개정안은 해양수산부령으로 연근해어업의 종류별·규모별 폐업지원금 기준액을 정하도록 하고, 감척 대상자가 실제로 지급받는 폐업지원금이 해당 기준액에 미달할 경우 그 차액을 지원할 수 있도록 했다. 이를 통해 폐업지원금의 현실화를 도모하고, 감척 참여에 대한 수용성을 높여 정책 효과를 제고하겠다는 취지다.
이 의원은 “감척은 수산자원을 회복하고 연근해어업의 지속가능한 생산 기반을 마련하기 위한 중요한 제도이지만, 실제 지원 수준이 낮아 참여를 망설이게 만드는 구조적 한계가 있었다”며 “이번 개정으로 기준액 미달분을 보완할 수 있는 근거가 마련된 만큼, 하위법령 정비와 예산 반영까지 꼼꼼히 챙겨 현장에서 체감되는 제도 개선으로 이어지도록 하겠다”고 말했다.
이번 법안 통과로 어업인의 생활 안정 지원이 한층 강화되는 동시에, 감척사업의 정책적 실효성도 제고될 것으로 기대된다.

He added, "This amendment provides the basis for making up for the shortfall in the standard amount. We will carefully review subordinate laws and budgetary reflection to ensure that improvements are felt on the ground."
The passage of this bill is expected to further strengthen support for the livelihoods of fishermen and enhance the policy effectiveness of the reduction program.
