[Here is the English version of the article] Busan Brings East Asian Coastal Cities Together to Shape a Sustainable Blue Future
Representatives and ocean experts from coastal cities across East Asia gathered in Busan on Tuesday to discuss responses to climate change and marine environmental shifts, seeking sustainable pathways for ocean development.
The 2026 PEMSEA Network of Local Governments (PNLG) Forum opened on Sept. 8 at Paradise Hotel Busan in Haeundae. Participants are set to adopt the "Busan Declaration," a collective commitment to realizing a sustainable and resilient blue economy.
The forum brought together around 200 participants, including delegations from 20 local governments across six countries—South Korea, China, Indonesia, the Philippines, Cambodia, and Timor-Leste—alongside international marine experts and organizational representatives.
Held under the theme "Empowering Coastal Cities for a Blue Future," this year's event features an opening ceremony, a joint academic forum between the PNLG and the PEMSEA Network of Learning Centers (PNLC), the PNLG General Assembly, and site visits to local marine and ecological landmarks.
The PNLG operates as a local government network under the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA). It serves as a platform for sharing policies and field experiences to promote sustainable coastal and marine development. Busan joined the network in December 2021 and was confirmed as the host city for this year's forum in May last year.
The opening day featured the joint PNLG-PNLC academic forum focusing on "Local Government Responses and Sustainable Blue Economy in the Era of Climate Crisis."
Addressing the gathering of delegates from 56 regional local governments and ocean experts, Philippines Guimaras Governor Ma. Lucille Nava, serving as PNLG President, stressed the crucial role of local action.
"The future of our oceans will be decided not only on the seas, but in the choices we make in our cities and communities," Nava said in her opening remarks. "While national policies and international treaties set the vision, it is local governments on the ground that turn that vision into action."
Nava pointed out the severe impacts facing coastal areas on the front lines of climate change. "Local governments, fishermen, and families bear the immediate costs of rising sea levels, extreme weather events, and marine pollution," she explained. "No single city or municipality can solve cross-border marine crises alone, making strong regional collaboration an urgent operational imperative."
Aimee Gonzales, Executive Director of the PEMSEA Resource Facility (PRF), reaffirmed the central role of local authorities.
"While the threats facing our marine ecosystems can feel overwhelming, the most dynamic and lasting solutions inevitably emerge from the local level," Gonzales said. "Local governments are not passive implementers; they are transformative leaders testing innovative governance models and putting adaptation strategies into practice."
Oh Seok-Geun, Vice Mayor for Future Innovation of Busan Metropolitan City, welcomed delegates and called for joint international efforts.
"The climate change and marine pollution facing our oceans today cannot be solved by any single city or nation," Oh said. "I hope the Busan Declaration will serve as a starting point for practical action across all member cities." Oh added that Busan intends to lead global ocean cooperation as the host city for the 4th UN Ocean Conference in 2028.
Nam Young-sook, a member of the Busan Metropolitan Council’s Maritime Affairs, Urban, and Safety Committee, emphasized the importance of solidarity in her congratulatory remarks. "While the ocean offers new growth opportunities through the blue economy and maritime industries, it also faces immense environmental challenges," Nam stated. "Beyond advancing ports and logistics, East Asian cities must join hands to build coastal cities resilient to the climate crisis."
Peter Thomson, the UN Secretary-General's Special Envoy for the Ocean, highlighted in a video message that the East Asian seas serve as a global ecological stronghold, housing more than 31% of the world's mangroves, 33% of its seagrass meadows, and 30% of its coral reefs. However, he warned that excessive development and pollution have pushed coastal sea levels to rise by 3 to 6 mm annually—a rate exceeding the global average.
"The East Asian ocean economy generates $15 trillion in added value annually and supports 61 million jobs, serving as an economic backbone," Thomson noted. He outlined three core calls to action to protect the ocean: providing direct financial support to local leaders, prioritizing investment in nature-based solutions over concrete sea walls, and empowering local communities, including fishers and coastal residents.
Suh Jeong-ho, Director General of the Marine Policy Bureau at South Korea's Ministry of Oceans and Fisheries, delivered the keynote address, stating, "We must connect regional experiences to global solutions to design the future of our oceans beyond 2030."
Sharing the ecological recovery of Shihwa Lake—presented a decade ago as a best practice at the Ansan PNLG Forum—Suh outlined key marine policies underway by the South Korean government. The government is pursuing a multifaceted strategy across conservation, restoration, reduction, and response.
Key initiatives include designating a large-scale Marine Protected Area near Jeju's Gwantal Island, managing 30% of marine areas by 2030, expanding the UNESCO World Natural Heritage listing through tidal flat restoration, transitioning to life-cycle management for 130,000 tons of marine debris annually, and addressing the climate crisis by expanding eco-friendly ships and blue carbon resources.
"Local governments should not remain mere implementers of international goals; they must become co-designers who identify field-level issues and build policy together," Suh emphasized.
He urged participants to prepare for the 4th UN Ocean Conference (UNOC), set to take place in Busan in June 2028. "Over the next two years, I ask that each city reflect on the experiences and lessons to share with the international community, the new marine challenges to tackle after 2030, and concrete action plans at the local government level."
Throughout the event, attendees will share best practices in mangrove restoration, circular waste management, and sustainable fisheries, while exploring ways to advance science-based policy decisions and blue financing.
Discussions will cover expanding Nature-based Solutions (NbS) and blue carbon initiatives, managing interconnected river basins and estuaries, restoring coastal ecosystems, and fostering local investment in the blue economy.
The PNLG General Assembly on Sept. 9 will officially adopt the Busan Declaration. The declaration outlines shared action plans to address common challenges, such as climate change and marine pollution, and to foster an inclusive, resilient blue economy. Key pillars include strengthening "Source-to-Sea" integrated management, expanding ocean-climate actions, driving sustainable economic growth, and deepening partnerships among local governments, communities, academia, and the private sector.
The assembly will also review PNLG's key achievements for 2026, outline work plans for 2027, welcome new member cities, announce the next forum host, and hold the flag transfer ceremony.
Participants will also experience Busan's marine environment firsthand. On the afternoon of Sept. 9, delegates will visit the Korea Marine Environment Corporation (KOEM) Marine Environment Education Center and the National Maritime Museum. On Sept. 10, the delegation will visit the Nakdong Estuary Eco-Center to observe wetland conservation efforts and exchange insights on sustainable coastal management.
The forum carries additional significance as one of the first major international marine events hosted by Busan following its selection as the host city for the 2028 UN Ocean Conference.
Busan aims to use this gathering to share its marine policies with East Asian coastal partners and strengthen international cooperation on shared ocean issues.
Busan Mayor Park Heong-joon noted that the Busan Declaration will find its true meaning when translated into concrete policy changes on the ground. He reaffirmed Busan's commitment to carrying the solutions developed by East Asian coastal cities forward to the 4th UN Ocean Conference in 2028.
