[정치 시나리오]정계개편이 온다, 국민의힘은 정신 바짝 차려야!

‘정계개편 가능성’ 시나리오를 상정해 봅니다. 특히 국민의힘이 가장 경계해야 할 시나리오는 민주당 의원 몇 사람이 탈당해 신당을 만드는 단순한 분당이 아닙니다. 더 큰 그림은 따로 있을 수 있습니다. 대통령이 민주당 내부의 권력관계 변화에 대응하면서 개헌과 국가개혁을 명분으로 국민의힘 일부와 손잡고 새로운 정치연합을 만드는 시나리오입니다.

 

물론 현재 그런 계획이 실제 추진되고 있다고 단정할 근거는 없습니다. 그러나 정치는 가능성을 미리 읽고 대비하는 것입니다. 특히 대통령과 민주당 지도부의 이해관계가 앞으로 계속 일치할 것이라고 장담할 수도 없습니다. 대통령에게는 국가권력이 있지만 국회의원들에게는 2028년 총선을 앞두고 공천권 역시 생존을 좌우하는 절대적인 권력입니다. 대통령과 당대표가 인사·정책·개헌·공천에서 충돌하기 시작하면 민주당 의원들에게 선택의 순간이 올 수 있습니다. 대통령과 갈 것인가. 당 지도부와 갈 것인가. 바로 이 틈에서 정계개편의 씨앗이 생길 수 있습니다. 그러나 그것만으로는 판이 움직이지 않습니다. 국민의힘이 정말 경계해야 할 것은 그 다음 단계입니다.

그러나 87년 체제를 끝내자, 제7공화국을 만들자, 지역주의를 끝내자, AI 시대 국가운영체제를 새로 만들자고 하면 이야기가 달라집니다. 정치인은 명분을 보고 움직이고, 결국 선거를 앞두면 생존을 계산합니다. 여기에 국민의힘 내부 갈등과 공천 문제가 겹친다면 위험성은 더욱 커집니다. 특히 수도권·충청권 의원, 지도부 비주류, 중도성향 정치인, 다음 총선 공천을 걱정하는 정치인들에게 개헌연대와 중도통합은 상당히 매력적인 정치적 출구로 포장될 수 있습니다.

 

그래서 과거를 봐야 합니다. 1990년 3당 합당은 하루아침에 대한민국 정치지형을 바꿨습니다. 김대중 대통령의 DJP연합도 마찬가지입니다. 김대중과 김종필은 정치철학도, 지역기반도, 정치적 역사도 달랐습니다. 그런데 손을 잡았습니다. 같아서가 아니었습니다. 서로에게 없는 것을 서로가 가지고 있었기 때문입니다. 김대중에게는 충청과 보수 확장이 필요했고 김종필에게는 집권 가능성이 필요했습니다. 합당하지 않고도 정권을 만들어냈습니다. 바로 이 점을 국민의힘은 가볍게 봐서는 안 됩니다.

 

만약 앞으로 대통령에게 민주당 밖의 정치적 공간이 필요해지는 상황이 온다면, 국민의힘 전체와 합당할 이유는 없습니다. 국민의힘의 일부만 움직여도 됩니다. 보수 전체를 가져갈 필요도 없습니다. 수도권과 충청, 중도층에 상징성이 있는 정치인 몇 사람만 움직여도 정치적 충격은 상당합니다. 그 위에 개헌, 국민통합, 지역주의 극복, 실용정치라는 명분이 붙는 순간 단순한 의원 빼가기가 아니라 새로운 정치질서의 출범처럼 포장될 수 있습니다.

 

과거 바른정당과 바른미래당이 오래가지 못했던 이유도 기억해야 합니다. 사람부터 모았습니다. 그런데 왜 우리가 함께해야 하는가에 대한 국민적 명분과 정치적 정체성을 끝내 만들지 못했습니다. 따라서 다음 정계개편을 설계하는 사람이라면 당연히 그 실패를 반복하지 않으려 할 것입니다. 사람을 먼저 데려가는 대신, 국가개혁 의제→ 개헌→ 초당적 정책연대→ 공동행동→ 선거연대 순서로 갈 가능성을 봐야 합니다. 국민의힘이 막아야 할 것은 개헌 자체가 아닙니다. 대한민국의 미래를 위한 개헌이라면 국민의힘이 오히려 주도해야 합니다. 막아야 할 것은 개헌이 특정 정치세력의 권력 재편 수단이 되는 것입니다.

 

대통령 권력을 재설계한다면서 사실상 정치적 임기를 연장하거나 권력 기반을 재구축하려는 개헌은 안 됩니다. 국민통합을 말하면서 실제로는 야당을 분열시키는 개헌도 안 됩니다. 정치개혁을 말하면서 2028년 공천 불안세력을 끌어모으는 정계개편도 경계해야 합니다. 특히 절대로 넘어서는 안 될 선이 있습니다. 검찰·경찰·감사·세무 등 국가의 권력기관과 정치인의 탈당이나 정치적 이동이 조금이라도 연결되는 일입니다. 만약 권력기관의 수사나 조사가 정치적 이동을 압박하는 수단으로 이용된다면 그것은 정계개편이 아니라 민주주의의 훼손입니다.

 

국민의힘은 앞으로 권력기관의 수사와 정치권의 이동이 연결되는지 더욱 철저하게 감시해야 합니다. 다음 다섯 가지를 유심히 봅시다.

 

첫째, 대통령과 민주당 지도부의 공개적인 정치적 충돌이 반복되는가. 

둘째, 대통령과 가까운 의원들이 독자적인 개헌·정치개혁 모임을 만드는가.

셋째, 국민의힘 수도권·충청·비주류 의원들이 여권 인사들과 개헌 공동행동을 시작하는가.

넷째, 개헌론이 권력구조 개편을 넘어 선거제도와 정당체제 재편까지 확대되는가.

다섯째, 민주당·국민의힘·제3지대 인사들의 공동선언과 정책연대가 반복되는가.

 

이 가운데 여러 현상이 동시에 나타나기 시작한다면 단순한 정치권의 개헌 논의인지, 정계개편의 전 단계인지 냉정하게 살펴봐야 합니다. 그렇다면 국민의힘은 어떻게 해야 합니까. 문을 잠그고 의원들에게 나가지 말라고 호소한다고 해결되지 않습니다. 정당에 매력이 없으면 사람은 떠납니다. 국민의힘이 먼저 개혁해야 합니다. 개헌을 대통령에게 빼앗겨서는 안 됩니다. 국민의힘이 먼저 국가개혁안을 내놓아야 합니다. 87년 체제를 어떻게 바꿀 것인지,대통령 권력을 어떻게 분산할 것인지,국회를 어떻게 개혁할 것인지,지방분권을 어떻게 실현할 것인지,선거제도를 어떻게 바꿀 것인지,AI 시대 정부조직을 어떻게 혁신할 것인지...

 

보수의 국가개혁 청사진을 먼저 국민 앞에 내놓아야 합니다. 동시에 수도권·충청·호남으로 정치적 외연을 넓혀야 합니다. 국민의힘이 영남에 안주하고 수도권에서 계속 약해지고 호남을 포기한다면 누군가는 반드시 그 정치적 공간을 차지합니다. 특히 호남과 보수, 보수와 중도, 영남과 호남을 연결하는 정치적 가교를 스스로 만들어야 합니다. 그 공간을 다른 정치세력에게 내주는 순간 국민의힘은 전국정당이 아니라 지역정당으로 축소될 위험이 있습니다. 가장 중요한 것은 2028년 공천입니다. 밀실공천, 계파공천, 보복공천을 하면 스스로 정계개편의 문을 열어주는 것입니다. 공천에서 밀려날 것이라고 생각하는 순간 의원들은 생존의 길을 찾습니다. 국민의힘이 공정하고 투명한 공천 제도를 미리 확립하는 것이 가장 강력한 정계개편 방어책입니다.

In particular, one cannot guarantee that the interests of the President and the Democratic Party leadership will continue to align in the future. While the President holds state power, for lawmakers, the power of nomination—ahead of the 2028 general election—is also an absolute power that determines their survival. Fourth, is the debate on constitutional amendment expanding beyond the restructuring of the power structure to include the reorganization of the electoral system and the party system?

Fifth, are joint declarations and policy alliances among figures from the Democratic Party, the People Power Party, and the "Third Zone" recurring?
