지난 5월 28, 29일 카자흐스탄의 아스타나에서 열린 유라시아 경제연합(EAEU) 정상회의에서 러시아와 벨라루스, 카자흐스탄, 키르기즈스탄 정상들은 공동성명을 통해 아르메니아를 향해 EU 가입 혹은 EAEU 잔류를 묻은 국민투표 실시를 요구했다. 또한 아르메니아의 EU 가입 준비는 EAEU 국가들의 경제 안보에 심각한 위험을 초래하니 이를 그만두라고 권고했다. 이러한 권고는 파시냔 총리를 대신해 회의에 참석한 므헤르 그리고랸(Mher Grigoryan) 아르메니아 부총리에게 전달되었다. 그리고랸 부총리는 이날 EAEU 정상회의에서 서방 국가들과의 무역 및 경제 협력, 그에 대한 관계 발전에 대해서는 EAEU의 핵심 과제라 주장했다. 그리고 자유무역협정(FTA)의 확대를 주장했으며 또한 아르메니아를 통과하는 카스피해 횡단 국제수송로(TITR)를 적극 활용할 것을 강조했고 운송 경로의 다변화는 무역량 증가에 기여할 수 있다고 언급했다.
현재 러시아가 아르메니아의 친서방 노선을 막는 방법은 친러 성향의 야당이 총선에서 승리하는 것 밖에 없다. 과거 우크라이나 대선과 조지아 총선에서 이용했었던 경제적 압박 카드를 연이어 내놓으며 선거 압박용으로 사용했다. 대표적인 부분이 바로 러시아산 가스 공급의 특혜를 폐지하겠다는 내용이다. 마리아 자하로바 외무부 대변인은 자신의 텔레그램 채널을 통해 러시아는 아르메니아가 EU에 가입할 경우 가스와 석유 제품, 다이아몬드 공급 계약을 파기할 수 있다고 경고했다. 아르메니아 다비드 후다탸안(David Hudatyayan) 국토행정 및 인프라부 장관은 가스 공급 계약 해지 가능성에 대해 러시아 에너지부의 서한을 아직 받지 못했다고 주장했다. 이에 자하로바 대변인은 주 아르메니아 러시아 대사관이 서한을 27일 아르메니아에 공식으로 전달했다며 직접 알려주기도 했다.
러시아 측이 보낸 서한은 아르메니아가 EU 가입 절차를 계속 진행할 경우, 러시아는 아르메니아에 대한 천연가스, 석유 제품 및 원석 다이아몬드 공급 협력에 관한 2013년 12월 2일에 맺은 협정을 중단하거나 일방적으로 파기할 것이라는 내용을 담고 있다. 러시아는 이와 같은 협정에 따라 아르메니아에 가스 및 석유제품, 다이아몬드 등을 수출 관세 없이 러시아의 내수 가격으로 공급하는 것으로 합의하고 현재까지 13년 동안 꾸준히 보내고 있다. 아르메니아는 가스의 85%, 석유제품의 62%, 다이아몬드의 50%를 러시아에 의존하고 있는 실정이다. 그런데 러시아가 이 협정을 파기하면 아르메니아는 당장 에너지 가격이 폭등하게 된다. 아르메니아의 1인당 GDP는 10,400불 정도다. 이는 러시아의 일방적의 지원이 있었기 때문에 가능한 일이다. 사실 조지아의 1인당 GDP가 7,000불이 되지 않는데 아르메니아가 10,000불이 넘는 이유는 오로지 러시아 덕택이다. LNG의 국제 시세가 입방미터(㎥)당 570~590불인 상태에서 러시아는 입방미터당 약 177불에 천연가스를 제공하고 있다.
러시아 국영 기업 가스프롬은 지난 2013년 가스프롬 아르메니아에 연간 25억㎥ 규모의 가스를 장기적으로 공급하는 계약을 맺었다. 이후 가스 가격이 일부 인상되기는 했지만, 공급 계약은 2032년까지 연장된 상태에 있다. 작년인 2025년 기준, 가스프롬은 아르메니아에 총 27억㎥를 제공해 아르메니아의 가스 수요 거의 전부를 책임지고 있는 실정이다. 아르메니아는 이란으로부터도 약 4억 7,600만㎥의 가스를 공급받고 있지만, 이란으로부터 받은 가스는 순수히 전력 생산에만 충당하고 있는 실정이다. 아르메니아가 러시아에게 지원 받는 것은 가스 뿐만이 아니다. 소련 시절에도 작은 민족 공화국 중 하나에 불과했던 아르메니아의 대러 경제 의존도는 절대적일 정도다. 2024년을 기준으로 아르메니아의 전체 수출에서 러시아가 차지하는 비중은 24%이다. 이는 아랍에미리트(UAE)에 이어 두 번째로 큰 비중이다. 이란-미국 전쟁으로 인해 아르메니아의 대 중동 수출 시장은 매우 좁아져 어려움을 겪고 있는 반면, 우크라이나 전쟁 이후 러시아 병행 수입의 중추 역할을 맡아온 아르메니아는 대러 수출이 GDP의 약 5%를 차지한다.
WTO는 아르메니아의 2026년 수출 물량이 전년 대비 약 35% 감소한 83억 9,000만 불에 그칠 것으로 전망했다. 아르메니아의 수출에 대해 러시아가 조치하게 되면 아르메니아의 경제는 심각해 진다. 지난 5월 20일 아르메니아산 꽃은 러시아에 상당한 수출을 하고 있다. 그런데 러시아는 이를 일시적으로 제한하는 방책을 검토했고 러시아 연방 수의식물위생 감독청의 발표를 시작으로, 아르메니아 생수 브랜드 예르무크(Jermuk)를 수입하여 유통하는 것도 금지했다. 그리고 아르메니아산 과일 및 채소의 선적 검사를 중단했으며 아르메니아산 코냑 및 주류를 수입 및 판매 금지 등의 조치가 잇달아 시행되었다. 러시아의 이같은 무역 봉쇄는 아르메니아에 대해 무역 전쟁을 선포한 것과 아주 유사하다. 지난 2016년 EAEU에 가입한 아르메니아가 각종 무역 혜택을 누리면서 러시아에 비우호적인 국가들과 교역을 추진하는 것에 대해 아르메니아를 응징할 수밖에 없기 때문이다. 그런데 아르메니아산 과일과 채소, 주류 등에 대한 러시아의 제재는 아르메니아 농민들에게 매우 민감한 부분이다. 게다가 코냑 수입 금지는 아르메니아 경제에 심대한 타격을 가할 수 있다.
이는 아르메니아가 코냑 생산량의 80~90%를 러시아 시장에 공급하고 있기 때문이다. 2023년 아르메니아 코냑의 대러 수출 규모는 약 2억 달러에 달할 정도였다. 러시아 시장에서도 아르메니아산 코냑은 50% 이상을, 조지아산이 약 4분의 1인 25%를 차지하고, 프랑스산은 10% 미만에 있다. 그러나 아르메니아 코냑이 EU와 미국 시장으로 진출하기에는 역부족이다. 그 이유는 최강의 프랑스 코냑을 이기기에는 브랜드 네이밍이 매우 약하기 때문이다. 아르메니아 농민들이 생산하는 과일과 채소의 약 90%가 러시아로 수출된다. 아르메니아의 지리적인 위치와 물류망, 과일과 채소의 짧은 유통기한으로 인해 아르메니아가 과일과 채소를 EU나 중국으로 돌리기에는 매우 위험하다. 러시아의 아르메니아에 대한 경제 규제는 아르메니아 농업 부문에 직접적인 위협이 되고, 파시냔 총리의 지지층을 무너뜨릴 수 있다. 이에 파시냔은 러시아의 경제적인 제재를 카스피해 횡단 국제수송로(TITR)라는 운송 수단에서 찾고 있다. 파시냔은 지난 24일 자신의 텔레그램 채널을 통해 아할칼라키-카르스 화물 철도망이 공식적으로 개통됐다고 주장했다.

파시냔은 지난 2월 남부 카프카스 철도 운영 시스템이 아르메니아를 지정학적 전략적인 지위와 경쟁에서 우위를 잃게 만들고 있다면서 카자흐스탄, 아랍에미리트, 카타르 등에 남부 카프카스 철도를 매각할 것을 주장하기도 했다. 파시냔은 이번 총선에서 TITR를 통한 러시아로부터 경제적 독립이라는 기조를 유지했다. 그는 아르메니아가 이제 세계의 교차로가 되고 있기 때문에 앞으로 더 많은 돈을 벌게 될 것이라 주장했다. 따라서 러시아의 가스 공급 중단에 따른 에너지 가격 상승도 우려하지 않는다고 자신했다. 파시냔은 운송로의 다변화와 서방 진영과의 교역 확대로 러시아의 경제적 압박에서 벗어날 수 있다고 보고 있다. 결국 그는 집단서방의 개입을 통해 야당 인사들을 상당수 체포하여 가두고, 총선을 통해 당선됐다. 그러나 이러한 조치들 사이에 부정선거가 의심되는 여러 정황이 드러나고 있고, 앞으로 10일 동안 아르메니아의 정국이 이 부정선거로 인해 상당한 진통을 겪을 것으로 본다. lukybaby7@gmail.com

Armenia’s Economic Dependence on Russia and Economic Diversification through Improved Relations with the West and the U.S.

At the Eurasian Economic Union (EAEU) Summit held in Astana, Kazakhstan on May 28 and 29, the leaders of Russia, Belarus, Kazakhstan, and Kyrgyzstan issued a joint statement demanding that Armenia hold a referendum on whether to join the EU or remain in the EAEU. They also advised Armenia to halt its preparations for EU accession, stating that such actions pose a serious risk to the economic security of EAEU countries. This recommendation was conveyed to Armenian Deputy Prime Minister Mher Grigoryan, who attended the meeting on behalf of Prime Minister Pashinyan. At the EAEU Summit, Deputy Prime Minister Grigoryan asserted that trade and economic cooperation with Western countries, as well as the development of such relations, are core tasks for the EAEU. Furthermore, he advocated for the expansion of Free Trade Agreements (FTAs) and emphasized the active utilization of the Trans-Caspian International Transport Route (TITR) passing through Armenia, noting that diversifying transport routes could contribute to an increase in trade volume.
Currently, the only way for Russia to block Armenia's pro-Western stance is for the pro-Russian opposition party to win the general election. Russia has repeatedly used economic pressure tactics—a strategy previously employed in the Ukrainian presidential and Georgian general elections—to exert pressure during the election. A prime example is the threat to abolish preferential treatment for the supply of Russian gas. Foreign Ministry Spokesperson Maria Zakharova warned via her Telegram channel that Russia could terminate supply contracts for gas, oil products, and diamonds if Armenia joins the EU. Armenia's Minister of Land Administration and Infrastructure, David Hudatyayan, claimed that he had not yet received a letter from the Russian Ministry of Energy regarding the possibility of terminating the gas supply contract. The WTO projected that Armenia's export volume in 2026 would amount to only $8.39 billion, a decrease of about 35% compared to the previous year. If Russia takes action against Armenia's exports, the country's economy will face severe consequences. On May 20, significant exports of flowers from Armenia were made to Russia. However, Russia considered measures to temporarily restrict this, and starting with an announcement by the Russian Federal Veterinary and Phytosanitary Service, it also banned the import and distribution of the Armenian bottled water brand Jermuk. Furthermore, shipment inspections of Armenian fruits and vegetables were suspended, and a series of measures were implemented, including a ban on the import and sale of Armenian cognac and spirits. This trade blockade by Russia is very similar to declaring a trade war against Armenia. This is because Russia felt compelled to punish Armenia for pursuing trade with countries unfriendly to Russia while enjoying various trade benefits since joining the EAEU in 2016. Pashinyan believes that he can escape Russia's economic pressure by diversifying transportation routes and expanding trade with the Western bloc. Ultimately, through the intervention of the collective West, he arrested and imprisoned a significant number of opposition figures and was elected in the general election.
