[브레이크뉴스=배종태 기자] 우리나라 일반가구의 75.9%가 공동주택에 거주하는 등 공동주택이 대표적인 주거 형태로 자리 잡은 가운데, 자치구·군마다 상이한 법령 해석과 감사 기준으로 발생하는 행정 혼란을 해소하기 위해 부산광역시가 직접 컨트롤타워 역할을 맡아야 한다는 주장이 제기됐다.
부산광역시의회 복지환경위원회 소속 박희용 의원(부산진구1, 국민의힘)은 지난 14일 열린 제338회 임시회 제1차 본회의 5분 자유발언을 통해 공동주택 관리체계의 전문성과 행정 일관성을 높이기 위한 제도 개선을 촉구하며 부산시의 실효성 있는 대책 마련을 요구했다.
박 의원은 현재 공동주택 관리 현장이 입주민의 과도한 민원과 갑질, 관리 인력의 잦은 이직 등으로 몸살을 앓고 있다고 지적했다. 특히 기초지자체마다 다른 행정 기준과 감사 잣대로 인해 현장의 혼란이 반복되고 있으며, 이는 결국 주거서비스의 품질 저하와 시민 불편으로 직결되고 있다고 강조했다.
이 같은 문제를 해결하기 위해 박 의원은 구체적인 3대 방안을 제시했다. 우선 ▲부산시가 중심이 되는 '공동주택 관리 컨트롤타워'를 구축할 것을 제안했다. 이와 함께 부산시와 구·군, 주택관리사, 입주자대표회의 등이 고루 참여하는 ▲'공동주택 통합관리 실무협의회'의 구성과 ▲법률·회계·시설관리 등 분야별 전문 자문을 지원할 '공동주택 관리지원센터'의 설치를 촉구했다.
특히 박 의원은 부산시가 사업자 선정이나 긴급공사, 감사 기준 등에 대한 표준 가이드라인을 수립해 지역별 행정 편차를 줄여야 한다고 역설했다. 아울러 단순하거나 경미한 지적 사항에 대해서는 과태료 처분 위주의 징벌적 행정보다는 행정지도와 컨설팅을 우선 적용하는 '예방 중심의 관리체계'로 패러다임을 전환해야 한다고 주장했다.
박 의원은 공동주택 관리의 수준이 곧 시민 삶의 질을 보여주는 척도라며, 관리 현장의 안정이 시민의 안심으로 이어지고 전문성이 유지되어야 공동주택의 가치도 함께 높아질 수 있다고 설명했다. 이어 부산시가 현장과 행정을 잇는 든든한 가교가 되어 신뢰받는 공동주택 관리 체계를 만들어가야 한다고 강조했다.
한편, 이날 본회의장에는 대한주택관리사협회 부산시회 회원 80여 명이 방청석을 찾아 박 의원의 발언을 경청하며 공동주택 관리 제도 개선에 대한 높은 관심을 나타냈다.

With 75.9% of ordinary households in South Korea residing in joint housing (such as apartments), making it the nation's representative living space, a strong call has been made for the Busan Metropolitan Government to step up as an administrative control tower. The move is aimed at resolving chronic administrative confusion caused by differing legal interpretations and audit standards across various districts and counties.
Busan City Councilman Park Hee-yong (Busanjin-gu 1, People Power Party), a member of the Welfare and Environment Committee, delivered a five-minute policy speech during the first plenary session of the 338th extraordinary session on the 14th. During his address, Park strongly urged the city to implement practical improvements to enhance the professionalism and administrative consistency of the joint housing management system.
Park pointed out that management offices on the ground are currently plagued by excessive complaints, abusive behavior (gapjil) from residents, high turnover rates among staff, and inconsistent audit standards and legal interpretations by local municipal governments. He warned that this recurring administrative confusion ultimately degrades the quality of housing services and leads to resident inconvenience.
To address these systemic issues, Park proposed three key initiatives. First, he called for the establishment of a "Joint Housing Management Control Tower" centered around the Busan Metropolitan Government. Second, he suggested forming a "Joint Housing Integrated Management Working Council" comprising Busan City, district and county offices, housing managers, and resident representative coalitions. Third, he recommended creating a "Joint Housing Management Support Center" to provide expert consultation in legal, accounting, and facility management matters.
In particular, Park emphasized that Busan City must establish standardized guidelines for contractor selection, emergency construction, and audit criteria to reduce administrative discrepancies between regions. He also stressed the need to transition to a prevention-oriented management system, where administrative guidance and consulting are prioritized over fines for minor infractions.
Park noted that the quality of joint housing management serves as a yardstick for the citizens' quality of life, adding that stability at the management level is essential for residents to feel secure, and that sustained professionalism is key to preserving property value. He concluded by urging Busan City to serve as a bridge between district offices and the field to build a trusted management system.
Meanwhile, about 80 members of the Busan Chapter of the Korea Certified Housing Managers Association observed the plenary session from the gallery, showing keen interest in the proposed administrative reforms.
