Rep. Park Yong-gap Proposes Bill to Block Public Institutions’ ‘Splitting Recruitment of Local Talent’

Ahead of the government’s second phase of public institution relocation, a bill is being pushed forward to eradicate so-called “trick hiring,” in which public institutions evade mandatory local talent recruitment by splitting hiring quotas into small groups.

Rep. Park Yong-gap (Democratic Party of Korea, Daejeon Jung-gu), a member of the National Assembly’s Special Committee on Budget and Accounts, announced on the 2nd that he has introduced a bill to amend the “Special Act on the Creation and Development of Innovation Cities,” which focuses on significantly strengthening the criteria for exceptions to the mandatory local talent recruitment by public institutions.

The current Innovation City Act stipulates that relocated public institutions must select local talent for at least 30% of their new hires. However, due to exception clauses in the enforcement decree—such as those applicable when the number of hires is five or fewer—criticism has been continuously raised that institutions are circumventing the system by subdividing job categories or splitting recruitment announcements into multiple rounds.

Representative Park strongly criticized such irregular hiring practices during the Budget and Accounts Committee's settlement review on the 24th of last month, and secured a response from Prime Minister Han Sung-sook and Minister of Land, Infrastructure and Transport Kim Yun-duk promising to conduct a comprehensive investigation and implement measures to eradicate the practice.

This amendment blocks the arbitrary operation of the system by mandating that any exemption from mandatory hiring due to reasons such as small-scale recruitment must be approved by the Minister of Land, Infrastructure and Transport, and by requiring the annual public disclosure of the details of exemptions for each institution.

This bill is part of the "Regional Economic Virtuous Cycle Package" legislation that Representative Park is pursuing to link the relocation of public institutions to regional growth. Representative Park had previously proposed an amendment to strengthen the preferential purchasing of local products by relocated public institutions. Representative Park Yong-gap emphasized, “If the relocation of public institutions does not lead to the creation of tangible jobs for local youth and the revitalization of the local economy, it will amount to nothing more than a formal move of ‘merely changing the signboard.’” He added, “In preparation for the second wave of public institution relocations, I will create a structure that fosters a virtuous cycle of hiring local talent and purchasing local goods.”
