"Overcoming Administrative Boundary Barriers"… Jeonnam-Gwangju Integrated Special City Holds 'Gwangju Region Pine Wilt Disease Control Council'
First Control Council Meeting Since Launch of Integrated Special City… Korea Forest Service, Local Governments, and Experts Put Their Heads Together. Severe Spread of Pine Wilt Disease Due to Climate Change… Agreement Reached to Establish Joint Monitoring and Control System with Adjacent Cities, Counties, and Districts, Expand Tree Species Conversion in Border Areas, and Regularize Expert Consultations.
(Naju = Break News) Reporter Lee Hak-su = Jeonnam-Gwangju Integrated Special City has set out to establish an integrated control system to prevent the spread of pine wilt disease in the Gwangju region for the first time since its launch.
Jeonnam-Gwangju Integrated Special City announced that it held the ‘Gwangju Region Pine Wilt Disease Control Council’ on the 15th at the Korea Forest Research Institute conference room to establish a joint monitoring and control response system with Gwangsan-gu, which has suffered severe damage from the disease, and adjacent cities, counties, and districts.
This council meeting was organized to fundamentally block the spread of pine wilt disease within the region by establishing a more efficient and organic joint pest control network that transcends administrative boundaries following the launch of the unified Seoul Metropolitan City.
The meeting was attended by a large number of officials from the Korea Forest Service and the unified Seoul Metropolitan City, as well as relevant local governments including Naju-si, Hampyeong-gun, Jangseong-gun, Damyang-gun, Hwasun-gun, Gwangsan-gu, and Buk-gu. Also present were forestry experts from organizations such as the Korea Forest Disaster Safety Technology Corporation and the Korea Association of Forest Engineers. They shared the recent status of pine wilt disease outbreaks and intensively reviewed specific pest control strategies and implementation plans for each city, county, and district.
Recent temperature increases and reduced precipitation due to climate change are creating an environment favorable for the activity of the vector insect, the long-horned pine sawyer, thereby fueling the rapid spread of pine wilt disease. In fact, as of the end of May this year, a total of 155,000 pine trees across 22 cities, counties, and districts nationwide were reported to have been damaged. Of these, the damage to adjacent cities, counties, and districts bordering Gwangsan-gu alone amounts to 35,825 trees, highlighting the urgent need for a joint response.
Accordingly, the Korea Forest Service introduced the current status of damage from the nationwide "Third Mass Outbreak of Pine Wilt Disease" and the key contents of the National Pest Control Strategy established in January of this year, repeatedly emphasizing the necessity of "tree species conversion control" that goes beyond simple pest control. Following this, Yoo Seok-bong, Head of the Korea Forest Disaster Safety Technology Corporation, analyzed and presented damage trends in the Gwangju region over the past three years and proposed effective pest control strategies.
Each local government shared pest control performance results from the first half of last year and plans for monitoring and control in the second half of this year. Through this consultation, the participating organizations agreed on ▲joint monitoring and control in areas adjacent to cities, counties, and districts ▲establishment of defense lines against spread ▲annual expansion of tree species conversion in border areas ▲and regularization of pest control councils and expert consulting, and pledged to cooperate actively.
The Integrated Special City of Jeonnam-Gwangju plans to continuously operate a joint response system based on the discussions held at this council meeting. The policy aims to organically connect the entire process, from surveillance to actual control and post-management, in order to prevent the spread of pine wilt disease at an early stage and conserve valuable forest resources.
Kang Shin-hee, Head of the Forest Resources Division of the Integrated Special City, emphasized, "Since pine wilt disease spreads regardless of administrative boundaries, close cooperation between agencies is of the utmost importance." He added, "Taking the launch of the Integrated Special City as an opportunity, we will further solidify the joint response system in the Gwangju region to minimize damage from the disease and do our utmost to pass on healthy forests intact to future generations."
