브레이크뉴스 정명훈 기자= 2026 국제축구연맹(FIFA) 북중미 월드컵에서 한국 축구대표팀의 부진 이후 대한축구협회 회장 선출 방식을 현행 간선제에서 직선제로 전환하는 방안이 추진된다.
30일 체육계에 따르면 문화체육관광부와 대한체육회는 최근 대한축구협회 선거 제도 개선을 위해 회원종목단체 규정 개정 방안을 논의했다.
현재 대한축구협회는 회장 선거를 간선제로 투표한다. 미리 선정된 100~300명의 선거인단만이 투표에 참여해 회장을 선출하는 방식이다. 간선제는 일반 축구 지도자나 선수 대부분의 의견이 반영되지 못한다는 점과 선거인단 내에서 '카르텔'이 형성될 가능성이 높아 비판받아왔다.
이에 따라 대한체육회는 지난해 1월 제42대 대한체육회장 선거 이후 간선제를 직선제로 전환하기 위한 정관 개정을 추진해 왔다. 공청회와 간담회 등 절차를 거쳐 다음 달 16일 열리는 대의원총회에서 정관 개정을 논의할 예정이었다.
당초 대한체육회는 2028년 대한체육회장 선거와 2029년 회원종목단체 회장 선거부터 직선제를 적용한다는 계획이었다.
그러나 북중미 월드컵에서 대표팀이 부진한 성적을 거둔 이후 대한축구협회 차기 회장 선거의 공정성과 대표성 강화를 요구하는 목소리가 커지면서 관련 규정 개정을 앞당기는 방향으로 검토가 이뤄지고 있다.
또한 직선제 변경 전 '회장 궐위 시 60일 이내 신임 회장을 선출해야 한다'는 규정 먼저 손질해야 한다.
사퇴 의사를 밝힌 정몽규 회장이 사직서를 제출하면 즉각 보궐선거 체제로 전환되며 60일 내에 새 회장을 선출해야 한다. 이렇게 될 경우 선거인단 확대를 위한 준비가 현실적으로 어렵기 때문에 새 회장 선출기한을 늘려 시간을 번 뒤, 직선제로 전환하겠다는 입장이다.
다만 축구 관련 인원이 수만명에 달하는 만큼, 모든 구성원이 참여하는 완전한 직선제 도입은 현실적으로 어려워 보이며 전국대회 출전 선수와 지도자 등 일정 기준을 충족한 구성원으로 선거인단을 대폭 확대하는 방식이 유력하게 검토되고 있다.

According to the sports community on the 30th, the Ministry of Culture, Sports and Tourism and the Korean Olympic Committee (KOC) recently discussed a plan to revise the regulations of member sports organizations to improve the KFA's election system.
Currently, the KFA conducts its presidential elections through an indirect voting system. This method involves only a pre-selected electoral college of 100 to 300 people participating in the vote to elect the president. The indirect system has been criticized for failing to reflect the opinions of the majority of general football coaches and players, as well as for the high possibility of "cartels" forming within the electoral college.
Consequently, the KOC has been pushing for an amendment to its articles of association to switch from the indirect system to a direct system since the 42nd KOC presidential election last January. The amendment was scheduled to be discussed at the General Assembly of Delegates on the 16th of next month, following procedures such as public hearings and consultations. The Korean Sport & Olympic Committee (KSOC) initially planned to implement a direct election system starting with the 2028 KSOC presidential election and the 2029 elections for the presidents of member sports federations.
However, following the national team's poor performance at the CONCACAF World Cup, calls to strengthen fairness and representativeness in the next KFA presidential election have grown louder. Consequently, the committee is now reviewing the matter to expedite the revision of relevant regulations.
Furthermore, prior to switching to a direct election system, the regulation stating that "a new president must be elected within 60 days of a presidential vacancy" must be revised first.
If President Chung Mong-kyu, who has expressed his intention to resign, submits his resignation letter, the system will immediately transition to a by-election, requiring a new president to be elected within 60 days. Since preparing to expand the electoral college would be realistically difficult under these circumstances, the committee intends to buy time by extending the deadline for electing a new president before transitioning to a direct election system. However, given that the number of people involved in soccer amounts to tens of thousands, it appears realistically difficult to introduce a full direct election system in which all members participate; therefore, a method of significantly expanding the electoral college to include members who meet certain criteria, such as players and coaches who have competed in national tournaments, is being seriously considered.
