“No More Inconvenience of Turning Away from Counter”… ‘No-Bring Applications’ for Passport Reissuance Now Allowed

From now on, when reissuing a passport with remaining validity, applicants will be able to apply directly at local government service counters even if they forget to bring their existing passport.

The Ministry of Foreign Affairs announced on the 28th that it will improve administrative procedures starting June 1st to allow applications for passport reissuance at authorized passport agencies (local governments) before the passport expires to be processed without the need to bring the existing passport.

Previously, applicants were required to bring their existing passport to an offline counter to reissue a valid one. This was because they had to either surrender the old passport on the spot or apply for a "provisional surrender" to use it temporarily until a new passport was issued.

As a result, applicants who did not bring their old passport frequently faced the inconvenience of having to turn back and revisit. There were even cases where people intentionally reported their old passports as lost to expedite the issuance of a new one.

Those who habitually lose their passports will face penalties, such as restrictions on validity periods and requests to verify the circumstances of the loss (which takes 30 days).

This system improvement is also a measure aimed at ensuring equity with online applications. Currently, when applying for passport reissuance online, the existing passport is not required to be presented and must be surrendered upon receiving the new passport. Accordingly, a proposal for regulatory improvement to provide the same convenience to offline applicants has been actively accepted.

However, this improvement plan applies on a limited basis to citizens who have not lost their passport within the last five years. Applicants who meet these criteria can submit their offline application without their existing passport and surrender their valid passport on-site when picking up their new passport.

Yoo Byung-seok, Director General of the Consular Affairs Bureau at the Ministry of Foreign Affairs, stated, "Moving forward, the Ministry of Foreign Affairs will continue to eliminate unnecessary or inefficient administrative regulations in line with public expectations and actively provide passport administration services centered on the people's livelihoods."
