백 마디 말보다 한 장의 사진이 모든 것을 말한다. 이재명 대통령과 다카이치 일본 총리의 13일 드럼 합주 사진은 한국과 일본의 밝은 미래를 말한다. 제국주의 프랑스를 상대로 식민지 해방투쟁을 벌인 호찌민 베트남 주석은 유명한 말을 남겼다. “나는 프랑스 제국주의 ‘정책’을 싫어하지, 프랑스 ‘사람’을 싫어하지 않는다.”
베트남은 지금 외교무대에서 ‘호찌민 정신’을 철저히 실현하고 있다. 베트남이 프랑스 다음으로 싫어할 나라가 어디인가? 당연히 미국과 한국이다. 그러나 지금 통일된 베트남이 반미, 반한을 외치고 있는가. 아니다. 베트남은 미국과 한국과 적극 교류하며 협력하고 있다.
호찌민 정신은 바로 ‘과거에서 교훈을 얻되, 미래로 나아가야 한다’는 가르침이다. 과거에 발목이 잡혀 미래로 나아가지 못하는 국제관계만큼 어리석은 정책은 없다. 이런 과거 발목 정책은 국제적 고립만을 자초한다. 북한과 베네수엘라, 이란 등이 이런 퇴행적 외교정책을 펼치고 있다.
한일관계 역시 과거에서 교훈을 얻되, 미래를 바라봐야 한다. 이미 우리에게는 이런 미래지향적 외교를 위한 ‘김대중-오부치 선언’이 있다. 1998년 당시 김대중 대통령과 오부치 게이조 일본 총리가 합의한 ‘21세기 새로운 한·일 파트너십 공동선언’이다.
한일관계에서 ‘김대중-오부치 선언’은 하나의 경전이자, 미래는 여는 시금석이다. 일본이 철저히 반성하고 사과하고, 한국은 미래지향적으로 바라봐야 한다.
그 첫째는 바로 한일간에 맺어진 외교적 합의에 대한 철저한 준수다. 국제관계의 신뢰는 약속을 지키는 데서 시작된다.
이재명 대통령이 지난해 6월 취임 이후, 한일 간의 위안부와 징용 등 과거사 합의를 준수하겠다고 밝힌 것은 국가 지도자로서 훌륭한 자세였다. 사실 이재명 대통령은 과거 이들 합의에 대해 매우 부정적이었다.
한 국가를 대표하는 대통령은 달라야 한다. 개인이 아닌 국가를 생각하고, 단순한 국가 차원이 아닌 국제관계 차원에서 외교를 펼쳐야 한다.
‘이재명 미래 외교’가 임기 내내 흔들리지 않고 추진되어야 한다. 지금 일본을 방문 중인 이재명 대통령이 다카이치 일본 총리와 깜짝 드럼 합주를 하는 장면이 희망을 주는 이유다. 최근 한일 간에 이렇게 아름답고 멋진 장면이 어디 있었는가.
이재명 정부 들어 한미, 한중, 한일 관계 등이 정상화되고 있다. 러시아와의 관계도, 북한과의 관계도 우크라이나 전쟁이 끝나면 정상화될 것으로 본다. 김대중 정부 이래 한국의 외교가 이렇게 꽃 피운 적이 없다.
4대 강국으로 둘러싸인 대한민국은 지정학적 위치로 외교가 국가의 존망에 영향을 미치는 나라다. 이재명 대통령은 놀라울 정도로 국제적 지도자로서의 식견을 보여주고 있다.

It is the "Joint Declaration on a New Korea-Japan Partnership for the 21st Century," agreed upon by then-President Kim Dae-jung and Japanese Prime Minister Keizo Obuchi in 1998.
In South Korea-Japan relations, the "Kim Dae-jung-Obuchi Declaration" serves as a scripture and a touchstone for the future. Japan must thoroughly reflect and apologize, and South Korea must look forward with a forward-looking perspective.
