그는 과거 영남권 유통의 거점이던 죽도시장이 빈 점포가 늘어나는 등 침체를 겪고 있다고 진단하며, 원도심과 중앙상가, 죽도시장 부활을 시정의 최우선 과제로 삼겠다고 강조했다.
김 전 의원은 이날 ‘포항의 심장을 다시 뛰게 할 5대 핵심 약속’을 제시했다. 우선 행정의 중심을 원도심으로 옮기겠다며 ‘원도심 시장실’ 설치를 약속했다. 그는 “시청사가 떠난 지 20년이 지난 지금, 황폐해진 도심을 되살리기 위해 오거리·육거리 일대 유휴 건물을 활용해 시장 집무실을 마련하겠다”며 “원도심 개발 부서와 신설할 포항도시공사를 상주시켜 시장이 직접 개발을 지휘하는 사령탑을 구축하겠다”고 했다.
