting Defense-Related Public Institutions to South Chungcheong Province" at the National Assembly Members' Office Building, in collaboration with the office of National Assembly member Hwang Myeong-seon, South Chungcheong Province, and Gyeryong City. Approximately 120 people—including defense and security experts, local government officials, and members of civic groups—attended the event to discuss the necessity of relocating defense-related public institutions to the province and strategies for securing them.

The forum featured presentations by Dr. Ahn Yong-un of the Defense Industry Research Institute and Professor Park Min-hyung of Seoul National University of Science and Technology, followed by a panel discussion. Participants reached a consensus that relocating KIDA to the South Chungcheong region—where defense-related infrastructure is already concentrated—would significantly boost inter-institutional synergy and policy research capabilities.

Nonsan City emphasized that the relocation of public institutions should go beyond merely decentralizing functions from the Seoul metropolitan area; instead, it should be pursued with the aim of resolving the capital-centric structure and addressing the crisis of regional depopulation. In particular, the city highlighted its status as the nation's largest defense cluster—integrating defense agencies, military education and training, industry, and science and technology—making it the optimal location to fully support KIDA’s research functions.

Addressing concerns regarding operational efficiency, the city explained that relocating KIDA to Nonsan represents a move toward the center of defense infrastructure rather than a mere departure from the capital region, noting that strengthening field-based operations could actually maximize the institute's efficiency. Nonsan City envisions that attracting KIDA will serve as a growth engine not only for Nonsan itself but for the southwestern part of the province and the entire South Chungcheong region. KIDA, currently located in Dongdaemun-gu, Seoul, is set to relocate as part of the Ministry of Land, Infrastructure and Transport’s housing supply policy for the Seoul metropolitan area. In response, the City of Nonsan has been actively campaigning to host the institute since 2023 and recently submitted formal proposals to the Ministry of Land, Infrastructure and Transport, the Ministry of National Defense, and KIDA.

A Nonsan City official stated that the forum helped build broader consensus on the rationale for relocating KIDA to Nonsan. The official added that the city plans to establish a mutually beneficial model for public institution relocation by continuing collaboration with relevant agencies while simultaneously enhancing residential conditions and living infrastructure.
