[브레이크뉴스=배종태 기자] 부산광역시, 울산광역시, 경상남도가 민선 9기 출범 이후 처음으로 머리를 맞대고 수도권 일극 체제를 극복하기 위한 초광역 협력의 시동을 걸었다.
부산시와 울산시, 경남도는 8일 오후 부산(해운대 웨스틴조선)에서 전재수 부산시장, 김상욱 울산시장, 박완수 경남도지사를 비롯한 시·도 주요 간부들이 참석한 가운데 ‘제4회 부울경정책협의회’를 개최했다. 이번 회의는 부울경을 대한민국 발전의 또 다른 핵심 축으로 도약시키기 위한 구체적인 실행 방안을 논의하기 위해 마련됐다.
이날 3개 시·도는 행정구역의 경계를 넘어 경제권과 생활권을 하나로 연결하는 ‘부울경 초광역 협력 공동선언문’을 전격 채택했다. 선언문을 통해 이들은 상설 협의체를 가동하고, 3대 분야 12개 전략과제를 담은 6개년 초광역 발전전략을 공동 수립해 ‘하나의 부울경’을 실현하기로 뜻을 모았다.
새롭게 채택된 선언의 핵심 내용은 7대 실천 과제를 아우른다. 우선 부울경 맞춤형 초광역 추진체계 로드맵을 마련하고, 정부의 균형성장 정책에 대응하는 6개년 초광역 발전전략을 수립해 실행력을 높인다. 또한 첨단 조선·해운, 미래모빌리티 혁신제조, 우주항공·방산, 차세대 원전·에너지 등 4대 성장엔진을 중심으로 AI와 첨단기술을 접목해 초광역 산업혁신 생태계를 구축할 방침이다.
이와 함께 정부의 제2차 공공기관 이전에 대응해 지역별 강점을 살린 핵심 공공기관을 공동 유치하고, 유관기관과 연계한 협력체계를 확산해 국가균형발전의 거점을 다진다. 재정 확보와 관련해서는 중앙권한 지방이양을 공동 건의하는 한편, ‘부울경 공동 국비확보 대응단’을 가동해 동남권 순환 광역철도와 부산~양산~울산 광역철도 등 핵심 광역교통망 구축에 총력전을 펼친다. 이를 통해 760만 시·도민이 일상에서 이동의 편의를 누리는 ‘부울경 1시간 생활권’을 완성한다는 구상이다.
나아가 가덕도신공항을 중심에 둔 글로벌 물류·해양 네트워크를 강화하고, UN해양총회 및 울산국제정원박람회 등 주요 국제행사의 성공 개최를 위해 상호 협력한다. 「우주항공복합도시 특별법」 조속 제정과 양자 클러스터 조성을 통해 남해안권과의 연계를 넓히고, 대한민국을 넘어 동북아를 선도하는 ‘동북아 8대 광역경제권’으로 도약하겠다는 비전도 함께 천명했다.
전재수 부산시장은 “이번 정책협의회는 민선 9기 부울경이 수도권에 필적하는 대한민국 또 하나의 성장축으로 거듭나는 위대한 첫걸음”이라며 “역사적·문화적 동질성을 바탕으로 부울경의 산업과 인재를 긴밀히 연결해 시·도민이 체감할 수 있는 실질적인 변화를 이끌어내겠다”고 강조했다.
이번에 채택된 공동선언문은 총 7대 세부 실천 과제를 담고 있으며, 주요 분야별 내용은 다음과 같다.
초광역 추진체계 구축 및 6개년 발전전략 수립
부울경은 시·도민의 삶과 지역 미래를 최우선에 두고 수도권 집중화에 대응하기 위한 맞춤형 초광역 추진체계를 구축한다. 이를 위해 3개 시·도가 참여하는 상설 협의체를 가동하고, 산업·교통·생활·행정 등 분야별 협력을 구체화해 초광역 추진체계 로드맵을 마련한다. 또한 정부의 균형성장 정책에 발맞추어 재정 확보와 정책 연계를 이끌어낼 ‘부울경 6개년 초광역 발전전략’을 공동으로 수립해 실행력을 극대화한다.
핵심 성장엔진 육성 및 AI·첨단산업 생태계 조성
첨단 조선·해운, 미래모빌리티 혁신제조, 우주항공·방산, 차세대 원전·에너지 등 부울경의 주력 성장엔진 육성계획을 함께 추진한다. 특히 반도체, 인공지능(AI) 데이터센터, 피지컬AI 등 정부의 3대 메가 프로젝트와 연계해 지역 제조·산업 기반에 첨단 기술을 접목하고, 기업·대학·연구기관이 협력하는 초광역 산업혁신 생태계를 다진다.
공공기관 2차 이전 공동 대응 및 국비 확보 공조
정부의 제2차 공공기관 이전에 대응해 부울경의 산업 특성과 강점을 반영한 핵심 공공기관 유치에 역량을 결집한다. 유치 이후에는 기존 1차 이전 공공기관 및 유관기관과 연계한 협력체계를 구축해 파급 효과를 전역으로 확산한다. 아울러 광역교통망 등 핵심 협력사업의 국비 확보와 초광역특별계정 재정지원 확대를 공동 추진하고, 지역 주도형 정책 설계를 위한 중앙정부 권한 및 재정의 지방 이양을 지속 건의한다.
760만 시도민을 잇는 1시간 생활권 및 글로벌 도약

Busan Metropolitan City, Ulsan Metropolitan City, and South Gyeongsang Province have joined forces for the first time since the launch of the 9th popular election term to overcome the capital region's extreme concentration and kick off super-regional cooperation.
The leaders of the three municipal and provincial governments—Busan Mayor Jeon Jae-soo, Ulsan Mayor Kim Sang-wook, and Gyeongnam Governor Park Wan-su—along with key senior officials, gathered on the 8th at the Westin Josun Busan in Haeundae for the 4th Busan-Ulsan-Gyeongnam Policy Consultative Council. This meeting was arranged to discuss concrete execution plans aimed at elevating the Busan-Ulsan-Gyeongnam (PK) region into another core pillar of South Korea's national development.
During the meeting, the three local governments formally adopted the "Busan-Ulsan-Gyeongnam Super-Regional Cooperation Joint Declaration," which seamlessly connects economic and living zones beyond administrative boundaries. Through this declaration, the parties agreed to operate a standing consultative body and jointly establish a six-year super-regional development strategy encompassing 3 major fields and 12 strategic tasks, ultimately realizing "One PK."
The newly adopted declaration centers on seven key practical tasks. First, the region will craft a roadmap for a customized super-regional implementation system and formulate a six-year development strategy aligned with the government's balanced growth policies to maximize execution capability. In addition, it will foster four major growth engines—advanced shipbuilding and maritime industries, future mobility innovative manufacturing, aerospace and defense, and next-generation nuclear power and energy—by integrating artificial intelligence (AI) and advanced technologies to build a super-regional industrial innovation ecosystem.
To address the government's second wave of public institution relocations, the three regions will pool their capabilities to jointly attract key institutions tailored to their respective industrial strengths and spread cooperative networks with existing organizations to reinforce a hub for balanced national growth. Regarding financial security, the regions will jointly petition for the decentralization of central government authority while launching a "Joint PK National Budget Task Force" to go all-out in securing funds for core metropolitan transportation networks, such as the Dongnam-bu Circular Metropolitan Railway and the Busan-Yangsan-Ulsan Metropolitan Railway. Through these efforts, the region aims to complete a "1-hour PK living zone" where 7.6 million residents can move around conveniently in their daily lives.
Furthermore, the region will strengthen its global logistics and maritime network centered around Gadarokdo New Airport and cooperate closely for the successful hosting of international events like the UN Ocean Conference and the Ulsan International Garden Exposition. The vision also pledges to secure new growth engines for emerging industries through the swift enactment of the "Special Act on Aerospace Complex Cities" and the creation of quantum clusters, expanding ties with the southern coastal area to emerge globally as one of "Northeast Asia's Top 8 Megaregions."
Busan Mayor Jeon Jae-soo emphasized, "This policy consultative council marks a monumental first step for Busan, Ulsan, and Gyeongnam in the 9th popular election term to become another growth axis for South Korea that rivals the capital region. Based on our shared historical and cultural bonds, we will closely connect our industries and talent to deliver tangible changes that our residents can truly feel."
The newly adopted joint declaration outlines seven detailed practical tasks, categorized as follows:
Establishing a Super-Regional Implementation System and a 6-Year Development Strategy
Prioritizing the lives of residents and the future of the region, Busan, Ulsan, and Gyeongnam will build a customized super-regional implementation system to counter the concentration in the capital area. To this end, a standing consultative body comprising the three regional governments will be activated to materialize cooperative tasks across industry, transportation, daily life, and administration, thereby drafting a roadmap for the implementation system. Furthermore, the regions will jointly establish a "Busan-Ulsan-Gyeongnam 6-Year Super-Regional Development Strategy" aligned with government balanced-growth policies to secure financial resources and policy alignment, maximizing execution power.
Fostering Core Growth Engines and Building an AI & Advanced Industry Ecosystem
The three regions will jointly push forward plans to nurture key growth engines, including advanced shipbuilding and maritime, future mobility innovative manufacturing, aerospace and defense, and next-generation nuclear power and energy. In particular, by linking with the government’s three major mega-projects—semiconductors, AI data centers, and physical AI—advanced technologies will be infused into local manufacturing and industrial bases, establishing a super-regional industrial innovation ecosystem where corporations, universities, and research institutes collaborate.
Joint Response to the Second Wave of Public Institution Relocations and Cooperation on Budget Securing
In response to the government's second round of public institution relocations, the region will concentrate its capacity on attracting core public institutions that reflect the industrial characteristics and strengths of Busan, Ulsan, and Gyeongnam. Once attracted, cooperative networks linked with first-wave relocated public institutions and related organizations will be established to spread the ripple effect region-wide. In addition, the regions will jointly promote securing national budgets for core cooperative projects such as metropolitan railway networks and expanding financial support through super-regional special accounts, while continuously petitioning for the decentralization of central government authority and finances to design region-led policies.
Connecting 7.6 Million Residents in a 1-Hour Living Zone and Global Leap
Busan, Ulsan, and Gyeongnam will concentrate their capabilities on building a metropolitan railway network to dismantle physical boundaries and form a "single fence." By swiftly advancing the "Busan-Yangsan-Ulsan Metropolitan Railway" and the "Dongnam-bu Circular Metropolitan Railway," the regions will complete a 1-hour PK living zone that allows 7.6 million residents to travel with ease. Moving forward, they will reinforce a global logistics and maritime network centered on Gadeokdo New Airport and cooperate on the successful hosting of international events such as the UN Ocean Conference and the Ulsan International Garden Exposition. Finally, through the prompt enactment of the "Special Act on Aerospace Complex Cities" and the creation of quantum clusters, the regions will expand cooperation with the southern coastal belt and solemnly declare their leap forward into a global megaregion leading beyond South Korea and into Northeast Asia.
