브레이크뉴스 정명훈 기자= 대한축구협회가 과거 국가대표팀 경기와 관련해 외국인 심판과 경기 감독관에게 부적절한 접대를 제공했다는 내용이 담긴 문화체육관광부 감사보고서가 공개됐다. 접대가 이뤄진 경기에는 월드컵과 올림픽 예선전도 포함된 것으로 나타났다.
JTBC 6일자 보도와 국회의원실 등을 통해 확인된 내용에 따르면 문체부가 2016년 작성한 '대한축구협회 임직원 등 비리 조사 결과' 문건에는 축구협회가 2011년 3월부터 2012년 3월까지 약 1년간 국가대표팀 경기에 참여한 외국인 심판 등을 대상으로 7차례 부적절한 성접대를 했다는 조사 결과가 담겼다.
문체부는 당시 축구협회 심판국 관계자들의 진술과 법인카드 사용 내역, 협회의 소명 자료 등을 종합해 해당 접대가 이뤄진 것으로 판단한 것으로 전해졌다.
이 가운데 3건은 월드컵과 올림픽 예선전과 관련된 것으로 조사됐다.
2012년 2월 29일 서울월드컵경기장에서 열린 2014 브라질월드컵 아시아지역 예선 한국과 쿠웨이트전 당시에는 경기 당일 새벽 서울 강남구 역삼동의 한 안마시술소에서 축구협회 법인카드로 50만원이 결제됐다.
문체부는 해당 결제가 쿠웨이트전에 참여한 외국인 심판 2명을 대상으로 한 성접대 비용이라고 판단했다. 당시 결제 담당 직원은 문체부 조사에서 안마 비용에 성매매 비용이 포함됐으며, 외국인 심판들이 공항이나 숙소 등에서 먼저 요구해 접대했다는 취지로 진술한 것으로 전해졌다.
같은 해 9월 22일에는 경남 창원의 한 안마업소에서 76만원이 결제됐다. 이날은 한국 대표팀이 창원축구센터에서 오만과 2012 런던올림픽 최종예선 경기를 치른 날로, 문체부는 해당 비용 역시 경기 참가 심판 4명을 대상으로 한 접대 비용으로 판단했다.
심판을 관리·감독하는 경기 감독관에게도 부적절한 접대가 제공됐다는 내용이 감사보고서에 포함됐다.
2012년 3월 14일 서울 강남구 역삼동의 한 마사지 업소에서는 축구협회 법인카드로 19만8000원이 결제됐는데, 문체부는 경기 감독관 1명을 대상으로 한 성접대 비용으로 판단했다.
당시 축구협회가 접대한 대상은 외국인 심판과 감독관 등 10여 명으로, 한 차례에 수십만원에서 100만원이 넘는 비용이 지출된 사례도 있었던 것으로 전해졌다.
문체부가 조사한 기간 동안 성접대가 이뤄진 것으로 파악된 경기는 월드컵 및 올림픽 예선전 3경기와 평가전 4경기 등 모두 7경기다. 이 가운데 2011년 9월 오만과의 런던올림픽 예선, 2012년 2월 쿠웨이트와의 월드컵 예선, 2012년 3월 카타르와의 런던올림픽 예선 등이 포함됐다.
해당 내용은 당시 조사에서 파악됐지만 공개되지는 않았다. 당시 축구협회 회장은 정몽규 전 회장이 아닌 조중연 전 회장이었다.
축구협회 측은 관련 보도에 대해 "문서 보관 연한이 지나 현재로서는 자세한 내용을 파악하기 어렵다"고 밝혔다. 축구협회의 문서 보관 연한은 5년으로 알려졌다.
이 관계자는 이어 "15년 전 불미스러운 일이 있었는지는 모르지만 현재는 법인카드와 관련해 철저한 시스템을 마련해 준수하고 있다"고 말했다.
축구협회는 2013년 이후로 클린카드 시스템을 도입, 유흥시설 등에선 결제가 불가능하다고 밝혔다.

The Ministry of Culture, Sports and Tourism (MCST) determined that this payment was for sexual entertainment expenses for two foreign referees participating in the match against Kuwait. The audit report also included details that inappropriate entertainment was provided to match supervisors responsible for managing and supervising referees. The details were identified during the investigation at the time but were not disclosed. The president of the Football Association at the time was former President Cho Joong-yon, not former President Chung Mong-kyu.
