Changwon’s ‘Nubijeon’ Sees 2.3-Fold Surge in Local Commercial District Spending

Designed with a Focus on the Financially Vulnerable…

The ‘Priority Purchase System for Vulnerable and Elderly Groups’—introduced alongside Changwon Special City’s record-breaking 100-billion-won issuance of ‘Nubijeon’ (local currency)—has yielded tangible welfare and economic results within just its first week of implementation.

By dedicating a single day for priority purchases prior to general public sales, the city successfully addressed policy blind spots; a total of 5.646 billion won was sold to 11,292 individuals from vulnerable and elderly groups (based on a maximum limit of 500,000 won per person).

◆ ‘A Day of Consideration’ for the Digitally Vulnerable… Eliminating the ‘Open-Run’ Scramble

Previous local currency programs faced criticism because mobile apps would crash immediately upon issuance, concentrating benefits on younger and middle-aged demographics proficient with mobile devices. Paper vouchers were similarly out of reach for vulnerable individuals with limited mobility, who found it difficult to endure long lines at bank counters early in the morning.

To overcome these limitations, Changwon City overhauled the system's design. It designated September 1—the day before the official launch (September 2)—as ‘Paper Voucher Priority Purchase Day’ for basic livelihood security recipients, the near-poor, and single-parent families. Simultaneously, it launched a ‘Mobile Priority Purchase’ option for residents aged 65 and older.

On that first day alone, paper voucher sales to eligible recipients totaled 640 million won, while mobile priority purchases by the elderly reached 5.006 billion won. Notably, 78.09% of the mobile "Nubijeon" vouchers purchased by individuals aged 65 and older during the first week (totaling 6.411 billion KRW) were snapped up at the priority purchase counters on the very first day. Given that the mobile stock sold out early on the first day of general sales, these figures demonstrate that without the priority purchase system, the majority of the elderly population might have been excluded from the discount benefits.

◆ Expanded Issuance Directly Boosts Consumption… Local Spending Surges 2.34-Fold

Of the planned 100 billion KRW issuance, the initial batch of 70 billion KRW (50 billion KRW in mobile vouchers and 20 billion KRW in paper vouchers) saw sales of 65.75 billion KRW between September 1 and 7, achieving a sell-through rate of 93.9%.

The loaded Nubijeon vouchers translated immediately into spending within local commercial districts. An analysis of big data (totaling 1,119,590 transactions) from the Korea Simple Payment Promotion Agency and the Korea Minting and Security Printing Corporation revealed that mobile Nubijeon spending in the first week reached 13.529 billion KRW—a 2.34-fold surge compared to the same period the previous year (5.784 billion KRW). The number of transactions also rose 1.9-fold to 269,754.

With 98.63% of payments made via QR code at small businesses essential to daily life—such as restaurants, grocery stores, and private academies—a virtuous cycle was established: vulnerable groups saved on living expenses while small business owners saw increased sales.

◆ Balanced Consumption Across 5 Districts Confirmed… Additional 30 Billion Won in Paper Vouchers to be Issued Ahead of Chuseok

An analysis of mobile on-site payment trends by district shows that payment volumes more than doubled year-on-year across all five districts of Changwon City: Seongsan-gu (4.504 billion won), Uichang-gu (3.344 billion won), Masan Happo-gu (2.274 billion won), Masan Hoewon-gu (1.778 billion won), and Jinhae-gu (1.444 billion won).

To sustain this policy success and meet the demand for paper vouchers, Changwon City plans to issue an additional 30 billion won worth of paper-based "Nubijeon" vouchers around the Chuseok holiday. The city intends to monitor inventory levels at financial institutions in real-time and flexibly redistribute supplies to locations experiencing high demand.

Changwon Special City Mayor Kang Ki-yun stated, "We focused not merely on a quantitative increase in the total issuance of Nubijeon, but on lowering policy barriers to ensure that vulnerable groups and the elderly—who face the heaviest burden from the cost of living—are not left behind." He added, "We will continue to operate with a focus on the community, serving as a practical financial shield for households and a reliable pillar of support for small business owners."
