충청남도 건설본부가 도내 건축, 도로, 하천 등 공공 시설물 철거 공사의 안전성을 획기적으로 강화하기 위해 발주처가 직접 작업 계획을 꼼꼼히 들여다보는 ‘작업계획 사전검토제’를 전격 도입해 시행한다.
충남도 건설본부는 노후 시설물 해체 공사 시 발생할 수 있는 치명적인 안전사고를 선제적으로 차단하고, 건설 현장의 공정 관리와 품질, 안전을 동시에 확보하기 위해 이번 혁신 대책을 마련했다고 3일 밝혔다.
기존 철거 공사 공정의 경우, 시공사와 감리사가 해체 작업 전 사전조사를 시행하고 작업계획서를 작성하면 가시설 설치 여부만 확인한 뒤 곧바로 철거에 착수하는 방식으로 진행됐다. 그러나 이러한 방식은 현장의 돌발 변수나 구조적 취약점을 사전 걸러내기에 한계가 있다는 지적이 제기돼 왔다.
이에 따라 도 건설본부는 철거 작업에 돌입하기 전 단계에서 발주처인 충남도가 직접 작업 계획의 적정성을 까다롭게 검토하는 프로세스를 추가해 안전 고리를 한층 더 단단히 조였다.
특히 도 건설본부는 제도 시행의 객관성과 전문성을 높이기 위해 자체 운영 중인 ‘기술자문위원회’를 적극적으로 가동한다.
건설 구조 및 안전 분야의 최고 전문가들로 구성된 자문위원회의 면밀한 심의와 고도화된 자문을 거쳐, 개별 현장별 특성과 여건을 정밀하게 고려한 ‘맞춤형 안전 작업 계획’을 수립하도록 유도할 방침이다.

대형 구조물 해체 시 인근 도로의 마비를 막기 위한 효율적인 ‘교통 우회 계획’과 인근 보행자 안전을 책임질 ‘신호수 적정 배치’ 등 작업자와 도민 모두의 안전을 지키는 계획이 반드시 반영되어야만 철거 승인이 떨어지도록 규제 체계를 보완했다.
