[브레이크뉴스=배종태 기자] 더불어민주당 부산시당이 국민의힘 부산시당의 전재수 부산시장 공직선거법상 허위사실공표 혐의 고발과 관련해 “객관적인 행정기록과 실제 사업 추진 과정을 왜곡한 정치공세”라고 반박하며 고발 철회를 촉구했다.
민주당 박홍배 국회의원(부산시당위원장)은 7일 기자회견을 열고 사직야구장 재건축과 부산 북항 랜드마크 개발을 둘러싼 국민의힘의 의혹 제기에 대해 “명백히 확인되는 사실과 행정기록까지 부정하며 형사고발을 정치공세의 수단으로 삼는 것은 전혀 다른 문제”라고 주장했다.
박 의원은 사직야구장 재건축과 관련해 전 시장이 해양수산부 장관 취임 전 국회 문화체육관광위원장 시절부터 국비 확보와 사업 추진에 관여했다고 설명했다.
그는 2024년 11월 국회 예산심의 과정에서 당시 전 문체위원장 등이 사직야구장 관련 예산 확보에 나섰으며, 2025년 2월에는 부산시가 전 당시 위원장에게 사직야구장 재건축의 중앙투자심사 통과를 건의했다고 밝혔다.
당시 사업의 핵심 쟁점 가운데 하나는 국비 확보 여부였으며, 행정안전부는 국비 지원 여부와 규모가 확정되지 않았다는 이유로 보완을 요구했다고 박 의원은 설명했다. 부산시는 국비 확보를 전제로 중앙투자심사의 조속한 통과를 요청했다는 것이다.
이후 사직야구장 재건축 사업은 2025년 7월 문화체육관광부의 공공체육시설 개보수 지원 공모에 신청됐고, 같은 해 10월 31일 최종 선정됐다.
박 의원은 특히 사직야구장이 299억원의 국비를 확보했다며 “기존 주요 야구장 지원 사례와 비교해도 가장 큰 규모”라고 주장했다. 대전과 창원은 각각 150억원, 대구는 210억원 수준의 국비를 지원받았다고 덧붙였다.
북항 랜드마크 개발과 관련해서는 북항 돔구장 건립을 위해 6천억원이 넘는 랜드마크 부지 문제를 해결하는 것이 핵심이라고 강조했다.
박 의원은 전 시장이 해양수산부 장관 재임 당시 부산항만공사가 부지를 조성해 매각하는 역할에 그치지 않고 상부시설 개발에 직접 참여할 수 있도록 제도적 근거를 마련하는 방안을 검토하도록 지시했다고 밝혔다.
또 해양수산부에서 당시 관련 제도 개선과 개발 방안에 대한 검토가 진행됐으며, ‘항만 재개발 및 주변지역 발전에 관한 법률’ 개정안에는 상부시설의 개념을 새롭게 규정하고 항만재개발사업 계획과 실시계획에 상부시설 개발·유치계획을 포함하는 내용이 담겼다고 설명했다.
박 의원은 전 시장이 지난 3월 해당 법 개정안을 직접 발의했고, 공공이 항만재개발사업의 상·하부시설을 통합 개발할 수 있도록 하는 제도적 근거가 포함됐다고 밝혔다. 이 개정안은 지난 9월 3일 국회 본회의를 통과했다고 덧붙였다.
그는 또 해양수산부가 이번 법 개정에 대해 항만재개발사업에서 공공의 상·하부시설 통합개발 근거를 마련하는 내용이라고 공식 발표했다고 주장했다.
국민의힘 부산시당이 전 시장의 발언을 문제 삼으며 해양수산부에 ‘돔구장 검토자료’를 요구한 뒤 ‘돔구장’이라는 명칭의 별도 보고서가 없다는 답변을 근거로 허위사실이라고 주장한 데 대해서도 반박했다.
박 의원은 “북항 돔구장과 북항 재개발은 별개의 사업이 아니다”라며 “돔구장을 북항 랜드마크 부지에 건립하기 위해서는 부지 문제를 해결해야 하고, 이를 위해 부산항만공사가 상부시설 개발에 참여할 수 있는 제도적 근거가 필요하다”고 말했다.
이어 해양수산부가 제출한 ‘부산항 북항 재개발사업 문제점 분석 및 개선대책 보고’를 근거로 들며 북항 랜드마크 부지와 수익시설을 부산항만공사와 민간이 공동 투자·개발하는 방안이 검토됐고, 개발 가능한 시설 사례로 돔야구장과 스포츠콤플렉스, 수영장, 호텔 등이 제시됐다고 밝혔다.
박 의원은 이에 따라 “‘돔구장’이라는 제목의 별도 보고서가 없었던 것이지, 돔구장을 포함한 북항 랜드마크 개발방안에 대한 검토가 없었던 것은 아니다”라고 주장했다.
그는 국민의힘 부산시당이 관련 사실관계에 대한 설명을 들은 뒤에도 같은 주장을 반복하고 있다고 비판했다.
특히 서지영 국민의힘 의원을 겨냥해 “북항 랜드마크 개발의 추진 경위와 당시 검토 내용에 대해 의원실 차원의 설명을 들었음에도 이를 외면한 채 계속해서 허위사실이라는 주장을 반복하고 있다”고 주장했다.
박 의원은 “전재수 시장의 발언이 허위라고 확신한다면 국민의힘 부산시당 뒤에 숨지 말고 본인의 이름과 책임으로 당당하게 고발하라”고 말했다.
이어 “객관적인 행정기록과 실제 추진 경과까지 외면한 채 상대를 범죄자로 몰아가는 것은 정치가 지켜야 할 선을 넘는 일”이라고 비판했다.
또 필요한 자료의 범위를 ‘돔구장’이라는 단어에만 한정해 요구한 뒤 해당 명칭의 별도 자료가 없다는 이유로 전체 정책 검토 자체가 없었던 것처럼 주장하는 것은 사실관계를 호도하는 행위라고 주장했다.
박 의원은 “사실관계를 충분히 알고도 사실과 다른 내용을 근거로 형사고발을 했다면 그에 따른 책임 또한 결코 가볍지 않을 것”이라고 경고했다.
민주당 부산시당은 이번 고발의 경위와 내용을 면밀히 검토하고 악의적인 허위 주장과 무책임한 고발에 대해서는 가능한 모든 법적·정치적 책임을 묻겠다고 밝혔다.
박 의원은 “부산시정을 정쟁의 도구로 삼지 말라”며 “전재수 시장이 부산을 위해 해온 일은 정치공세 몇 마디로 지워지지 않는다”고 말했다.
이어 “자료가 있고, 기록이 있고, 결과가 있다”며 국민의힘 부산시당에 근거 없는 고발과 정치공세를 중단하고 책임 있는 정치로 돌아올 것을 촉구했다.
[Here is the English version of the article] DP Calls on PPP to Withdraw ‘False’ Complaint, End Political Attacks on Busan City Administration
The Busan chapter of the Democratic Party of Korea (DP) on Sunday called on the Busan chapter of the People Power Party (PPP) to withdraw its complaint accusing Busan Mayor Jeon Jae-soo of making false statements in violation of the Public Official Election Act.
The DP rejected the allegations as a political attack that distorts objective administrative records and the actual progress of city projects.
Rep. Park Hong-bae of the Democratic Party of Korea, who also chairs the party’s Busan chapter, held a news conference on the 7th and criticized the People Power Party’s allegations surrounding the reconstruction of Sajik Baseball Stadium and the development of a landmark project at Busan’s North Port.
“Using a criminal complaint as a political tool while denying facts that can be clearly verified, including official administrative records, is an entirely different matter,” Park said.
Regarding the Sa-Jik Baseball Stadium reconstruction, Park said Jeon had been involved in efforts to secure national funding and advance the project since his time as chairman of the National Assembly’s Culture, Sports and Tourism Committee, before becoming minister of oceans and fisheries.
Park said that during National Assembly budget deliberations in November 2024, Jeon and other officials at the time worked to secure funding for the stadium project. In February 2025, Busan City also asked then-chairman Jeon to help the reconstruction project pass the central government’s investment review, he said.
One of the key issues at the time was securing national funding. Park said the Ministry of the Interior and Safety requested additional information because the amount and availability of national funding had not yet been finalized. Busan subsequently sought an expedited investment review on the assumption that national funding would be secured, he said.
The reconstruction project was later submitted to the Ministry of Culture, Sports and Tourism’s public sports facility renovation support program in July 2025 and was selected for funding on Oct. 31 of that year.
Park said the project secured 29.9 billion won ($20.3 million) in national funding, which he described as the largest amount among comparable major baseball stadium projects. He said Daejeon and Changwon each received 15 billion won, while Daegu received about 21 billion won.
On the North Port landmark development, Park said the key issue was resolving the land-related problems involving the landmark site, which would be needed to build a proposed domed stadium at the North Port at a cost of more than 600 billion won.
Park said that while serving as minister of oceans and fisheries, Jeon directed officials to consider measures that would allow the Busan Port Authority to participate directly in the development of upper-level facilities, rather than limiting its role to developing and selling the site.
He said the Ministry of Oceans and Fisheries subsequently reviewed possible institutional changes and development plans. An amendment to the Act on Port Redevelopment and Neighboring Area Development included new provisions defining upper-level facilities and requiring plans for their development and attraction to be incorporated into port redevelopment plans and implementation plans, Park said.
Park said Jeon personally introduced the amendment in March and that it included a legal framework allowing public entities to jointly develop the upper and lower facilities of port redevelopment projects. The bill passed the National Assembly on Sept. 3, he said.
Park also said the Ministry of Oceans and Fisheries officially described the amendment as establishing a legal basis for public entities to pursue integrated development of upper and lower facilities in port redevelopment projects.
He also rejected the PPP’s claim that Jeon made false statements about a proposed domed stadium because the ministry had no separate report specifically titled “Domed Stadium.”
The PPP had asked the Ministry of Oceans and Fisheries for documents concerning the proposed stadium and cited the ministry’s response that it had no report bearing that exact title as evidence that Jeon’s statements were false.
“North Port redevelopment and the proposed North Port domed stadium are not separate projects,” Park said. “To build a domed stadium on the North Port landmark site, the land issue must first be resolved, and that requires a legal framework allowing the Busan Port Authority to participate in the development of upper-level facilities.”
Park cited a ministry report titled *Analysis of Problems and Improvement Measures for the Busan Port North Port Redevelopment Project*, saying it examined a plan for the Busan Port Authority and private-sector companies to jointly invest in and develop the landmark site and revenue-generating facilities.
He said the report listed a domed baseball stadium, sports complex, swimming pool and hotel among examples of facilities that could potentially be developed on the site.
“The fact that there was no separate report titled ‘Domed Stadium’ does not mean there was no review of North Port landmark development plans that included a domed stadium,” Park said.
Park criticized the PPP for repeating its allegations even after, he said, it had been given explanations about the relevant facts and background.
He specifically criticized Rep. Seo Ji-young of the PPP, claiming that her office had received an explanation of the development process and the issues considered at the time but continued to characterize Jeon’s statements as false.
“If the People Power Party is convinced that Mayor Jeon Jae-soo made false statements, it should file the complaint under its own name and take responsibility for it, rather than hiding behind the Busan party organization,” Park said.
“Trying to portray a political opponent as a criminal while ignoring objective administrative records and the actual progress of the projects crosses a line that politics should not cross,” he added.
Park also criticized the PPP for limiting its document request to materials containing the word “domed stadium” and then suggesting that the entire policy review never took place simply because no document carried that exact title.
“If a criminal complaint was filed based on claims that contradict the facts despite having sufficient knowledge of the circumstances, the responsibility that follows will not be taken lightly,” Park warned.
The Busan chapter of the Democratic Party said it would closely review the circumstances and contents of the complaint and would pursue all available legal and political measures against what it described as malicious false claims and irresponsible complaints.
“Do not turn the Busan city administration into a tool for political confrontation,” Park said. “The work Mayor Jeon has done for Busan cannot be erased by a few words of political attack.”
“There are documents, there are records, and there are results,” he said, urging the Busan chapter of the People Power Party to stop what he called groundless complaints and political attacks and return to responsible politics.
