특위는 ‘함께 성장하는 경기, 대한민국 혁신 성장의 심장 경기북부’를 최상위 목표로 삼았다. 이를 위해 먼저 탄탄한 5대 기반을 다진다. 구체적으로 ▲규제 혁신 기반(중첩규제 완화) ▲성장 공간 확보(미군 반환 공여지 및 군 유휴부지 개발) ▲제도 특례 기반(평화경제특구 지정) ▲광역 거버넌스 구축(평화지대 행정협의회 구성) ▲정주 여건 개선(특성화고·대학병원 유치 등)을 추진해 성장동력이 뿌리내릴 토양을 마련한다.
