토론회에는 박형수 의원을 비롯해 이만희, 최은석, 이상휘, 김종양, 김은혜, 김대식, 강승규 국회의원과 김광열 영덕군수, 손병복 울진군수 등 150여 명이 참석해 남북 10축 고속도로 건설 필요성에 대한 높은 관심을 보였다.
김근욱 경북연구원 부연구위원은 발제에서 “남북 10축은 대한민국 수소경제로 가는 물류 동맥이자 에너지 안보 축이며, 완성되면 국토 균형의 완결과 환동해안권 도약의 출발점이 될 것”이라고 강조했다.
이어진 토론에서는 정성봉 서울과학기술대 교수, 조한선 한국교통연구원 박사, 장진영 강원연구원 박사, 김기대 국토부 도로정책과장 등 전문가들이 남북 10축 고속도로 건설 방안을 논의했다.
최병환 경북도 도로철도과장은 “영덕~삼척 구간은 국가 균형과 동해안 관광·에너지 산업 발전을 위해 반드시 필요하며, 제3차 고속도로 건설계획에 반영될 수 있도록 적극 노력하고 있다”고 말했다.
박형수 의원은 “지난 11월 8일 포항~영덕 구간 개통으로 국가 간선망 완결의 최종 단계에 진입했지만, 영덕~삼척 구간 미개설은 매우 아쉽다”며, “토론회를 통해 공감대가 형성된 만큼 사업 추진을 위해 함께 힘쓰겠다”고 밝혔다.
경상북도에 따르면 남북 10축 총연장은 433㎞이며, 포항~영덕, 부산~남포항, 삼척~속초 구간은 이미 개통했으나, 영덕~삼척 117.9㎞ 구간은 국가 계획에 반영되지 못한 상태다. 도는 제3차 고속도로 건설계획에 반영되도록 연말까지 적극 노력 중이다.

According to Gyeongsangbuk-do, the total length of the 10 north-south axes is 433km. While the Pohang-Yeongdeok, Busan-Nampohang, and Samcheok-Sokcho sections have already opened, the 117.9km Yeongdeok-Samcheok section has not been included in the national plan. The province is actively working to have it included in the third expressway construction plan by the end of the year.
Gyeongsangbuk-do Province expects the construction of the 10-axis North-South Expressway to connect the Pohang POSCO Hydrogen Reduction Works, the Uljin Nuclear Hydrogen National Industrial Complex, and the Samcheok Hydrogen Industry Cluster. This will expand the energy belt between hydrogen and energy production hubs.
