<브레이크뉴스 원주 = 김일웅 기자> 강원도 원주시가 복지 사각지대에 놓인 위기아동을 선제적으로 발굴하고 아동학대를 예방하기 위해 소매를 걷어붙였다.
원주시는 이달 4일부터 오는 7월 10일까지 약 두 달간 관내 만 6세 이하 '의료미이용' 아동 206명을 대상으로 대대적인 가정 방문 전수조사를 실시한다고 18일 밝혔다.
이번 전수조사는 장기간 의료 서비스 이용 기록이 없는 아동의 양육 환경을 면밀히 살피고, 선제적인 아동학대 예방 및 맞춤형 복지서비스를 연계하기 위해 마련됐다.
조사 대상은 관내 만 6세 이하 아동 중 ▲국가예방접종 미접종 ▲최근 1년 이내 의료기관 미진료 ▲영유아 건강검진 미실시 항목 중 하나 이상에 해당하는 아동이다. 특히, 이 가운데 만 2세 이하 영아이면서 의료미이용 정보 2종 이상에 중복 해당하는 경우는 중점 관리 대상으로 분류해 철저히 살필 예정이다.
조사 방식은 읍면동 담당 공무원이 해당 가정을 직접 방문하는 대면조사로 진행된다. 담당자는 아동의 발육 및 영양 상태, 보호자의 양육 환경, 의료서비스 이용 실태, 전반적인 주거 환경 등을 종합적으로 점검한다.
아울러 시는 강원서부아동보호전문기관, 원주경찰서 등 관계 기관과 긴밀히 협력해 고위험군 가정을 대상으로 한 '통합 방문 조사'도 병행 추진한다. 이를 통해 중복 방문으로 인한 가정의 부담을 줄이고 조사의 실효성을 한층 높일 계획이다.
시는 올해 3분기에도 해당 사업을 지속 추진하며, 4분기에는 만 3세 이하 아동을 대상으로 한 전수조사로 대상을 확대·전환해 의료 사각지대 아동에 대한 상시 보호 체계를 더욱 강화할 방침이다.
