근대 정치이론은 이탈리아의 마키아벨리에서 시작한다. 16-17세기 유럽에서는 권력자가 너무 쉽게 바뀌어 어느 누구도 권력이 실제로 어디에 실재하는지 알지 못했다. 대표적인 예가 찰스 1세(영국)의 처형이었다. 프랑스 대혁명(1789) 140년전 1649년에 발생한 사건이었다.
마키아벨리의 [군주론]에 영향을 준 사건도 이탈리아 로마냐 도시 체제나의 1502년 이른 아침이었다. 장터는 따사로운 아침햇살을 받으며 평화롭게 보였다. 하지만 그 한가운데서는 끔직한 광경이 연출되고 있었다. 그곳에서 이전 총독인 레미로 데 오르코가 결박된 사지가 놓여 있었고, 그 옆에는 피묻은 칼이 있었다. 데 오르코를 산채로 두동강 낸 것이다.
이야기를 거슬러 올라가면 데 오르코를 총독에 임명한 로마냐 공작인 스페인계 체사레 보르자가 공국이 주민들의 봉기로 통제불능에 처하자 데 오르코를 자신을 대신할 총독으로 임명했다. 그는 단시간에 안녕과 질서를 되찾았다. 하지만 이를 위해 그는 심히 잔인하게 다루었고, 모든 주민들은 그를 증오하게 되었다. 여기에 그는 데 오르코와 차별될 뿐 아니라 폭정의 책임자를 잔혹하게 죽여 주민들의 환심을 사기위해 결행한 것이다.
이재명은 "권력은 잔혹하게 사용해야 한다"고 알려지고 있다. 하지만 이재명이 마키아벨리가 독재와 극악무도한 정치가의 유형을 찬양했다고 본다면 이것은 명백한 오해다. 무엇보다 마키아벨리의 정치이론이 냉혹하지만 당시 혼란과 무질서가 지배한 이탈리아의 현실에서 출발해야 한다.
외교관으로 공직을 경험한 그는 국제정세, 즉 전쟁과 용병이 횡행하던 현실주의를 깨달은 것이다. 그에게 "도덕이나 민주주의는 중요한 게 아니라 질서를 보장하는 강력한 공권력이 중요했던 것이다."
그의 눈에 비친 체사레 보르자는 모범적인 군주였다. 그는 자신의 권력을 상실하지 않고 강화시키는 법을 알기 때문이었다.
그는 군주가 배워야만 첫 번째 교훈은 상황이 요구한다면 선하지 않아야한다는 것이다. 마키아벨리의 현실적 판단에 따르면 도덕적으로 행동하기보다 부도덕하게 행동하는 것이 필요한 경우가 훨씬 많다는 점이다.
그러나 잔혹한 결행은 자주 행하는 것이 아니라 데 오르코의 사형집행처럼 모아서 한꺼번에 결행해야 주민들의 응징과 경외를 갖게 된다는 점이었다.
또한 충실함, 자애로움, 안간성, 종교 등도 루틴하게 수용할 때 잔혹함도 오히려 긍정적으로 작용한다는 것이다. 결국 마키아벨리가 발견한 방법론은 전혀 상이한 요소가 결합(combination)되는 서구식 사고방식의 원조가 되는 점이다.
우리는 마키아벨리즘을 삼국지에 적용하면 한실과 인(어짐)에 집착해온 유비는 실패자의 유형이고, 실용주의, 계산, 그리고 현실감각이 출중했던 조조와 손권은 성공인의 모델이 된다. 또한 독재자로 폄하당하는 이승만,박정희, 전두환대통령은 난세를 극복한 위대한 지도자인 것이다.

무엇보다 남북대치와 자원빈곤 속에 성공한 건국, 조국근대화는 민주주의를 희생했기에 오히려 최고의 지도자가 된 것이다. 마키아벨리의 역사적 통찰력은 그리스와 로마 공화정을 통해 " 민주주의는 취약함이란 악업이 있다."는 결론에 도달한다.
어쩌면 민주화 40년이 경과한 한국의 정치현실, 즉 이념으로 나뉘고 공산화의 위협속에 있기에 마키아벨리의 상황과 그의 통찰이 이해되는 것이다. 역사는 민주주의는 때로 반민주적 결단으로 지켜진다는 역설이 존재하기 때문이다.

Modern political theory begins with Machiavelli of Italy. In 16th and 17th-century Europe, rulers changed so easily that no one knew where power actually existed. A prime example was the execution of Charles I (England). This event took place in 1649, 140 years before the French Revolution (1789).
The event that influenced Machiavelli's *The Prince* also took place early in the morning of 1502 in the city of Cesena in Romagna, Italy. The marketplace appeared peaceful, bathed in the warm morning sunlight. However, a horrific scene was unfolding right in the middle of it. There lay the bound limbs of the former governor, Remiro de Orco, and beside them lay a bloodstained knife. De Orco had been cut in two while still alive.
Tracing the story back, Cesare Borgia, the Spanish Duke of Romagna, appointed De Orco as his successor when the Duchy of Romagna fell out of control due to a popular uprising. De Orco restored peace and order in a short time. However, to achieve this, he treated the people with extreme cruelty, causing all the residents to come to hate him. Furthermore, he carried out this action not only to distinguish himself from De Orco but also to win the residents' favor by brutally killing the person responsible for the tyranny.
Lee Jae-myung is known for saying, "Power must be used cruelly." However, if Lee Jae-myung believes that Machiavelli praised dictatorship and the type of heinous politician, this is a clear misunderstanding. He believed the first lesson a prince must learn is that one should not be good if the situation demands it. According to Machiavelli’s realistic judgment, there are far more instances where it is necessary to act immorally than to act morally.
However, cruel acts should not be carried out frequently, but rather collectively and all at once, as in the execution of De Orco, in order to provoke retribution and awe from the inhabitants.
Furthermore, he argued that cruelty can actually have a positive effect when loyalty, benevolence, humanity, and religion are routinely accepted. Ultimately, the methodology discovered by Machiavelli serves as the origin of the Western way of thinking, which involves the combination of entirely disparate elements. If we apply Machiavellianism to the Romance of the Three Kingdoms, Liu Bei, who was obsessed with the Han Dynasty and benevolence, represents the type of failure, while Cao Cao and Sun Quan, who excelled in pragmatism, calculation, and a sense of reality, serve as models of success. Furthermore, Presidents Syngman Rhee, Park Chung-hee, and Chun Doo-hwan, often disparaged as dictators, are actually great leaders who overcame turbulent times.
Above all, the nation-building and modernization achieved amidst inter-Korean confrontation and resource scarcity are precisely because they sacrificed democracy, making them the greatest leaders. Machiavelli’s historical insight, through the Greek and Roman republics, leads to the conclusion that "democracy has the evil of vulnerability."
Perhaps Machiavelli’s situation and his insights are understood in the current political reality of Korea, 40 years after democratization—a nation divided by ideology and under the threat of communization. This is because history holds the paradox that democracy is sometimes preserved through anti-democratic decisions.
