경북선관위는 오는 9일부터 15일까지 관할 선거구 선거관리위원회에서 선거권자 추천장을 검인·교부한다고 밝혔다.
추천장 검인·교부는 공휴일에도 가능하며, 매일 오전 9시부터 오후 6시까지 운영된다.
무소속 후보자와 교육감선거 입후보 예정자는 법정 기준에 따라 관할 선거구 내 선거권자의 추천을 받아야 한다.
선거별 추천인 수는 도지사 및 교육감선거의 경우 1천 명 이상 2천 명 이하이며, 도내 시·군의 3분의 1 이상 지역에서 각 시·군마다 50명 이상의 추천을 받아야 한다.
시·군의장 선거는 300명 이상 500명 이하, 지역구 도의원 선거는 100명 이상 200명 이하, 지역구 시·군의원 선거는 50명 이상 100명 이하의 추천을 받아야 한다.
추천장은 입후보 예정자 본인뿐 아니라 배우자나 자원봉사자 등 제3자도 교부받을 수 있다. 또 추천을 받는 과정에서 후보 예정자의 경력이나 입후보 이유 등을 단순 소개하는 행위는 가능하다.
다만 검인을 받지 않은 추천장으로 추천을 받거나 선거운동 목적으로 법정 추천인 수 상한을 초과해 추천을 받는 행위는 금지된다. 서명이나 인영을 위조·변조하는 등의 허위 추천 행위 역시 공직선거법 위반에 해당한다.
추천인은 추천장에 성명과 생년월일, 주소 등을 기재한 뒤 도장을 날인하거나 서명해야 한다. 서명은 제3자가 본인 성명을 식별할 수 있도록 기재해야 하며, 손도장(무인)을 찍을 경우 해당 추천은 무효 처리된다.
또 선거권자는 2명 이상의 후보자를 추천할 수 있지만 추천 이후 취소나 변경은 불가능하다. 선거운동을 할 수 없는 공무원도 무소속 후보자 추천은 가능하다.

A letter of recommendation may be issued not only to the prospective candidate themselves but also to third parties, such as spouses or volunteers. Furthermore, simply introducing the prospective candidate's background or reasons for candidacy during the recommendation process is permitted.
However, obtaining recommendations using a letter of recommendation that has not been verified, or obtaining recommendations exceeding the legal limit for election campaigning purposes, is prohibited. Acts of false recommendation, such as forging or altering signatures or seals, also constitute a violation of the Public Official Election Act.
The recommender must record their name, date of birth, and address on the recommendation letter and then affix a seal or sign it. The signature must be written in a way that allows a third party to identify the person's name, and if a fingerprint is used, the recommendation will be invalidated.
Additionally, voters may recommend two or more candidates, but cancellation or change is not possible after the recommendation. Public officials who are prohibited from campaigning may also recommend independent candidates.
