“권력을 잡았다고 권력을 자의적으로 행사하면 불행한 대통령 된다!” 홍준표 전 대구시장이 지난 8월11일 자신의 페이스북에 남긴 경고의 글이다.
가장 먼저 겨냥한 것은 부동산 세제개편안이다. 부부가 각각 지분을 가진 공동명의 주택을 1가구 2주택으로 계산하겠다는 점이 문제다. 이에 홍 전 시장은 “부부 공동명의 주택을 장려할 땐 언제고 그걸 1가구 2주택으로 하겠다고 기상천외한 발상을 하고 있다”라고 지적했다.
공시지가는 통상 시세의 60% 정도인데 그걸 80%까지 올려 세금 폭탄을 투하하겠다는 점을 문제로 지적하면서 “실패한 ‘문재인식 부동산세제’를 도입하고 있다”라고 비판하기도 했다.
실제로 문재인 정부 당시에는 공시가격 현실화율을 단계적으로 높이는 정책이 추진됐지만, 이후 집값 하락과 보유세 부담 등을 이유로 현실화 계획이 수정·폐지되는 방향으로 정책이 바뀌었다. 그런에 이 실패한 정책을 이재명 대통령이 밀어붙이겠다는 것이다. 검사의 보완수사권 폐지에 대해서도 홍 전 시장은 “자기를 핍박했다고 80년 전통의 검찰을 폐지하는 데 그치지 않고 검사의 수사권 자체를 탈취한다”라고 쏘아붙였다. 그러면서 이 같은 정책들이 결국 이 대통령의 국정 지지율 하락으로 이어질 것이라고 단언했다.
개인적으로 홍준표 전 대구시장 같은 스타일의 정치인을 그다지 좋아하지 않지만 이런 판단에 대해선 전적으로 공감한다.
지난 8월11일 공개된 여론조사 결과 역시 이재명 대통령의 국정 지지율이 크게 하락해 최저치를 기록했지만 이게 바닥이 아니라 앞으로도 더 떨어질 가능성이 있음을 보여주고 있다. 실제로 이재명 대통령의 국정 수행 지지율은 “잘 못 하고 있다”라는 부정 평가가 과반에 달했다. 이재명 정부가 강하게 밀어붙이는 ‘검사의 보완수사권 폐지’와 ‘부동산세제 개편안’에 대해서도 “반대” 의견이 상당히 높았다.
뉴시스가 여론조사업체 에이스리서치에 의뢰해 지난 9일부터 10일까지 전국 만 18세 이상 성인 남녀 1018명을 대상으로 이 대통령의 국정 수행 평가를 물은 결과 '잘 하고 있다'라는 긍정 평가는 44.3%에 그쳤다. 반면 '잘못하고 있다'라는 부정 평가는 51.5%로 집계됐다. 지난 3월 1주차(3월 1~2일) 조사와 비교하면 긍정 평가는 무려 14.3%p나 하락했고 부정 평가는 같은 기간 13.5%p 상승했다. 집권당인 더불어민주당 지지율 45.4%보다도 대통령 지지율이 낮은 ‘데드크로스’ 현상이 나타난 것이다.
