Why AGI Is Inevitably Forced to Re-evaluate Samsung Electronics’ Stock Price

- Jeon Seok-jin, Attorney at Law, Sankyung

The issue is not semiconductor sales volume, but the market's assessment of "what kind of company Samsung Electronics is."

*The advancement of artificial intelligence is much faster than expected.

Yesterday, Open AI announced Astra, an AGI-class AI. If technologies approaching AGI (General Artificial Intelligence) emerge in the future and process the same tasks three or five times faster than current generative AI, what will happen to Samsung Electronics and the Korean semiconductor industry? At first glance, it appears to be bad news. This is because if the amount of computation required for AI to perform the same task is reduced by one-third, it is effectively equivalent to tripling the processing capacity of existing data centers. In that case, there is a possibility that Big Tech companies might delay the expansion of servers, GPUs, and memory semiconductors.

However, in the long term, it is more likely that the exact opposite result will occur. The key is not the amount of computation required for a single AI task, but the "total amount of intelligence" consumed by humanity. 1. As AI becomes more efficient, it may actually be used more. In economics, there is a concept called "Jevons’ Paradox." This theory posits that while it might seem that improved efficiency in resource-using technology would reduce consumption, overall consumption could actually increase as prices drop and the scope of application expands.

It is highly likely that the same phenomenon will occur with AI. Currently, the tasks companies entrust to AI are limited. They are centered on document creation, search, translation, coding, and customer service. However, if AI performance improves significantly and usage costs drop to one-third or one-tenth of their current level, the situation will change completely. We could see an era where AI constantly reviews all corporate contracts, analyzes all accounting data in real-time, pharmaceutical companies test millions of candidate substances simultaneously, and manufacturing firms simulate countless designs using AI. The core of my argument lies precisely here: as AI efficiency improves, the cost of using AI decreases and new applications emerge, potentially leading to an increase in total computational power.

A more significant change is the AI agent. While current AI only moves when asked questions by humans, AI agents approaching AGI will, given a goal, independently search for data, formulate hypotheses, write code, verify results, and restart the process from the beginning if it fails. Even a single command from a human can trigger hundreds or thousands of inferences within the AI. Therefore, the future volume of AI computation will not be determined simply by the number of human users.

The structure will shift to a new model: Total AI Computation = Computation per Run × Number of AI Agents × Number of Tasks × Operating Time. Unlike humans, AI does not sleep. It operates 24 hours a day, seven days a week, across the globe. Even if the computational efficiency of a single AI run improves threefold, if AI usage increases tenfold or a hundredfold, the total demand for semiconductors will actually rise.

*The next market after data centers is ‘billions of AI devices.’

Once AGI operates sufficiently efficiently, AI will move out of data centers. It will enter smartphones, laptops, automobiles, humanoid robots, factory machinery, and various home appliances. This marks the so-called era of On-Device AI. The reason this change is significant for the semiconductor industry is that the scale of the market will shift. Currently, the AI semiconductor market revolves around large data centers. However, as on-device AI takes off, the unit of demand will shift from the number of servers in data centers to billions of smart devices worldwide. Furthermore, for AI to operate independently within each device, memory is required just as much as computing units. To enable smartphones to become AI assistants that understand all of an individual's data, for automobiles to independently assess their surroundings, and for humanoid robots to process information from cameras and sensors in real time, memory with greater capacity and higher bandwidth is necessary. This is precisely the change I am emphasizing. Improving AI efficiency does not render semiconductors unnecessary; rather, it can serve as a catalyst for expanding AI from data centers to billions of devices, including smartphones, automobiles, and robots.

This is where Samsung Electronics' strategic value increases. In the AI era, the speed at which data can be supplied becomes just as important as the performance of computing units. No matter how fast a GPU is, if the necessary data cannot be supplied from memory in a timely manner, the computing unit has no choice but to wait. This is known as the "Memory Wall." Therefore, future AI competition is not simply a race to build the fastest processors. It is also a competition to secure memory that supplies more data faster and with less power. This is why high-bandwidth memory, including HBM, has emerged as a core element of the AI industry.

*The true change in Samsung Electronics' stock price may be reflected in the PER rather than EPS.

When looking at Samsung Electronics' stock price, the most important factor may not simply be an increase in semiconductor sales volume.

Stock prices are fundamentally determined as follows: Stock Price = Earnings Per Share (EPS) × PER. Until now, the market has evaluated Samsung Electronics as a representative cyclical memory company. While it generates massive profits when memory prices rise, prices and profits plummet when there is an oversupply. Therefore, even when Samsung Electronics generated high profits, the market did not believe those profits would last long and assigned a relatively low PER.

However, AGI could change this structure. While past memory demand was heavily influenced by the replacement cycles of PCs, smartphones, and servers, going forward, new demand from AI data centers, AI inference, autonomous AI agents, on-device AI, autonomous vehicles, and humanoid robots may overlap with this. If this happens, the market will find it difficult to evaluate Samsung Electronics merely as a cyclical memory stock any longer.

This is precisely where a re-rating can occur. Explaining this in simple numbers makes the meaning clear. Assuming Samsung Electronics’ earnings per share are approximately 60,000 won, a P/E ratio of 4 results in an enterprise value of about 240,000 won per share. At a P/E ratio of 6, it is about 360,000 won; at 8, about 480,000 won; at 10, about 600,000 won; and at 12, about 720,000 won. The important point is that these numbers do not represent target prices.

It means that even with the same earnings, enterprise value can change two or three times depending on how the market evaluates Samsung Electronics. In other words, a long-term revaluation of Samsung Electronics is not necessarily possible only if earnings double. If the market begins to view Samsung Electronics not as a "cyclical memory company with a P/E ratio of 4" but as a "core AI infrastructure company capable of commanding a P/E ratio of 8 or higher," significant changes in enterprise value could occur.

Of course, there are risks involved. In the early stages, when the efficiency of AI models suddenly improves significantly, Big Tech companies may temporarily delay server expansion by utilizing existing data centers more efficiently. In this case, there is a possibility that the semiconductor industry could experience a short-term "efficiency shock." I, too, am presenting both possibilities: such a short-term delay in investment and an immediate expansion of demand. However, there is only one indicator that must be considered in the long term: Is the global growth rate of AI usage faster than the speed of AI efficiency improvement? If the cost of AI computation drops to one-fifth but the world uses AI 20 times more, the total demand for computation actually quadruples. If that AI spreads beyond data centers to smartphones, automobiles, robots, and factories, the very size of the semiconductor market will change. In that process, Samsung Electronics could hold significance beyond simply being a company that sells more memory. This is because it could transform into a company that supplies the intelligent infrastructure necessary for artificial intelligence to operate. Therefore, the questions South Korea must ask in the era of AGI must also change. The question is not “What will the price of DRAM be next year?” but rather, “How much will the total volume of artificial intelligence consumed globally increase, and who will supply the semiconductors and memory that power that intelligence?” The revaluation of Samsung Electronics’ stock price is likely to begin right here. As AGI becomes a reality, Samsung Electronics has the potential to transform from a “cyclical memory company” into an “intelligence infrastructure company for the AI era.”

South Korea’s AI and semiconductor policies must also prepare for these changes.

*Conclusion—What South Korea must focus on is the “consumption of intelligence.”
