시는 3일 가톨릭대 염건령 교수를 초청해 적극행정을 주제로 한 교육을 진행하며 새내기 공무원들의 인식 변화와 조직문화의 개선을 꾀했다.
지난 6월 적극행정 전도사로 알려진 임규진 행안부 사무관에 이어 두 번째 강의다.
이날 강의는 적극행정의 필요성과 실행 프로세스, 조직문화 개선, 해외사례를 포함한 우수사례 등을 소개하며 새내기 공무원의 적극행정에 대한 인식의 폭을 넓혔다.
염 교수는 “적극행정은 선택이 아닌 필수”라며, 적극행정을 왜 해야 하는가에 대한 공감대를 형성했다.
직원들은 강의를 통해 급변하는 행정환경과 높아진 시민 기대에 부응하기 위해서는 창의적이고 책임감 있는 적극행정이 정착되어야 함을 자각하는 계기가 됐다.
또한 일부 실패 사례를 통해 적극행정이 단순한 규제 완화나 절차 생략이 아닌, 책임 있는 행정 활동임을 인지했다.
김진석 부시장은 “적극행정을 통해 시민이 체감할 수 있는 변화를 만들어 가는 것이 우리 공직자의 사명”이라며 적극행정의 실천을 강조했다.
한편, 충주시는 적극행정을 추진한 직원을 선발해 인센티브를 부여하는 시책 등을 통해 조직 내 적극행정 문화의 확산을 도모하고 있다.
