군사쿠데타 발생한 서아프리카의 니제르, 현재 사정은 나아졌는가?

3년 전, 서아프리카 니제르에는 군사쿠데타가 발생했다. 니제르의 대통령 경호부대가 모하메드 바줌(Mohamed Bazoum) 대통령과 그의 가족을 억류하고 그와 동시에 다른 부대가 현 정부 전복을 신설 군부 정부로 대체, 국경 폐쇄, 정부 기능 정지, 야간통행금지령 등을 선포했다. 한편 니제르 정부는 수도 니아메에서 쿠데타를 용인할 수 없다며 국민 저항을 촉구했다. 니제르 군의 최고 수장이 쿠데타에 나선 군부의 지지를 표명하는 등 쿠데타 찬반 양측의 대치가 심화하는 양상이다. 이와 같은 군부 쿠데타는 공군 대령인 아마두 아브드라만(Amadou Abdraman)이 언급하기를 국가 안보 상황 악화와 경제 및 사회 시스템의 관리 실패로 인해 무력으로 인한 정권 교체는 필연적이라 했다. 니제르에서 과거부터 현재까지 어떤 일이 벌어지고 있었던 것일까?

 

니제르는 사하라 사막 일대를 영유하고 있는 국가 중, 인근 말리, 차드와 더불어 전체적인 부분에서 총체적인 난국을 겪고 있는 국가 중 하나이다. 니제르는 1인당 GDP가 195개국 중 185위인 613달러 정도로 세계 최빈국 국가 중 하나로 꼽힌다. 게다가 상당히 혼란스러운 아프리카 내에서 쿠데타가 매번 일어나는 국가로 정국이 전혀 안정되어 있지 못한 국가이기도 하다. 프랑스 식민 지배기의 막판인 1960년대에는 그래도 아프리카 국가들 중에서 치안만큼은 가장 안전한 나라 중 하나였는데, 2000년대 들어 나이지리아 북부와 말리 남부 일대에서 이슬람 원리주의 대테러 단체인 보코하람이 장악하면서 치안 자체도 불안해졌다. 보코하람은 동남부 나이지리아 국경 지대 중 차드 호 부근에서 점차 세력을 넓혀가고 있으며 보코하람 가운데 나이지리아와 연계되어 있는 하우사 족이 다수이기에 치안 상태가 불안할 수밖에 없는 실정이다. 

 

이러는 가운데 최악의 경제력도 쿠데타의 원인 중 하나로 여겨지고 있다. 니제르는 자급자족형의 농업과 목축에 의존하고 있지만, 국토의 95%가 척박한 사하라 사막에 위치해 있기에 그마저도 충분하지 않다. 그나마 남부 나이저 강 유역에서는 땅콩을 비롯해 약간의 농산물 수출이 이루어지기도 한다. 그리고 인구가 지나치게 빨리 늘어나는 가운데 사막화마저 심해지는 매우 암울한 상황에 처해있다. 1950년에는 580만명의 작은 국가였으나 2022년을 기준으로 2,500만명까지 인구가 늘어나는 폭발적인 증가세를 보이고 있다. 거가에다 1960년 프랑스에서 독립한 이래 모두 다섯 차례의 군부 쿠데타를 겪었다. 정치, 경제, 사회적인 부분에서 혼란이 가중되다보니 전체적인 국가 지수가 바닥일 수밖에 없다. 때마침 군사적인 부분에 있어서도 남쪽에는 보코하람, 북쪽에는 수단과 차드 일대에서 활약하고 있는 IS 잔당들로 인해 프랑스 및 미국과 연계해 이들을 격퇴하려 했지만 그 또한 쉽지 않다.

 

이는 미국과 프랑스가 아프리카 국가들에 대한 제재 및 인권등을 이유로 군사 원조를 거부하고 있기 때문인데 남쪽 보코하람의 테러 공격으로 인해 상당한 수의 니제르 국민들이 희생됐음에도 보코하람 소탕 때 미군과 프랑스군이 니제르 군의 인권 유린을 이유로 무기 원조를 거부하면서 반미, 반프랑스 정서가 강화되었다. 테러 단체에 자국민을 지켜야 할 의무, 그리고 이들 테러 조직들을 소멸시킬 책임도 분명히 미국이나 서방이 갖고 있는데 이들이 모두 "인권유린"이라는 이유로 무기나 군사 원조를 꺼리고 있는 것이다. 테러 단체나 조직들에게 무슨 인권이 필요하며 이들을 소탕하는게 왜 인권 유린인지 이해할 수 없는 이유를 대며 원조를 하지 않으니 서아프리카 국민들의 불만이 커져 갈 수 밖에 없는 이유다. 그 틈을 러시아가 파고 들어 군사 원조를 해주고 있고 말리, 니제르, 차드, 부르키나파소, 모리타니 등 5개 국가들이 지난해 봄 다에쉬와 알 카에다, 보코하람 등 테러 단체와 맞서기 위해 러시아 정부에 도움을 요청했기 때문에 바그너 그룹과 같은 용병 그룹과 러시아 연방군이 주둔해 있기도 하다.

 

그런 상황에서 미국과 프랑스의 보호 하에 치러진 2021년 1월 2일 대선에서 모하메드 바줌(Mohamed Bazoum)이 당선된 것이다. 그는 친미, 친프랑스파였고 경제력이 바닥인 니제르의 경제를 살리기 위하여 미국과 프랑스 정부에게 보조 금융 지원을 요청하기도 했다. 그러나 2021년 하반기에 요청한 보조 금융 지원은 아직 미국 상원조차 통과하지 못했고 프랑스에서는 아예 의회 안건에도 올라가지 않았다. 게다가 보코하람 등의 테러단체들의 활동이 다시 재개되기 시작하면서 니제르의 안보 상황이 최악으로 악화되었다. 당시 니제르의 군부는 러시아군의 무기 지원 받고 있었고 러시아제 무기로 무장하고 있는 형편이었다. 그런 상황에서 어제 군사 쿠데타가 발생했다. 쿠데타의 주역인 공군 대령 아마두 아브드라만(Amadou Abdraman)은 TV 방송에 동료 군인들과 함께 나와 “우리 국방 보안병력은 이 정권을 끝장내기로 결정했다”며 모든 국가 기구의 활동이 중단되고 국경은 봉쇄되었다고 발표했다.

 

그리고 별도의 통지가 있을 때까지 오후 10시에서 다음날 오전 5시까지 통행금지가 실시된다고 밝혔다. 어제 발표는 앞서 대통령 경호대 일부 병력이 대통령 관저를 포위하고 모하데드 바줌 대통령을 억류하고 난 뒤에 나왔으며 바줌 대통령의 억류 소식이 알려진 뒤 그의 지지자들이 대통령 관저로 접근하려 했으나, 경호대 병력이 경고 사격을 하며 이들을 해산시켰다. 이에 니제르의 집권당은 대통령 경호대 일부 병력이 대통령과 그의 가족, 내무부 장관을 격리하고 있다면서 이같은 쿠데타를 자멸적이고 미친 반 공화국 행위라고 비난했다. 이에 서아프리카 국가 경제 공동체(ECOWAS)는 즉각적이고 무조건적인 대통령 석방을 요구하고 이번 쿠데타 관련 세력이 그의 안전에 대한 책임을 져야 할 것이라고 경고했다. 그리고 이웃 국가인 베냉의 파트리스 탈론 대통령은 서아프리카 국가 경제 공동체 의장 자격으로 니제르의 수도 니아메를 방문해 쿠데타 세력을 만나 중재에 나설 계획인 것으로 알려졌다.

 

이에 제이크 설리반 미국 백악관 안보 보좌관은 “우리는 민주적으로 선출된 니제르 정부를 뒤집으려는 어떤 시도도 강력히 반대한다”고 목소리를 냈고, EU도 “니제르의 민주주의를 약화시키고 안정을 해치는 어떤 시도에도 반대한다”고 밝혔다. 그러나 이와 같은 쿠데타가 발생한 배경에 대해 미국과 프랑스를 비롯한 서방 국가들의 책임이 존재한다고 본다. 미국과 프랑스는 약속했던 보조 금융 지원 등 경제 원조를 해주지 않았고 니제르의 정국 안정과 치안을 안정시키기 위해 어떠한 행동도 하지 않았다. 오히려 "인권 유린"을 이유로 테러단체를 박멸한 어떠한 군사적 지원을 하지 않았다. 온갖 좋지 않은 문제들이 복합적으로 얽히다 보니 그에 대한 불만은 사회 곳곳에서 팽배해 있었고 결국 쿠데타로써 모든 앙금이 터지고 만 것이다. 이 모든 것을 초래해 놓고 이제와서 서구는 그 행동만을 보고 비난하고 있다. 비난만 하지 말고 니제르의 문제를 해결할 수 있는 현실성 있는 중재안을 제시해야 한다. 우크라이나에 지원하는 금액 3분의 1만 니제르에 지원해도 이런 상황은 오지 않았다.

 

니제르는 현재 2023년 7월 발생한 군사 쿠데타 이후 압둘라하마네 티아니 장군이 이끄는 군사 정권 제도가 고착화된 상태에 있다. 니제르는 2024년 1월 말리, 부르키나파소 등과 함께 서아프리카 경제 공동체(ECOWAS)에서 공식적으로 탈퇴한 데 이어 국제 프랑코포니기구(OIF) 탈퇴도 선언했다. 또한, 프랑스군과 미군은 모두 철수한 상태로 일부 러시아군이 남아 있는 상태다. 그러나 여전히 프랑스와 미국의 지원을 받고 있는 반군들이 존재하여 아직까지 내전 중에 있다. 큰 문제는 내전과 빈곤 문제가 현재 심각하다는 것이다. 니제르는 철광석과 우라늄 등 지하자원이 풍부하지만 농업에 지나치게 의존적인 경제 구조로 인해 가난의 문제가 심각하다. 빈곤 문제는 내전이 어떻게든 진압된 이후에야 해결을 모색할 수 있다. 니제르의 가장 근본적인 부분은 말리와 마찬가지로, 새로운 ISIS 계통 세력들의 준동과 이들로 인한 내전이다. 러시아가 니제르 정부군을 지원하며 이들을 격멸하려 하지만 쉽지 않은 상황으로 이 내전 또한 장기전으로 흘러갈 것으로 보인다.

Furthermore, it is a country where political stability is far from secure, as coups occur frequently within the already turbulent African continent. Although it was one of the safest African nations in terms of security during the 1960s, the final years of French colonial rule, security itself became unstable in the 2000s as the Islamic fundamentalist counter-terrorism group Boko Haram seized control of northern Nigeria and southern Mali. Boko Haram is gradually expanding its influence near Lake Chad in the southeastern Nigerian border region, and given that a large portion of its members are Hausa people linked to Nigeria, the security situation remains unstable. Amidst this, the country's dire economic situation is also considered one of the causes of the coup. Niger relies on subsistence agriculture and livestock farming, but even this is insufficient as 95% of its territory lies in the barren Sahara Desert. Fortunately, some agricultural products, including peanuts, are exported from the southern Niger River basin. Furthermore, the country faces a grim situation where desertification is intensifying amidst an excessively rapid population growth. While it was a small nation of 5.8 million people in 1950, it has shown explosive growth, reaching 25 million by 2022. On top of this, the country has experienced five military coups since gaining independence from France in 1960. As chaos intensifies across political, economic, and social sectors, the overall national index is inevitably at rock bottom. Coincidentally, in the military sphere, the country has attempted to repel Boko Haram in the south and IS remnants active in the Sudan and Chad regions in the north by coordinating with France and the United States, but this too has proven difficult. This is because the United States and France are refusing military aid to African countries on grounds of sanctions and human rights. Anti-American and anti-French sentiment has intensified as the U.S. and French refused arms aid, citing human rights violations by the Nigerian military during the eradication of Boko Haram, despite the fact that a significant number of Nigerian citizens were killed in terrorist attacks in the south. The U.S. and the West clearly bear the duty to protect their own citizens from terrorist groups and the responsibility to eliminate these organizations, yet they are reluctant to provide weapons or military aid under the pretext of "human rights violations." Under these circumstances, Mohamed Bazoum was elected in the presidential election held on January 2, 2021, under the protection of the United States and France. He was pro-American and pro-French and requested financial assistance from the U.S. and French governments to revive Niger's economy, which was in abysmal. Niger is currently in a state where a military regime led by General Abdullahamaine Tiani has become entrenched following the military coup that took place in July 2023. Following its official withdrawal from the Economic Community of West Africa (ECOWAS) in late January 2024, along with Mali and Burkina Faso, Niger also declared its withdrawal from the Organization of the Francophonie (OIF). Furthermore, while French and US forces have withdrawn, some Russian troops remain. However, rebel groups still supported by France and the United States exist, and the country remains in the midst of a civil war. The major problem is that the issues of civil war and poverty are currently severe. Although Niger is rich in natural resources such as iron ore and uranium, it faces severe poverty due to an economic structure overly dependent on agriculture. Solutions to this poverty problem can only be sought after the civil war is somehow suppressed. Like Mali, the most fundamental issue facing Niger is the rise of new ISIS-affiliated forces and the civil war caused by them. While Russia supports the Nigerian government forces in an attempt to eliminate them, the situation remains difficult, and this civil war is expected to drag on as a protracted conflict.
