이번에 국회를 통과한 법안들은 기획재정위원회 경제재정소위원회와 조세소위원회를 거쳐 대안으로 반영된 것으로, △조세특례제한법 5건 △소득세법 2건 △부가가치세법 2건 △담배사업법 1건 △한국수출입은행법 1건 등 총 11건에 이른다.
기획재정위원회 소속인 최 의원은 산업 현장과 세정 시스템에서 드러난 불합리와 빈틈을 꾸준히 제기해 왔고, 이 같은 노력 끝에 다수의 법안이 실제 입법으로 이어졌다는 평가다.
주목을 받은 개정안 중 하나는 장애인 표준사업장 지원책 강화다. 이번 개정안은 현행 소득세·법인세 감면 기간이 끝난 이후에도 5년간 30%, 그 후에도 20%의 추가 감면을 적용하는 내용으로, 장애인 표준사업장의 자립 기반을 한층 더 다져줬다는 평가다. 이와 함께 거짓 세금계산서 발급 시 가산세율을 4%로 상향해 부정 거래를 차단하고, 조세 질서도 바로 세웠다.
지역 세제 특례를 악용한 일명 ‘사업장 주소 세탁’ 관행을 막기 위한 제도 개선도 포함됐다. 실질 사업운영 증빙자료를 제출하도록 의무화해, 부당한 감면이 원천적으로 불가능하도록 제도를 손질했다.
해외 투자와 수출 기반 확충을 위한 ‘한국수출입은행법’ 개정안도 이목을 끈다. 수출입은행이 대출이나 보증 없이도 해외 투자사업에 직접 출자할 수 있게 하고, 해외 프로젝트 수주를 위한 펀드 투자 범위도 넓혀 우리 혁신 산업의 해외 진출을 적극적으로 뒷받침하겠다는 취지다.
또한 ‘담배사업법’ 개정안에는 국가유공자·장애인에 대한 우선지정 규정이 명확히 담겼고, 명의대여 금지 조항을 더욱 강화했다. 아울러 니코틴 기반 신종 담배까지 규제 범위에 포함해, 취약계층 보호와 판매 질서 개선 효과도 기대된다.
이번 법안들은 각기 다르지만 불필요한 빈틈은 그대로 두지 않고, 꼭 필요한 곳에는 과감하게 지원한다는 공통된 방향성을 갖고 있다. 실제로 장애인 일자리 지원, 공정 조세 실현, 첨단 산업 해외 진출 촉진, 사회적 약자 보호 등 다양한 민생·경제 현안에 실질적으로 대응하는 법안이라는 평가가 나온다.
최 의원은 “오랜 시간 노력해온 법안들이 실제로 결실을 맺어 의미가 크다”며 “장애인 사업장, 혁신 산업, 취약계층 등 현장에서 절실하게 필요로 하는 제도를 꼼꼼히 챙기는 입법을 계속 이어갈 것”이라고 밝혔다.
또 “국민이 변화를 직접 느낄 때 비로소 법의 의미가 살아난다”며 “앞으로도 실효성 있는 법안 마련에 최선을 다하겠다”고 강조했다.

Furthermore, the surcharge rate for issuing false tax invoices was raised to 4% to prevent fraudulent transactions and establish tax order.

Furthermore, the revised Tobacco Business Act clearly includes provisions for priority designation for persons of national merit and persons with disabilities, and further strengthens the ban on lending names.
