What the public wants is not a self-audit.
It is confirmation of responsibility.
■ The KFA and the ministry must answer
This publication publicly raises the following questions regarding the next KFA presidential election.
Regardless of whether a separate official letter is sent, these are the minimum public questions that Korean football must answer before the people.
The Korea Football Association must answer.
When exactly will Chung Mong-gyu submit his resignation letter? Will the next presidential election be held under the existing indirect election system? Can a direct election or an expanded electoral college be applied starting with this election? Does the KFA plan to amend Article 23-2, Paragraph 2, the under-70 candidate eligibility restriction, before this election? What are the facts regarding how this clause was introduced in 2020 during Chung Mong-gyu’s presidency, and the explanation at the time that it was based on FIFA rules? What are the current criteria for composing the electoral college? To what extent can the list of electors or their composition ratio be disclosed? What safeguards are in place to avoid criticism that the next presidential election is merely an extension of the Chung Mong-gyu system?
The Ministry of Culture, Sports and Tourism and the Korean Sport & Olympic Committee must also answer.
How far have discussions on reforming the KFA presidential election system progressed? Is it possible to amend the rule requiring election within 60 days of a vacancy? Can the amended rule be applied to this by-election? What is the ministry’s position on the KFA’s under-70 candidate eligibility clause? What review has been conducted to ensure that a direct election or expansion of the electoral college does not conflict with FIFA’s principle of political independence? If the KFA proceeds with the existing indirect election system, what response plan does the ministry have?
These questions will remain in this article.
If there is no answer, that silence too will be recorded as the current state of Korean football administration.
■ Korean Football Special Investigation asks about the election board
The core of the 13-year Chung Mong-gyu system was not only results on the pitch.
It was a structure in which power was concentrated in one person, a decision-making process that lacked transparency, and the question of who decides the future of Korean football.
If the election board remains the same even after Chung leaves, Korean football will stand again before the same door.
People can leave. But structures remain. The articles of association remain even more firmly.
Changing the head coach is a prescription. Changing the president is surgery. But changing the election structure and the articles of association is constitutional reform for Korean football.
The question of Part 5 is simple.
It is not who the next president will be.
It is who will choose the next president.
